The term "elevator" as mentioned in these Regulations refers to mechanical and electrical equipment driven by power, which uses boxes running along rigid guide rails or steps running along fixed lines to lift or transport people and goods in parallel, including manned (cargo) elevators, escalators and moving sidewalks. The specific scope is determined according to the catalogue of special equipment stipulated by the state. Article 3 The elevator safety management shall follow the principles of safety first, prevention first, clear rights and responsibilities, convenience and high efficiency. Article 4 The departments responsible for the safety supervision and management of special equipment of the municipal, district and county people's governments (hereinafter referred to as the special equipment safety supervision and management departments) shall be responsible for the supervision and management of elevator safety within their respective administrative areas.
Housing and urban construction, public security, emergency management, commerce, education, tourism development, health and other departments and units shall do a good job in elevator safety supervision and management according to their respective responsibilities.
The town people's government and the subdistrict office shall assist the relevant departments of the people's government at a higher level to perform the duties of elevator safety supervision and management, and urge the relevant units to implement the safety management responsibilities and eliminate the hidden dangers of accidents.
Villagers' committees and residents' committees shall coordinate and solve the contradictions and disputes arising in the management of elevator use in a timely manner. Fifth departments responsible for elevator safety supervision and management should take various forms to strengthen the publicity and education of elevator safety knowledge, and enhance public safety awareness and self-protection ability.
Elevator use management units, maintenance units, inspection and testing institutions and relevant industry associations shall strengthen the publicity of elevator safety use knowledge and guide the public to use elevators correctly.
Schools and kindergartens should incorporate elevator safety knowledge into public safety education, and cultivate students' and children's habit of using elevators safely and civilized.
The news media should strengthen the publicity and education of elevator safety laws, regulations and related knowledge, and supervise the behavior in violation of elevator safety management regulations by public opinion. Sixth encourage elevator production, use management and maintenance units to insure elevator safety liability insurance. Seventh encourage elevator production, maintenance and use management units to use information technology to manage and serve the safe operation and maintenance of elevators.
Special equipment safety supervision and management departments should improve the information level of elevator safety supervision and management. Eighth special equipment industry associations should strengthen the self-discipline of elevator safety management, maintenance, inspection and testing, and promote the construction of industry credit system.
The safety supervision and management department of special equipment shall strengthen the construction of elevator safety credit system, incorporate the credit records of elevator production, use management, maintenance, inspection and testing into the municipal public credit information platform in accordance with the relevant provisions, and publicize the serious dishonesty. Chapter II Selection and Construction Article 9 The setting and selection of elevators in construction projects shall meet the needs of fire fighting, medical rescue and barrier-free access. , and in line with the relevant provisions of the state and mandatory standards for engineering construction. Fire elevators should also meet the technical standards for fire control in engineering construction. The passenger elevator selected in the three-level load power supply and distribution area should have the function of automatic leveling in case of power failure. The installation of elevators in existing houses shall meet the requirements of building structural safety and fire safety. The design documents of the construction project shall indicate the technical indicators such as elevator category, specification and performance.
If the elevator setting and selection do not meet the relevant provisions and national mandatory standards, the construction drawing review institution shall not pass the design document review, and shall not issue a certificate of conformity for the construction drawing design document review. Tenth elevator shaft, machine room, pit and access to the machine room and other buildings shall comply with the relevant norms and standards. Article 11 The power supply of elevators shall conform to the national standards or the electric power industry standards, the elevators in high-rise buildings shall supply power and distribute power according to no less than the secondary load, and the power supply of fire elevators shall conform to the technical standards for fire control in engineering construction.
The communication operator shall ensure the coverage of mobile communication signals in the elevator car, and the elevator use management unit shall cooperate with the communication operator to install equipment. Twelfth schools, hospitals, stations, shopping malls, stadiums, exhibition halls, parks, tourist attractions and other public gathering places, elevator use management units should be equipped with video monitoring facilities in accordance with relevant state regulations and standards.
Encourage residential elevators to install video surveillance facilities. Thirteenth elevator installation, renovation and maintenance units shall prepare the construction plan, carry out the construction in accordance with the elevator safety technical specifications and design documents, and truly record the construction and self-inspection.
Elevator installation, renovation and maintenance units shall inspect the parts room, hoistway and pit before construction, and construction shall not be carried out if it does not meet the elevator design documents and construction projects. Fourteenth elevator installation, renovation and maintenance by the supervision and inspection, the construction unit shall, within 30 days from the date of inspection, hand over the elevator keys, technical data, supervision and inspection reports. Give it to the elevator owner or its entrusted use management unit, and go through the written handover procedures.
Before the elevator is delivered for use, the elevator construction unit shall prevent others from using the elevator.
