In order to implement the Regulations on the Openness of Government Information in People's Republic of China (PRC) (hereinafter referred to as the Regulations) and the spirit of the relevant documents of the provincial government, and to ensure citizens, legal persons and other organizations to obtain government information according to law, the Guide to the Openness of Government Information of Hunan Provincial Department of Education (hereinafter referred to as the Guide) is formulated in combination with the actual situation of this organ. This Guide is updated once a year, and citizens, legal persons and other organizations can consult it on Hunan Education Government Network.
First, active disclosure
1. Public scope
The scope of information voluntarily disclosed to the public by this organ can be found in the Catalogue of Information Disclosure on Hunan Education Government Network compiled by this organ (hereinafter referred to as the Catalogue), and citizens, legal persons and other organizations can consult the Catalogue on the website of this organ.
2. Open style
For the government information that is voluntarily disclosed, it is mainly disclosed on the website of Hunan Education Government.
The agency will also adopt supplementary publicity methods such as press conferences, newspapers, magazines and TV reports.
3. Time limit for publicity
Government information that belongs to the scope of voluntary disclosure shall be made public within 20 working days from the date of formation or change of the government information. Where there are other provisions in laws and regulations on the time limit for government information disclosure, those provisions shall prevail.
Second, according to the application.
Citizens, legal persons and other organizations may, according to their own special needs in production, life and scientific research, apply to the Office of Hunan Provincial Education Department for obtaining government information other than that voluntarily disclosed by their own organs, and the Office of Hunan Provincial Education Department will provide it according to the actual situation of mastering the information.

2. Application
To apply to the customs at the same level, it is suggested to fill in the Application Form for Information Disclosure of Hunan Provincial Government (see Annex 1 for a sample, hereinafter referred to as the application form). A copy of the application form is valid, and the electronic version can be downloaded from the website of this organ.
(1) Apply by mail. After the applicant fills in the electronic application form, it can be sent to the email address of the accepting institution.
(2) Apply by letter and fax. If the applicant applies by letter, please indicate the words "government information disclosure application" in the lower left corner of the envelope. If the applicant applies by fax, please indicate the words "government information disclosure application" accordingly.
This organ does not directly accept the application made by telephone, but the applicant can consult the corresponding service business by telephone.
3. Charging standard (to be determined)
The fees charged by this organ for providing government information according to the application shall be determined by the provincial finance and price management departments. Applicants who apply for fee waiver can fill in the application form together.
Third, the complaint methods and procedures
Citizens, legal persons or other organizations may report to the administrative organ at a higher level, the supervisory organ or the competent department of government information disclosure if they think that this organ has not fulfilled the obligation of government information disclosure according to law.
Citizens, legal persons or other organizations may apply for administrative reconsideration or bring an administrative lawsuit according to law if they think that the specific administrative act of their own organs in the disclosure of government information infringes their legitimate rights and interests.
