1. Deepening the reform of national defense and the army is a major strategic decision made by the CPC Central Committee, the Central Military Commission and President Xi with a view to achieving the goal of "two hundred years" and realizing the Chinese dream of the great rejuvenation of the Chinese nation. Responding to the profound and complicated changes in the international situation, upholding and developing Socialism with Chinese characteristics, coordinating and promoting the "four comprehensive" strategic layout, implementing the objectives and strategic policies of strengthening the military, and fulfilling the mission of the military all require us to deepen the reform of national defense and the military.

2. This round of national defense and military reform is mainly to promote the reform of leadership and management system, optimize the functional allocation and institutional setup of the organs of the Military Commission, improve the leadership and management system of the services and arms, improve the joint operational command organization of the Military Commission and the joint operational command system of the theater, optimize the scale structure of the military, reduce the number of military personnel by 300,000, reform the military organization, and promote the development of the military in the direction of enrichment, synthesis, multifunction and flexibility.
