The heavy schoolwork burden of primary and secondary school students is a long-standing problem that has plagued basic education, seriously distorting the nature and tasks of basic education, hindering the sustained and healthy development of education, seriously violating the guiding ideology of "health first" in school education, directly damaging the physical and mental development and healthy growth of young students, and endangering the future of the nation. In order to implement the spirit of "reducing students' excessive schoolwork burden and improving the quality of education in an all-round way" in the Outline of the Medium-and Long-term Education Reform and Development Plan of Guizhou Province (2010-201), we will resolutely correct the illegal school-running behaviors that increase students' schoolwork burden in some localities and schools, effectively reduce the excessive schoolwork burden of primary and secondary school students, and comprehensively improve the quality of education and teaching.
First, adhere to the "eight strict controls" and standardize the school-running behavior of primary and secondary schools.
(1) Strictly control the class hours. Primary school students' study time (including self-study) shall not exceed 6 hours, junior high school students shall not exceed 7 hours, and ordinary senior high school students shall not exceed 8 hours. All primary and secondary schools should cancel the unified morning self-study, and the class time in compulsory education should not be earlier than 8: 00, and the class time in ordinary high schools should not be earlier than 7: 30. Boarding schools should get up at the same time in the morning. Primary and junior high schools shall not be earlier than 7: 00, and ordinary high schools shall not be earlier than 6: 30. The evening self-study time shall not exceed 2 class hours, and the bedtime lights-out time shall not be later than 22: 00 in primary schools and junior high schools, and not later than 22: 30 in ordinary high schools. Ensure that primary and junior high school students sleep not less than 9 hours a day, and ordinary high school students not less than 8 hours.
(2) Strictly control the class hours. Full implementation of the national curriculum plan, in accordance with the "Guizhou compulsory education curriculum plan" and "Guizhou ordinary high school curriculum plan", jointly start classes. When the class is full, it is not allowed to increase or decrease the number of courses and class hours at will, to set up a double class schedule to cope with the inspection, to crowd out music, physical education and beauty classes, to increase the teaching difficulty at will, to terminate the course early and to conduct surprise teaching at will. It is necessary to ensure that students' group physical exercise time at school is not less than 1 hour every day (including physical education class, morning exercises, recess exercises and students' group physical activities), and ensure the time for team activities and social practice.
(3) Strictly control the operation. Homework is not allowed in the first and second grades of primary school, and homework in other grades is controlled within 1 hour every day. Junior high school students' daily written homework should not exceed 1.5 hours, and ordinary senior high schools should not exceed 2 hours. Schools should strengthen the overall management of homework in all subjects, strictly control the total amount of homework in all subjects every day, and teachers can arrange different homework according to the difference of students' level. (4) Strictly control collective remedial classes. Carry out teaching work in strict accordance with the school calendar issued by the Provincial Department of Education, and shall not organize primary and secondary school students to make up lessons in winter and summer vacations, weekends, festivals and after-school hours. It is strictly forbidden to delay class time and organize students to study during lunch break. Students' self-study time arranged in the course shall not be allocated to subjects, and no teacher shall use the self-study time to attend classes or make up lessons. Schools are not allowed to attend classes or make up lessons during evening self-study, and schools are not allowed to organize day students to attend evening self-study in compulsory education. On-the-job teachers can't make up lessons in intermediaries, counseling places, etc. And they can't provide paid tutoring. Once verified, cancel the qualification of evaluation, evaluation and evaluation.
(5) strictly control the teaching materials. Books for students must be selected from the catalogue of books for primary and secondary schools published by the Provincial Department of Education, and teaching books and audio-visual products other than the catalogue of provincial teaching books are strictly prohibited. It is strictly forbidden for teachers to subscribe to all kinds of materials in disguised form in the form of assignment and collective explanation. Subscribe to the supplementary teaching materials in the catalogue of recommended books for primary and secondary schools, with no more than one book in each subject for primary schools and no more than two books for junior and senior high schools. In addition, supplementary teaching materials are not allowed to enter the school.
(6) Strictly control the number of exams. Primary schools only have one subject exam at the end of each semester, and lower grades can use homework instead of exams; Junior high school implements two mid-term and final subject tests every semester; Ordinary senior high schools implement provincial credit examinations and academic level examinations. Without the approval of the city (prefecture) and above education administrative departments, students may not be organized to participate in various unified examinations, joint examinations or other competitions, grade examinations and other activities. It is not allowed to queue up schools based on the enrollment rate, to rank classes, teachers and students based on test scores, to reward and punish them, to publish students' scores in any form, and to publish good news, red lists and other disguised ranking information to parents and society. The education administrative departments at all levels shall not reward and punish the education administrative departments and schools at the next level with the college entrance examination and the enrollment rate of the senior high school entrance examination.
(7) Strictly control the enrollment order. In the compulsory education stage, the nearest admission regulations are strictly implemented, and the admission area is designated by the county-level education administrative department. No school may hold or hold any form of entrance examination in disguised form. All kinds of competition results, awards and grade certificates shall not be used as the conditions and basis for admission or placement. In principle, public ordinary high schools enroll students locally, and shall not conduct illegal enrollment propaganda, resolutely stop all kinds of hype about the results of the college entrance examination, and shall not take economic means to enroll students, and shall not accept students who have been admitted to other schools according to the prescribed procedures. In principle, cross-county enrollment is not allowed. If it is really necessary, it must be implemented in the enrollment plan issued by the municipal (state, prefecture) and above education administrative departments. Municipalities (prefectures) should strictly control cross-county enrollment, formulate detailed enrollment plans and report them to the Provincial Department of Education for the record. On the basis of 20 1 1, the enrollment quota of provincial-level model ordinary high schools under the jurisdiction of cities (prefectures) for the whole province will be halved, and enrollment will no longer be for the whole province from 20 12 (except for ethnic classes, ambitious classes and schools organized by social forces). In 20 1 1 year, the proportion of enrollment indicators allocated by provincial model high schools to junior high schools accounts for 40% of the enrollment plan, and it is not less than 50% in 20 12 year, which is an important basis for the review, upgrading and evaluation of provincial model high schools.
(8) Strictly control the choice of schools and classes. Schools in the compulsory education stage shall not be divided into key schools and non-key schools, and shall not be divided into key classes and non-key classes. Strictly control students' choice of schools and classes. In the compulsory education stage, schools are not allowed to charge any form of school selection fees, and freshmen are randomly assigned by computers. After that, they are not allowed to roll classes according to the test results during the education process. Without the approval of the Provincial Department of Education, primary and secondary schools may not hold experimental classes or super-long classes. If it has been held, it must re-apply to the Provincial Department of Education for approval before April 30th, 20 1 1.
Two, the establishment of the "eight systems", and effectively reduce the heavy academic burden of students.

Junior high school graduation examination and entrance examination are merged into junior high school graduates' academic (entrance) examination, and one examination is dual-purpose. Junior high school graduates' academic (entrance) examination fails to make a proposition according to the requirements of the examination instructions issued by the Provincial Department of Education. If the difficulty coefficient exceeds the prescribed range, they must promise to make rectification. If the circumstances are serious, their right to make a proposition in the place will be cancelled.
(2) Establish a notification system for students' physical health. From 20 1 1, the provincial education department will announce the physical health examination of primary and secondary school students all over the country to the public every year. For those areas and schools where students can't exercise for an hour every day and their health level keeps declining, informed criticism is the whole province. Junior high school graduates' academic (entrance examination) will continue to offer physical education examination subjects, and the score of 5 0 will be included in the total score.
(3) Establish a publicity system for teaching activities. 20 1 1 Starting from the autumn semester, primary and secondary schools will publish curriculum teaching plans, teachers' schedules, curriculum schedules, schedules, extracurricular cultural and sports activities, social practice activities, etc. Within one week before the start of each semester, it will be announced to parents and the society through school bulletin boards, campus networks, parent-teacher conferences and other forms after being audited by higher authorities.
(4) Establish a home-school linkage system. Starting from the fall semester of 20 1 1, primary and secondary schools should hold parent-teacher conferences with the theme of standardizing school-running behavior, reducing students' burden and improving education quality at the beginning of each semester, publicize advanced educational concepts and methods, carry out teaching quality analysis, report the situation, reduce parents' doubts and worries, enhance parents' understanding and support for "reducing burdens" and prevent parents from "reducing burdens".
(5) Establish a standardized responsibility system for running schools. The principal responsible persons of education administrative departments at all levels and the principals of primary and secondary schools are the first responsible persons to standardize school-running behavior. From 20 1 1, the education administrative department of the city (prefecture) and the education administrative department of the county (city, district, special zone) under its jurisdiction, and the education administrative department of the city (prefecture) and county (city, district, special zone) and the principals of their primary and secondary schools should sign a standardized responsibility letter every year to implement the autonomy of running a school and clarify the responsibility of running a school. The responsibility book should be posted in a prominent position in the school and be supervised by teachers, students and parents.
(6) Establish a standardized school supervision system. The education supervision departments of cities (prefectures) and counties (cities, districts and special zones) shall establish a supervision system to regulate the school-running behavior within their respective jurisdictions. Every semester, the district inspectors at the prefecture and county levels should make at least one unannounced visit to the school-running behavior of schools within their respective jurisdictions, and report the inspection to the education supervision departments at the prefecture and county levels in a timely manner. At the end of June and the end of 12 every year, the education supervision office of each city (prefecture) shall report the list of schools supervised by city (prefecture) and county-level supervision institutions and inspectors and the supervision situation to the education supervision office of the provincial government. The Provincial Department of Education and the Education Supervision Office of the provincial government will organize part-time inspectors and invited inspectors at the provincial level to conduct inspections throughout the province from time to time, and announce the inspection results in a timely manner.
(seven) to establish a standardized school reward and punishment system. Education administrative departments at all levels should firmly establish the idea that principals who run schools irregularly are incompetent principals, increase the intensity of rewards and punishments for school-running behaviors, incorporate the standardized school-running behaviors at the county level into the Supervision and Assessment System for the Main Leaders of Party and Government at County Level, and implement "one-vote veto" for those who violate the rules in the assessment and evaluation of principals and teachers (the specific reward and punishment measures are attached).
(eight) the establishment of social supervision system. The Provincial Department of Education will publish "eight strict controls" to standardize school-running behavior in the major media in the province. The prefectural and county education administrative departments and educational supervision institutions shall set up telephone numbers for reporting illegal school-running behaviors, which shall be printed and distributed to all students and parents of primary and secondary schools in the region, and announced to the media and society, and take the initiative to accept the supervision of teachers, students, parents and society. Third, solve the "eight problems" and strive to achieve the "eight breakthroughs" in the quality of education.
(A) efforts to solve the problem of moral education effectiveness. Improve the teaching methods of moral education in primary and secondary schools, actively adopt lively ways that primary and secondary school students love to see and hear, organically combine imparting knowledge with cultivating national spirit, standardizing daily behavior and cultivating civilized manners and habits, and extensively carry out thematic education activities such as "reading red classics", "five good citizens" and "five-hearted education". Strengthen the construction of campus culture, implement beautiful classroom projects, constantly optimize the educational environment of schools, and strive to achieve new breakthroughs in enhancing the pertinence and effectiveness of moral education.
(2) Focus on solving the problem of incomplete implementation of quality education. Resolutely correct the wrong practices of attaching importance to intellectual education over moral education, physical education over aesthetic education, examination subjects over non-examination subjects, cultural knowledge imparting and examination-oriented skills training over practical ability and innovative spirit training. We should take sports, music, art, science and technology, emotional education and practical ability training as important contents of quality education, make full use of educational resources inside and outside schools, youth activity centers, regularly organize students to participate in popular science activities and social practice, vigorously carry out "sunshine sports" activities, and solidly promote the "2+ 1" project of sports art, so that each student can master at least two sports skills and 1.
(C) efforts to solve the problem of promoting curriculum reform is not in-depth. Taking the curriculum reform of ordinary senior high schools as a breakthrough, we will comprehensively deepen the curriculum reform of compulsory education, extensively carry out the selection, exchange and promotion activities of outstanding achievements, deeply explore the curriculum reform model suitable for students in our province, and promote the organic connection and gradual progress of curriculum reform of primary schools, junior high schools and ordinary senior high schools. Establish and improve the local and school curriculum system, develop and improve the localized and original rural curriculum and local special education, and create excellent characteristics. Vigorously build efficient classrooms, realize textbook-based, teacher-based and student-based, actively advocate low-burden, high-quality heuristic, problem-based and participatory teaching modes, effectively change teachers' teaching methods and students' learning methods, effectively change low-quality and high-burden teaching methods at the expense of students' rest and sleep time, and strive to achieve new breakthroughs in promoting the in-depth development of curriculum reform.
(4) Focus on solving the problem of unscientific evaluation of education quality. Improve and perfect the evaluation system of school-running level, teachers' teaching quality and students' learning effect. Compulsory education takes the county as the unit, and ordinary high schools take the city (state, prefecture) as the unit to monitor and evaluate the quality of basic education. Highlight the process evaluation, strengthen the performance management of the school's import and export, determine the export from the entrance, see the change from the starting point, and implement the developmental incremental evaluation of the quality of education and teaching to incrementally assess the quality of teachers and schools. Improve the registration system of students' growth records, pay attention to the comprehensive evaluation of students' moral literacy, learning ability, communication and cooperation, innovative consciousness and practical ability, focus on cultivating students' awareness and ability of lifelong learning, and strive to achieve new breakthroughs in establishing a scientific evaluation system.
(5) Focus on solving the problem that the overall quality of teachers is not high. Establish an open teacher training system, and promptly start the implementation of the provincial primary and secondary school teacher training plan, the provincial backbone teacher training project, the education and teaching teacher training project, the rural teacher quality improvement project, and the primary and secondary school teacher teaching reform and quality improvement incentive plan. Through scientific and effective training and teaching activities, we will change the teaching concepts and methods of the majority of primary and secondary school teachers and improve their professional theoretical level and teaching ability. (six) efforts to solve the problem of not paying attention to special students. It is the responsibility of both schools and teachers to educate every student's consciousness, care for students with learning difficulties, students with behavioral deviations, left-behind children, children of migrant workers and other special student groups, comprehensively analyze and diagnose the "problem" factors, find out their bright spots, give full play to each student's advantages and stimulate each student's potential. Actively implement hierarchical teaching in classroom teaching, teach students in accordance with their aptitude, explore classified homework, classified evaluation and classified guidance, pay attention to every student and teach every student well. Resolutely correct the wrong practice that schools and teachers focus on a few students with prospects for further studies and ignore the development of most other students, and strive to achieve a new breakthrough in everyone's ability to become a talent.
(seven) efforts to solve the problem of school characteristics is not obvious. Guide the school to shift its focus from improving school conditions to improving school level, fully tap the school history, base itself on the existing development foundation and traditional characteristic projects of the school, integrate local ethnic characteristics, and promote the diversified and characteristic development of the school. Expand the autonomy of running a school, encourage schools to explore and experiment boldly in the characteristics of running a school, break the status quo of a thousand schools, and let each school have its own characteristics and highlights. Schools are the window of educational reform, and strive to achieve new breakthroughs in the construction of characteristic schools.
(eight) efforts to solve the problem of unbalanced development of compulsory education. Taking the construction of standardized schools for compulsory education as an opportunity, we will improve the running conditions of weak schools in urban and rural areas, optimize the allocation of resources, and actively implement the layout adjustment of primary and secondary schools to meet the needs of urbanization. We will implement a series of regional education and teaching system reforms step by step, such as school district, urban-rural school alliance and weak school trusteeship, innovate the internal management system and mechanism of education, improve the overall quality of education and teaching, and strive to achieve a new breakthrough in promoting the balanced development of compulsory education in counties.
Resolutely standardizing school-running behavior, effectively reducing students' excessive academic burden and comprehensively improving the quality of education and teaching are a major event in the reform and development of basic education in our province. Educational administrative departments at all levels and primary and secondary schools should take a highly responsible attitude towards students, society, nation and history, attach great importance to and pay close attention to implementation, actively change educational concepts, constantly improve teaching methods, actively explore and practice the development model of "low burden and high quality", and promote the sustained and healthy development of education in our province.

I. Rewards

Second, punishment.
(1), the policies promulgated by the people's government at the county level or the education administrative department at the same level violate the "eight strict controls", or fail to stop, correct or even condone the illegal school-running behavior of primary and secondary schools within their respective administrative areas, informed criticism, the education supervision office of the provincial or municipal (prefecture) people's government (administrative office) will report the relevant situation to the people's government at a higher level; Counties (cities, districts, special zones) have been informed criticism for two consecutive years, and the people's governments at the county level shall be held responsible for the leaders and the main persons in charge of the education administrative departments. There are two or more counties within the city (state, prefecture) for two consecutive years.

(II) Where it is found in the inspection or report verification that the school violates the "eight strictness" regulations and the students' schoolwork burden is really overweight, the education administrative department at a higher level shall give the school a written warning, cancel the school's qualification to be commended and rewarded by the education department in that year, and cancel the qualification of the principal to evaluate the posts in that year, and the Provincial Department of Education shall give a yellow card warning to the provincial model ordinary high schools; If the school receives two written warnings within one year, it shall be informed criticism by the higher education administrative department in the system, and the principal's annual assessment shall be deemed as unqualified, and the provincial demonstration ordinary high school shall be downgraded by the provincial education department; If the school has received three written warnings within two years, it is suggested that the competent department revoke the post of principal in accordance with the cadre management authority, cancel the title of "provincial demonstration ordinary high school" of the school, and notify the media.
(III) Where a school violates the "Eight Strict Controls", resulting in an overload of students' schoolwork and a major accident endangering students' life safety, it is suggested that the competent department revoke the post of principal according to the cadre management authority; If it is a provincial model ordinary high school, the Provincial Department of Education will cancel its title of "provincial model ordinary high school". If the violation is serious and the social impact is bad, the people's government at the county level shall be held responsible for the leaders and the main person in charge of the education administrative department.
(four) in violation of the "eight strict" education administrative personnel, teaching and research personnel or faculty, given a written warning by the competent administrative department of education or school, ordered to make corrections.
