Article 2 The post grading of newly recruited civil servants shall be carried out in accordance with the proposed post and its corresponding level within the prescribed institutional specifications, establishment, post quota, non-leadership posts below the chief clerk and other equivalent post grades.
Article 3 Within 30 days after the probation period expires, the newly recruited civil servants shall be assessed according to the requirements of the proposed post and the requirements of civil servants' conditions, obligations and disciplines.
Article 4 Newly recruited civil servants who pass the examination shall be graded according to the following provisions:
(1) Civil servants with no work experience who are directly employed from graduates of various schools: graduates of high schools and technical secondary schools, who are appointed as clerks, are rated as grade 27; College graduates, employed as clerks, are designated as grade 26; Undergraduate graduates, undergraduate graduates who have obtained double bachelor's degrees (including those who have studied for more than six years), graduate students who have graduated from graduate classes and graduate students who have not obtained a master's degree are appointed as clerks and are designated as grade 25; Graduate students who have obtained master's degree are appointed as deputy directors, which is designated as grade 24; Appoint graduate students with doctoral degrees as the chief clerk, and set it at level 22.
(2) Other newly recruited civil servants: those who have the status of civil servants can refer to their original positions and grades and compare them with those with the same conditions in their own organs to determine their positions and grades. Other personnel with work experience may, according to their qualifications and length of service, refer to the personnel with the same conditions in this organ to determine their positions and grades.
The service time of newly recruited civil servants is calculated from the date of expiration of the probation period.
Article 5 The job grading of newly recruited civil servants shall be conducted according to the following procedures:
(1) I summarize the situation of morality, ability, diligence, achievement and honesty during the probation period.
(two) have the right to conduct a comprehensive assessment of the proposed post grading personnel, and put forward opinions on the proposed post and level.
(three) the appointment and removal organ for examination and approval, issued a new civil service grading decision.
After the newly recruited civil servants are graded, civil servants shall be registered in accordance with relevant regulations.
Article 6 The minimum service life of newly recruited civil servants in government agencies is five years (including probation period).
Seventh in violation of the provisions of any of the following circumstances, by the leading organs at or above the county level or the competent department of civil servants in accordance with the management authority, distinguish between different situations, were ordered to correct or declare invalid; Responsible * * * and directly responsible personnel shall be dealt with according to the seriousness of the case:
(a) breaking through the institutional specifications and overstaffing to grade the newly recruited civil servants;
(two) according to the prescribed conditions and procedures to hire new civil servants;
(three) the probation period is included in the service period;
(four) other circumstances in violation of laws and regulations.
Article 8 These Provisions shall apply to the job grading of newly recruited civil servants of comprehensive management.
Before the promulgation of the relevant provisions of the state, the job grading of newly hired civil servants of other categories shall be handled in accordance with these provisions.
Article 9 The post grading of newly hired personnel in organs (units) managed by referring to the Civil Service Law shall be implemented by referring to these Provisions except for ground staff.
Article 10 The Organization Department of the CPC Central Committee and Ministry of Human Resources and Social Security shall be responsible for the interpretation of these Provisions.
Article 11 These Provisions shall come into force as of the date of promulgation. 1March 28, 997, the Interim Provisions on Post Grading of Newly Employed National Civil Servants (No.33 [1997]) shall be abolished at the same time.
