Some opinions on accelerating the development of continuing education

In order to thoroughly implement the spirit of the National Education Work Conference, the Outline of the National Medium-and Long-Term Education Reform and Development Plan (20 10-2020) and the Outline of the National Medium-and Long-Term Talent Development Plan (20 10-2020), and the Twelfth Five-Year Plan for National Economic and Social Development on "Accelerating the Development of Continuing Education and Building a Lifelong Life for All"

First, put accelerating the development of continuing education in a more important strategic position.

(A) fully understand the significance of accelerating the development of continuing education. Continuing education is an educational activity for all members of society after school education, especially adult education. It is an important part of lifelong education system and an important way to improve national scientific and cultural quality and employment, entrepreneurship and innovation ability. In the new historical period, accelerating the development of continuing education is an inevitable requirement to enhance the core competitiveness of the country and promote the construction of an innovative country. It is an important support to promote the transformation of China's economic development mode and the adjustment of industrial structure. It is urgent to build a lifelong education system and a learning society. It is an important measure to continuously develop human resources and meet the growing diversified educational needs of members of society, which is of great significance to promoting the great development and prosperity of socialist culture, building a well-off society and a higher level of socialist modern country.

(two) to further enhance the sense of responsibility and urgency to accelerate the development of continuing education. Since the reform and opening up, continuing education has provided opportunities for members of society to receive secondary and higher education and various kinds of training through various channels, which has made important contributions to China's transformation from a populous country to a big country with human resources. However, with the rapid development of China's economy and society in the new period, the problems faced by continuing education are increasingly prominent, mainly as follows: the educational concept is relatively backward, and the overall participation rate is not high; Lack of high-quality resources and low degree of sharing; The teaching content, methods and means need to be further reformed, and the quality assurance system needs to be improved; The overall management system has not yet been formed, the capital investment mechanism is not perfect, and the system and laws and regulations are not perfect enough. Continuing education is still a weak link in China's education system, which cannot fully meet the rapid economic and social development and the growing diversified learning needs of the broad masses of the people. The task of reform and development is very heavy. Therefore, party committees and governments at all levels should further enhance their sense of responsibility and urgency, stand at the height of economic and social development and the overall national strategy, put accelerating the development of continuing education in a more important strategic position, and take more effective measures to promote the comprehensive, coordinated and sustainable development of continuing education.

Second, the overall requirements for accelerating the development of continuing education

Strive to expand continuing education resources as a whole, actively promote the construction and sharing of high-quality resources, and constantly optimize the school-running and service system; Strive to establish and improve the quality assurance system, innovate the talent training mode, and continuously improve the quality of education and teaching; Efforts should be made to improve the system and mechanism, strengthen the construction of systems and regulations, strengthen standardized management, build a flexible and open lifelong education system, promote the construction of a learning society with lifelong learning for all and serve the construction of a well-off society.

(4) Basic principles.

Human resources are the first resource for China's economic and social development, and continuing education is the main way to continuously develop human resources. It is necessary to take meeting the needs of economic and social development and the diverse learning of the broad masses of people as the fundamental starting point and end result of continuing education, actively serve the needs of building a well-off society at a higher level and members of society to update their knowledge, expand their skills and improve their quality, and promote the all-round development of people, social equity and the construction of a powerful country with human resources.

-Adhere to lifelong education and build a system. Establish the concept of lifelong education, promote the reform and development of continuing education and the construction of various learning organizations, carry out lifelong learning activities for all people, build a public service system for lifelong learning, establish institutional mechanisms and laws and regulations to adapt to lifelong learning, build a lifelong learning overpass, and build a flexible and open lifelong education system.

-Adhere to the overall planning and classified management of the government. Strengthen government responsibility and make overall planning. Establish and improve the classified management system, clarify the management responsibilities of governments at all levels, industry departments and relevant social institutions, and strengthen overall coordination and standardized management. Increase the support of governments at all levels for continuing education funds and policies, promote the active participation of the whole society in continuing education, and promote the coordinated development of continuing education among industries, regions and urban and rural areas.

-persist in optimizing the structure and improving the quality. Innovate the school-running and service system, optimize majors, projects and courses, and further improve the pertinence and effectiveness of continuing education. Adhere to the scientific concept of quality, focus on strengthening the construction of quality standards and evaluation systems, promote the coordinated development of scale, structure, quality and efficiency, effectively link pre-service education with post-service education, and coordinate the development of continuing education with academic qualifications and continuing education without academic qualifications.

-Persist in reform and innovation and open wider to the outside world. Focusing on institutional reform, we will reform the talent training system, school-running system and management system, quality evaluation and examination enrollment system, teaching content, methods and means, and establish a system of certification, accumulation and transformation of learning achievements. Insist on opening up schools and establish a service mechanism for open sharing of resources. Insist on opening to the outside world and strengthen foreign exchanges and cooperation.

-Persist in administering education according to law and standardize running schools. Strengthen the construction of continuing education system and regulations, establish and improve the investment mechanism, incentive mechanism and supervision mechanism, administer education according to law, standardize management, strengthen supervision, evaluation and inspection, and standardize school-running and service behavior.

(5) development goals and basic tasks.

By 20 15, a flexible, open and resource-rich continuing education school-running and service system will be formed, various demonstration learning organizations will be basically formed, lifelong learning activities for all people will be vigorously carried out, the participation rate of continuing education will be greatly improved, the institutional mechanisms and laws and regulations will be basically sound, and all members of society will have the opportunity and conditions to receive different forms and types of continuing education, thus promoting the construction of a learning society and a powerful country with human resources. Employees participate in various continuing education for 290 million people every year, with a participation rate of over 42%.

The basic tasks of continuing education in the new era are: to provide corresponding vocational education and training for employees and those who need to start a business, choose a job, change jobs and have difficulties in finding employment, so that they can meet the requirements of corresponding posts in terms of professional ethics, cultural knowledge, professional technology and practical ability; Continuing education with corresponding academic qualifications for social members who are willing to receive secondary or higher education; Carry out various forms of moral norms, scientific and technological culture, civilized life, leisure culture and health education for all kinds of social members to meet people's growing needs for spiritual and cultural life and happy life; Establish various learning organizations to promote lifelong learning for all.

Three, the main task of accelerating the development of continuing education

(6) Vigorously develop career-oriented non-academic continuing education. Focusing on strengthening the capacity building of human resources, we will vigorously develop career-oriented non-academic continuing education.

-In accordance with the requirements of the outline of building an innovative country and talent planning, with the core of improving post adaptability and innovation ability, we will vigorously strengthen the continuing education and training activities of talents in party and government management, enterprise management, professional technology, high skills, rural practicality and social work in a planned way, especially the training of urgently needed professionals and high-level innovative talents in key fields. By 20 15, each person will receive education and training for no less than 12 days or 72 class hours every year.

-according to the needs of the transformation of economic development mode and the adjustment and upgrading of industrial structure, focusing on improving the post ability, professional ethics and cultural quality of employees in enterprises and institutions, vigorously promoting the training of all employees in enterprises and institutions, especially strengthening the post training of skilled talents, front-line managers and new employees. By 20 15, the annual participation rate of employees' training in enterprises and institutions shall not be less than 45%.

-In accordance with the requirements of building a new countryside and developing modern agriculture, focusing on cultivating new farmers, we will carry out in-depth practical technical training for rural labor force, focusing on practical technical and vocational skills training for rural development leaders, rural skilled service-oriented talents, rural production and management talents and new professional farmers. By 20 15, the annual participation rate of rural residents' training will reach more than 20%.

-Vigorously strengthen the job-changing training for migrant workers. We will extensively carry out vocational education and training for migrant workers, unemployed people and unemployed people, help them master the basic knowledge and vocational ability of urban and non-agricultural employment, and constantly improve their skills and employability. By 20 15, the above-mentioned personnel will have the opportunity and conditions to participate in the corresponding vocational education and training.

(7) Continuing education has developed steadily. Focusing on improving the pertinence of educational contents and methods, we will steadily develop continuing education at all levels and with various academic qualifications. Reform and develop continuing education of adult secondary education and strengthen the cultivation of skilled personnel; We will steadily develop continuing education with higher academic qualifications and strengthen the training of applied, compound and innovative high-level talents. Actively promote the reform and development of online education and distance open education in colleges and universities, reform and improve the self-study examination system of higher education, and accelerate the comprehensive reform of adult higher education. By 20 15 years, the total number of people participating in continuing education with academic qualifications will reach120,000 or more.

The proportion of urban and rural community members in the eastern region and central cities participating in organized community education is over 60%, and that in the central and western regions is over 40%.

(9) Pay attention to literacy education. In order to improve the level of scientific and cultural knowledge and the quality of life, we will continue to promote literacy education, focusing on illiteracy education for young and middle-aged migrant workers, young and middle-aged illiterate women left behind in rural areas, especially in ethnic areas, border areas and concentrated contiguous poverty-stricken areas. According to the needs of learners, literacy courses are offered, and literacy textbooks are compiled, so that the learning of reading, writing and arithmetic knowledge is closely combined with the basic life skills, vocational skills, health care, legal knowledge and rights protection of adults. (10) Accelerate the construction of various learning organizations. Fourth, optimize continuing education schools and service systems.

Encourage secondary and higher vocational schools to implement pre-service and post-service education, academic education and non-academic education, full-time and part-time education simultaneously, and carry out continuing education for industry enterprises and communities. Coordinate rural vocational schools, adult schools, primary and secondary schools and other educational resources, adhere to the "combination of agriculture and education", implement the "three-education synergy" of basic education, vocational education and continuing education, and carry out diversified continuing education activities for rural areas.

(twelve) support industry enterprises to actively carry out continuing education for employees. Give full play to the role of continuing education institutions in industrial enterprises as the main channel in the training of professional and technical personnel, job skills training of employees and quality education. Encourage enterprises to vigorously carry out employee education and training to create a learning enterprise. Encourage industry enterprises to rely on ordinary universities and vocational schools to build professional and comprehensive continuing education bases for employees and Industry-University-Research bases.

(thirteen) to establish and improve the urban and rural community education network. Guide all localities to improve the three-level community education network of districts (counties), streets (towns) and neighborhood committees (villages), and build an elderly education network based on community education institutions and universities for the elderly. Education on science, technology, culture, civilized life and leisure culture will be widely carried out for community members, education and training on vocational skills, civilized accomplishment and behavior habits will be carried out for migrant workers, and public welfare vocational education and training will be carried out for vulnerable groups such as the disabled. Rural communities should carry out various forms of culture, science and technology and literacy education. We will continue to vigorously strengthen the construction of community education experimental demonstration areas. By 20 15, the proportion of urban communities at sub-provincial level and above prefecture level will reach 70% and 40% respectively.

(fourteen) to improve the service level of continuing education in social education and training institutions. Give full play to the continuing education functions of newspapers, books, radio, television, internet and other mass media, and encourage members of society to learn independently. Promote the opening of libraries, museums, science and technology museums, cultural centers and stadiums to the whole society, speed up the process of free opening of cultural and educational resources, and strengthen the educational service and learning service functions of social public cultural facilities.

Five, focus on strengthening the quality of continuing education.

(sixteen) to improve the quality of continuing education. Implement the quality improvement plan of continuing education in our college and explore the reform and innovation of diversified talent training mode. Pay attention to the educational leading role of the socialist core value system, guide learners to form a good professional outlook, and establish a sense of responsibility and mission to serve the motherland and contribute to society. Optimize the structure of disciplines and personnel training, and establish a new mechanism for professional management and curriculum construction. We will carry out the pilot reform of the specialty and curriculum system of continuing education with higher academic qualifications, and focus on building a number of demonstration specialty points and excellent courses for junior college and undergraduate students in accordance with the requirements of modern industrial system construction. Innovate teaching methods and advocate participatory, inquiry, discussion and heuristic teaching. Build a public service platform, strengthen support services for the learning process, and provide convenient, flexible and personalized learning environment for learners. Strengthen practice, and cooperate with industry enterprises to build continuing education and training bases and Industry-University-Research bases. Establish and improve the learning system of lenient entry and strict exit and the flexible and open teaching management system. Improve the amateur learning, personalized learning and autonomous learning mode. Explore the establishment of a management and operation framework for the connection of course certificates, graduation certificates, graduation certificates and degree certificates. Support all kinds of continuing education institutions to make full use of modern information technology, and carry out flexible and diverse non-academic continuing education according to the construction of modern industrial system, the development of industrial enterprises and the needs of learners. Optimize the design of project and curriculum system, and establish the evaluation and publicity system of continuing education brand projects and curriculum resources. Promote the co-construction and sharing of non-academic continuing education resources, strengthen the construction of high-quality courses and resources, and pay attention to the practicality, timeliness and advancement of teaching content.

(eighteen) the establishment of learning achievement certification, accumulation and conversion system. The National Committee for Accreditation of Learning Achievements of Continuing Education shall be established to study and establish a "credit bank" system for certification of learning achievements of various continuing education and accumulation and conversion of credits, so as to promote the accumulation and conversion of credits among different types of continuing education in a planned and step-by-step manner. (twenty) to strengthen the quality standards and evaluation system of continuing education. Establish a new mechanism that the education administrative department and relevant departments jointly formulate quality standards and combine multiple evaluations of the government, educational institutions and society. To study and formulate the qualification certification standards of continuing education institutions, teacher qualification certification standards, training quality standards and evaluation methods. Guided by improving the application ability and comprehensive quality, establish and improve the quality standards of continuing education at all levels and all kinds of academic qualifications, and incorporate the teaching quality evaluation of continuing education with academic qualifications into the school teaching quality evaluation system. Give full play to the role of industry organizations, and establish and improve the quality standards of vocational and on-the-job training at all levels according to professional needs and post abilities. Regularly carry out education quality evaluation, and the evaluation results will be announced to the public in an appropriate form.

Six, vigorously promote the information construction of continuing education.

(twenty-two) vigorously develop modern distance education. Establish and improve the network education system in colleges and universities, innovate the teaching mode of network education, develop excellent courses of network education, and develop high-quality, high-level and high-level network higher education and non-academic education. Give full play to the advantages of RTVU system integration, speed up the construction of open universities, and actively develop distance open education. Set up a national continuing education informatization working committee to make overall plans, formulate standards and corresponding technical specifications, and organize and promote the construction of a public information service platform for continuing education. All localities should establish corresponding organizations and management institutions, build a service mechanism of continuing education resources, a team of experts and a technical support system, and strengthen the information literacy training of continuing education workers. Accelerate the training of information talents and improve the information technology application ability of all kinds of continuing education teachers. Vigorously promote the information construction of continuing education examination and evaluation system.

Seven, establish and improve the continuing education management system and rules and regulations.

(twenty-six) to establish and improve the incentive system and mechanism of continuing education. Efforts should be made to strengthen the construction of continuing education incentive system, especially in the professional and industrial fields that are related to the lifeline of the national economy and the safety of people's lives. Implement the communication and connection system between continuing education and labor and personnel system. We will improve the employment access system and job training system, and strictly implement workers in skilled and technical positions with certificates. Further improve the management system of combining the regular renewal of various vocational qualification certificates and skill level certificates with continuing education, regard the status of employees receiving continuing education as an important condition for the regular registration of various certificates, and link the learning experience and achievements of participating in continuing education with personnel management systems such as post appointment (employment), job (title) evaluation and employment, and professional registration. Carry out paid continuing education vacation system. Regularly commend units and individuals that have made outstanding contributions to continuing education.

(twenty-seven) to establish and improve the continuing education funds guarantee system and mechanism. Establish and improve the investment system and mechanism of continuing education in which the government, employers and learners share the cost and raise funds through multiple channels. Governments at all levels should incorporate the investment in continuing education into the financial budget of the government at the corresponding level and increase financial support for public welfare and inclusive continuing education projects. Explore the implementation of the system of allocating special funds for community education according to urban and rural residents. Increase support for continuing education in the central and western regions and ethnic minority areas, as well as vulnerable groups and special groups. We will further improve fiscal, taxation, finance, land and other preferential policies, and encourage enterprises, institutions, social organizations and individuals to invest in running schools or donate money for education. Enterprises and institutions should conscientiously implement the provisions of timely and full extraction of employee education funds according to the standard of 65438+ 0.5-2.5% of the total wages of employees, and ensure that it is used for employee education and training. For units that cannot be fully extracted or fully used for employee education and training, local governments should collect and use them in accordance with the Measures for Additional Collection of Education Fees. Implement the pre-income tax deduction policy for enterprise employees' education funds and continuing education learners' tuition expenses. Establish a continuing education development fund. Donation expenses of enterprises, social organizations and individuals for continuing education are allowed to be deducted from taxable income when paying income tax in accordance with relevant state regulations.

(twenty-eight) to establish and improve the supervision system and mechanism of continuing education. Accelerate the construction of the supervision system and mechanism of continuing education, and strengthen the supervision of continuing education institutions' running schools and service quality. Standardize the enrollment, examination, certification, fees and other school-running behaviors of various continuing education institutions, increase the punishment for violations of discipline and discipline, and improve the access and exit mechanism of continuing education institutions. Actively play the role of quality evaluation and monitoring of regional associations, industry associations, professional societies and related intermediaries. Strengthen the statistics and information release of continuing education. Regularly announce to the public the results of supervision and inspection on the participation rate and satisfaction of social members and the implementation of continuing education funds in enterprises and institutions.

(twenty-nine) vigorously promote the construction of continuing education laws and regulations. Promote the study and formulation of lifelong learning laws, continuing education regulations and other laws and regulations. When revising the education law, labor law, vocational education law, higher education law, teacher law, private education promotion law, degree regulations and other relevant laws and regulations, we should fully consider the contents of continuing education and lifelong learning. Encourage all localities to formulate local laws and regulations for the scientific development of continuing education in the region according to the actual situation of local economic, social and educational development. All industries, enterprises and institutions shall formulate and implement the implementation measures of continuing education laws and regulations in light of the development needs of their own industries and units.

Eight, strengthen the leadership of continuing education.

Governments at all levels should study and formulate special plans for continuing education in the region according to the spirit of the Outline of the National Medium and Long-term Education Reform and Development Plan (20 10-2020). It is necessary to establish and improve the management system and coordination mechanism of continuing education, clarify the responsibilities of various departments, and increase funding and policy support. Clarify the responsible subjects of continuing education at all levels and types, and take the implementation of various tasks of continuing education as an important part of assessing the performance of relevant management institutions and principal responsible persons, so as to promote the rapid and healthy development of continuing education in the region.

(31) Strengthen guidance and support. All relevant departments should fully understand the significance of accelerating the development of continuing education, earnestly perform their duties, earnestly strengthen work guidance, actively implement various policies and measures, support local governments to do a good job, and promote continuing education to serve the construction of a well-off society at a higher level and the all-round development of people. The administrative department of education should conscientiously perform the functions of overall coordination, planning and research, standard setting, guidance and management, supervision and inspection, and public service. Other departments should, according to their respective division of responsibilities, clarify responsibilities and tasks and strengthen work measures. All departments should cooperate with each other, strengthen cooperation and implement all work.

(thirty-two) to build a healthy development environment for continuing education.
