In order to implement the spirit of the document Notice of the Guidance Center for Teacher Qualification Accreditation of the Ministry of Education on Doing a Good Job in the Implementation of the Teacher Qualification System in 2022 (J.Z. Zi [2022] 1No.), according to the Measures for the Implementation of the Teacher Law of People's Republic of China (PRC), the Regulations on Teacher Qualification and the Regulations on Teacher Qualification, the relevant matters concerning the qualification accreditation of primary and secondary school teachers in the province in 2022 are hereby notified as follows:

First, the scope of appraisal

China citizens who have not reached the national statutory retirement age and meet one of the following conditions may apply for the qualification of teachers in primary and secondary schools (including kindergartens) in our province:

(a) graduates who meet one of the following conditions

1. Social workers registered in Shanxi Province.

2. Persons registered in other provinces and cities who hold a residence permit in Shanxi Province and are within the validity period.

3. Active servicemen and armed police stationed in Shanxi.

(two) full-time college students in Shanxi Province can apply for recognition as college graduates in their domicile or school location. Full-time graduate students in Shanxi Province can apply for accreditation as college or undergraduate graduates in their domicile or school location. Those who study in adult education (self-study, TV University, Night University, correspondence) and online education must graduate and obtain a series of national education qualifications. Other college students in this province apply for accreditation in the last semester before graduation.

(3) There are 2022 fresh graduates of preschool education major with secondary education in colleges with school qualifications in Shanxi Province.

(4) Hong Kong, Macao and Taiwan residents who study, work and live in Shanxi Province can apply for the qualification of teachers at their place of residence by virtue of their residence permits, and Taiwan Province residents' mainland passes can apply for the qualification of primary and secondary school teachers at the place where the teacher qualification examination is held by virtue of their travel permits to and from the mainland. The academic qualifications, other conditions and procedural requirements for applying for teacher qualification are the same as those for mainland (mainland) applicants.

Those who have not reached the national statutory retirement age and obtained the qualification certificate of primary and secondary school teachers, or those who have obtained the professional competence certificate of normal school teachers, can apply for the qualification of teachers in kindergartens, primary schools, junior middle schools, senior middle schools and secondary vocational schools.

If a teacher's qualification is revoked, he shall not re-apply for the teacher's qualification within 5 years from the date of revocation. Those who are deprived of political rights or have received criminal punishment of fixed-term imprisonment or above for intentional crimes cannot obtain the qualification of teachers.

Second, the identification conditions

(A) ideological and moral status

Support China's leadership, love the socialist motherland, adhere to the party's basic line, have good political morality, abide by the Constitution and laws, love education, fulfill the obligations stipulated in the Teachers Law, and abide by teachers' professional ethics.

(2) Education

1. To apply for kindergarten teacher qualification, normal graduates should have a secondary education level or above, and non-normal graduates should have a college degree or above.

To apply for primary school teacher qualification, one should have a college degree or above.

3. To apply for junior high school teacher qualification, you should have a bachelor's degree or above in an institution of higher learning.

4. To apply for the qualifications of senior middle school teachers and secondary vocational school teachers, you should have a bachelor's degree or above in higher education institutions.

5. To apply for the qualification of an internship instructor in a secondary vocational school, one should have a college degree or above, and have a professional and technical position of assistant engineer or above or a technical level of intermediate worker or above. Among them, with the approval of the provincial education administrative department, the qualification of internship instructors can be appropriately relaxed until they graduate from high school.

(3) conditions of education and teaching ability

Those who take part in the national primary and secondary school teacher qualification examination shall pass the written examination and interview and obtain the qualification certificate of the primary and secondary school teacher qualification examination within the validity period. Postgraduates and normal students who are included in the reform of exemption certification should pass the examination of education and teaching ability and obtain the professional competence certificate of normal students' teachers, and it is within the validity period.

Putonghua condition

The level of Putonghua should reach Grade B or above in the Standard of Putonghua Proficiency Test issued by the State Language Committee, and the level of Putonghua applied for Chinese subjects should reach Grade A or above, subject to the certificate. At present, the Putonghua certificate has no validity period, and the national Putonghua certificate is used all over the country. However, if the validity period of some certificates is indicated, the period indicated shall prevail.

(5) Physical condition

Can meet the needs of education and teaching, with good physical and psychological quality. To apply for teacher qualification, a physical examination shall be conducted in a hospital at or above the county level or a 3A hospital where the corresponding teacher qualification accreditation institution is located. The physical examination standards were implemented in accordance with the Notice of the Ministry of Education on Adjusting the Physical Examination Standards for Applicants with Kindergarten Teacher Qualification (J.Z.Zi [2065 438+00] 15) and the Physical Examination Standards and Measures for Applicants with Teacher Qualification in Shanxi Province (Revised) (J.Z.Zi [2005] 19), and the physical examination conclusion was qualified.

Fourth, the schedule and matters needing attention

(a) the applicant online registration time

(2) Physical examination

After completing the online newspaper, the applicant will go to the hospital for a physical examination at the specified time with the same photo as the online newspaper, namely, Shanxi Teachers' Application for Identification Physical Examination Form (printed on both sides of A4 paper).

Examination of chest X-ray items of pregnant women: pregnant women must check one by one according to the contents of the physical examination form, and no items should be missed; Pregnant women can avoid chest X-ray, but they need to provide relevant medical certificates issued by the hospital.

(3) Matters needing attention in application identification, on-site confirmation and material review

1. According to the Teachers Law and the relevant regulations of our province, the qualifications of teachers in kindergartens, primary schools and junior middle schools are determined by the education administrative department of the county (city, district) people's government, and the qualifications of teachers in senior middle schools and secondary vocational schools are determined by the education administrative department of the municipal people's government with districts. Applicants can apply for the qualification of teachers in primary and secondary schools and kindergartens in their domicile, residence (local residence permit is required and within the validity period) and school location (fresh graduates and graduate students only, including students from Hong Kong, Macao and Taiwan).

2. The applicant must choose the on-site confirmation point designated by the authorized institution for online registration. The specific confirmation time and place can be viewed in the registration interface when registering.

3. Please sign and upload the personal commitment letter according to the system requirements. The applicant scans or takes photos after signing, and uploads photos according to the procedure requirements when filling in the registration information. When previewing the application form of teacher qualification certificate after successful registration, you can use the personal commitment letter uploaded by the applicant after signing to see the overall effect. If you find that the position of the personal commitment letter is incorrect and the signature is unclear during the preview, please upload it again.

4. Applicants can log in to the online registration system before on-site confirmation and modify the information.

Applicants are requested to make online declaration and on-site audit according to the specified time, place and requirements. If the online declaration and on-site confirmation are not completed within the specified time due to reasons such as missing the declaration time, choosing the wrong accreditation institution or on-site confirmation point, incorrect declaration information or incomplete submission materials, the accreditation institution will no longer accept it, and the responsibility will be borne by the applicant himself.

(4) Issuing certificates

The issuance time of specific certificates of authorized institutions shall be arranged and notified by the municipalities themselves.

4. Servicemen and armed police stationed in Shanxi should provide the personnel relationship certificate issued by their subordinate units or personnel departments. The format of the certificate depends on the regulations of the unit or unit, and the certificate should clearly indicate that the applicant belongs to the troops stationed in Shanxi.

(3) Education and materials

Original graduation certificate. Hong Kong, Macao and Taiwan academic degrees should also be submitted to the original certificate of Hong Kong, Macao and Taiwan academic degrees issued by the study abroad service center of the Ministry of Education, and the original certificate of foreign academic degrees issued by the study abroad service center of the Ministry of Education should also be submitted. Special note: In the process of reviewing the materials, the applicant must submit a report on the qualification of higher education in China (Xue Xin. Com online application address: /xlcx/bgcx.jsp) For China Teacher Qualification Network, it is impossible to directly compare the qualifications verified, otherwise it will not be accepted as unqualified qualifications. Applicants are advised to verify their academic qualifications in Xue Xin. If it cannot be verified, please apply for a certification report in time. Applicants who have graduated from pre-school education majors with secondary education level in colleges with school qualifications in Shanxi Province do not need to be certified, but only need to provide the original graduation certificate. Those who study in adult education (self-study, TV University, Night University, correspondence) and online education must graduate and obtain a series of national education qualifications.

(4) Examination conditions and materials

"Certificate of Qualification Examination for Primary and Secondary School Teachers" or "Certificate of Teachers' Professional Abilities for Normal School Students" are compared and verified by the registration system of China Teachers' Qualification Network, and need not be submitted on site.

(5) Putonghua conditional materials

If China Teacher Qualification Network cannot compare and verify the applicant's Putonghua proficiency test grade, it shall submit the original Putonghua proficiency test grade certificate on the spot. China teacher qualification network can be successfully verified without submitting. If the paper certificate is lost, it will not be reissued. Applicants can log on to the "National Putonghua Training and Testing Information Resource Network" (website: http://www.cltt.org/) to check their Putonghua proficiency test certificate and print the query page.

(6) Physical condition materials

Original Physical Examination Form for Applicants for Teacher Qualification in Shanxi Province (the physical examination results are valid at that time).

(7) No proof of criminal record.

(1) Mainland applicants do not need to provide proof of no criminal record, and the teacher qualification accreditation body will go to the public security organ for unified verification.

(2) Hong Kong, Macao and Taiwan residents applying for the qualification of primary and secondary school teachers need to provide proof of no criminal record. The certificate of no criminal record shall be issued by the applicant to the relevant departments of Hong Kong Special Administrative Region, Macao Special Administrative Region and Taiwan Province Province. Applicants in Hong Kong and Macao need the assistance of the education administrative department to provide letters, which shall be issued by the Shanxi Provincial Department of Education Teacher Qualification Guidance Center.

(8) Other materials.

1. One-inch photo of personal certificate with white background and bareheaded recently without headdress (the same version as the electronic photo of online registration of teacher qualification certificate), with name, registration number and ID number indicated on the back, for use when making teacher qualification certificate.

2. To apply for the qualification of internship guidance teacher in secondary vocational schools, the original certificate of professional and technical post of equivalent assistant engineer or above or technical grade of intermediate worker or above shall be submitted.

3. Other materials required by the local teacher qualification accreditation body.

Applicants who cheat teachers' qualifications by practicing fraud in any of the above links, once verified, shall not apply for teachers' qualifications again within 5 years from the date of discovery.

Six, other matters needing attention

(a) the applicant can only apply for one teacher qualification at a time, and may not apply for a second teacher qualification nationwide within the year after the successful application.

(two) schools or any institutions are prohibited from registering on their behalf, and the applicant shall bear the responsibility for violating the regulations and affecting his application for teacher qualification.

(3) For other unfinished matters, please pay attention to the notice issued by the authorized institution, and the applicant must consult in time to avoid missing the work arrangement of the authorized institution.
