The State Education Commission shall set up educational supervision institutions to be responsible for the specific work of educational supervision. Education supervision institutions shall be established at or above the county level. The organizational forms and institutional responsibilities of educational supervision at or above the county level shall be determined by the people's governments of all provinces, autonomous regions and municipalities directly under the Central Government.
Local counties and people's governments at all levels shall determine the establishment of educational supervision institutions according to the scale of educational undertakings and other actual conditions within their respective administrative areas.
