The main person in charge of the construction unit shall be fully responsible for the safety production of the unit according to law. The construction unit shall establish and improve the safety production responsibility system and the safety production education and training system, formulate safety production rules and regulations and operating procedures, ensure the capital investment required for the safety production conditions of the unit, conduct regular and special safety inspections on the construction projects undertaken, and make safety inspection records. The person in charge of the project of the construction unit shall be a person with corresponding professional qualifications, who shall be responsible for the safe construction of the construction project, implement the responsibility system for production safety, rules and regulations for production safety and operating procedures, ensure the effective use of safety production expenses, organize the formulation of safety construction measures according to the characteristics of the project, eliminate hidden dangers of safety accidents, and report production safety accidents in a timely and truthful manner.

The expenses required for the safe working environment and safety construction measures included in the budgetary estimate of the construction project by the construction unit shall be used for the procurement and renewal of construction safety protection appliances and facilities, the implementation of safety construction measures and the improvement of safety production conditions, and shall not be used for other purposes.

The construction unit shall set up a safety production management organization, equipped with full-time safety production management personnel.
