I. Guiding ideology
Under the guidance of the overall requirements of the national education system reform, we will thoroughly implement the education policy and the outline of education planning, take the construction of high-quality primary and secondary school teachers as the purpose and promote the professional development of teachers as the guide, strictly control the professional access of teachers through the reform of the qualification examination and regular registration system for primary and secondary school teachers, strengthen the construction of teachers' professional ethics and teaching ability, and continuously promote the overall improvement of teachers' level.
Second, the work objectives
By carrying out the qualification examination for primary and secondary school teachers and implementing the reform of the regular registration system for teachers' qualifications, we will improve the qualification access standards for primary and secondary school teachers, strengthen the investigation of the applicant's teachers' professional ethics, educational and teaching ability and teachers' professional development potential, ensure the quality of teachers and guide the educational reform; Improve the method of teacher qualification, innovate the post-admission management mechanism of teachers, standardize teachers' behavior, and improve teachers' teaching skills and education and teaching quality; Coordinate the management of teachers, and gradually form and establish a system of "national standard, provincial examination, county employment and school use" for teachers' professional access and management.
Third, the content of reform.
(A) the reform of primary and secondary school teacher qualification examination system
1. According to the requirements of "National Standard Provincial Examination", our province will take the national unified examination for the qualifications of primary and secondary school teachers from 20 15. For those who apply for the qualification of teachers (including practice instructors) in primary and secondary schools, kindergartens and secondary vocational schools (hereinafter referred to as "the qualification of primary and secondary school teachers"), the subjects, test questions, methods, standards, time and validity period of qualified results of written examination and interview shall be implemented in accordance with the unified provisions of the Ministry of Education.
2. The "professional knowledge and teaching ability" test for the qualifications of teachers in secondary vocational schools (including practice instructors) is included in the interview. According to the requirements of the Ministry of Education, the current interview criteria are determined by the province.
3. The interview adopts the examiner examination system. Examiners are composed of teachers with senior professional and technical positions in institutions of higher learning, primary and secondary schools and experts from teaching and research institutions, with outstanding primary and secondary school teachers as the mainstay. Examiners shall be uniformly trained by relevant departments and hold relevant certificates.
(B) the reform of primary and secondary school teacher qualification system
According to the Guiding Opinions of the Ministry of Education on the Pilot Reform of Teachers' Qualification Examination in Primary and Secondary Schools and Kindergartens (Teacher Letter [2011] No.6), "The pilot provinces can improve their qualifications according to the actual situation of local teachers' team construction". Since I participated in the national unified examination for teachers' qualifications in our province, I have raised the academic standards for junior high school, primary school and kindergarten teachers' qualifications and directly recognized teachers' qualifications by graduates.
1. Improve the academic qualifications of teachers in junior high schools, primary schools and kindergartens.
To apply for junior high school teacher qualification, one should have a bachelor degree or above; To apply for the qualification of a primary school teacher, one should have a college degree or above; Those who apply for the qualification of preschool teachers should have graduated from preschool normal school or above, and graduated from junior college or above from 20 19.
2. Transition method
Examination reform adopts the principle of "old methods, new methods, new students use".
(1) Full-time normal college students and full-time masters of education who enrolled before 2015 (inclusive) apply for the qualifications of teachers in the same or similar disciplines as their majors, and still implement the relevant policies of direct recognition; Cross-professional accreditation should participate in the national unified teacher qualification examination. Full-time normal college students and full-time masters of education enrolled after 20 16 should take the national unified teacher qualification examination when applying for the qualification of primary and secondary school teachers.
(2) Since the implementation of this scheme, self-taught and recruited teachers' graduates must take the unified national teacher qualification examination and apply for the qualification of primary and secondary school teachers.
(3) Anyone who has taken the educational theory examination organized by the provincial level on 20 14 and passed the examination can directly attend the interview of the provincial examination on 20 15; Those who still fail in the provincial examination interview will have their original written test results invalidated and re-take the 20 16 national teacher qualification examination.
(three) the implementation of primary and secondary school teachers qualification registration system.
The regular registration system of teachers' qualifications is a regular inspection of teachers' teaching qualifications after they take up their posts. According to the relevant requirements of the Ministry of Education, at present, our province will pilot first, and after the pilot work is mature, it will be pushed away in the whole province. The object of regular registration is the in-service teachers in public ordinary high schools, junior high schools, primary schools, kindergartens and secondary vocational schools in our province. During the pilot period, in-service teachers from other educational institutions (children's palace, teaching and research section, audio-visual education institutions, etc.). ) and private school teachers are temporarily excluded. According to the work arrangement of the Ministry of Education, Xinxiang will be selected as the registration pilot in our province from 20 15.
Fourth, the division of responsibilities
According to the relevant requirements of the Ministry of Education, the provincial education department is fully responsible for the teacher qualification examination within its administrative area, and the provincial admissions office is responsible for the written examination. There is no written test or interview examination room in counties (including counties directly under the provincial government and county-level cities).

Responsible for the qualification and regular registration of primary and secondary school teachers in the province as a whole, coordinate the relevant examination departments to do a good job in written examination, and guide the education administrative departments of provincial cities to do an interview.

Responsible for the interview of teachers' qualifications in primary and secondary schools (including kindergartens and secondary vocational schools) within their jurisdiction, and the identification and regular registration of teachers' qualifications in high schools and secondary vocational schools.
(2) Provincial and municipal admissions examination departments
1. Provincial Admissions Office
According to the requirements of national unity, from 20 15, the provincial admissions office is responsible for organizing the written examination of teachers' qualifications.

The education administrative departments of counties and districts (including counties directly under the provincial government and county-level cities) are responsible for the qualification identification and regular registration of teachers in junior high schools, primary schools and kindergartens within their respective jurisdictions.
