Article 1 In order to promote the coordinated development of economy, society and environment in Shenzhen Dapeng New District, innovate the management system of the new district, and ensure that the management institutions of the new district exercise administrative power according to law, these Provisions are formulated in accordance with the provisions of relevant laws, regulations and rules and in combination with the actual situation in Shenzhen. Article 2 The municipal government establishes Dapeng New District (hereinafter referred to as the New District). The new area covers the administrative areas of Kwai Chung, Dapeng and Nan 'ao streets in Longgang District. Article 3 The new district shall, according to the regional characteristics, location advantages and functional orientation, establish the economic, social and environmental development priorities, constantly improve the urban functions, enhance the level of economic and social development, and promote regional coordinated development. Article 4 The new district shall strengthen the innovation of administrative management system and social management system, transform government functions, clarify government responsibilities, improve government services, improve administrative efficiency, and gradually establish a new administrative management system with clear responsibilities, coordinated operation, simplicity and high efficiency. Article 5 The municipal government establishes the Dapeng New District Management Committee (hereinafter referred to as the new district management committee), which is an agency of the municipal government and exercises the duties decided by the municipal government to be exercised by the district-level government. Article 6 The administrative committee of the new district shall mainly perform the following duties within the scope of the new district:

(a) responsible for organizing the study and formulation of the economic and social development strategy and planning of the new district, and organizing the implementation after approval;

(two) responsible for the development and construction of long-term planning and annual implementation plan and major investment plan, and organize the implementation after approval;

(three) responsible for the industrial planning, investment, management and service of enterprises entering the zone;

(four) to participate in the preparation of urban planning and land use planning, and to assist in the preparation of statutory plans and special plans;

(five) responsible for the preparation of the annual budget of the jurisdiction, and organize the implementation after approval;

(six) in accordance with the management authority, responsible for urban construction, urban management (including comprehensive administrative law enforcement), environmental protection and other work within the jurisdiction;

(seven) responsible for land preparation, housing expropriation and other work within the jurisdiction;

(eight) in accordance with the management authority, responsible for the management of administrative and social affairs within the jurisdiction, including finance, education, science and technology, agriculture and forestry, water affairs, culture, health and family planning, sports, human resources, organization, civil affairs, production safety, public security, ethnic and religious affairs, judicial administration, supervision, statistics and national economic accounting, people's armed forces, etc. ;

(nine) responsible for the supervision of state-owned assets of enterprises affiliated to the new district;

(ten) other duties stipulated by the municipal government. Seventh relevant departments of the municipal government should actively support the construction and management of the new district. Article 8 With the approval of the Municipal Organization Department, the new district management committee may set up relevant institutions according to the needs of economic construction, social development and new district management, and in accordance with the principle of streamlining and high efficiency. Ninth approved by the municipal organization department, the relevant departments of the municipal government may, according to the actual needs of the construction and development of the new district, set up an agency to perform its duties within the scope of the new district according to law. Article 10 The People's Government of Longgang District shall organize the relevant departments of the district to entrust the new district management committee to exercise the administrative functions and powers stipulated by laws, regulations and rules such as administrative examination and approval and administrative punishment of the county (district) level government and its subordinate departments within the scope of the new district.

The relevant departments of the municipal government that have not set up an agency in the new district may, according to the needs of the management of the new district, entrust the administrative committee of the new district to exercise administrative powers such as administrative examination and approval and administrative punishment according to law. Eleventh municipal government, district government and its relevant departments entrust the new district management committee to implement administrative power such as administrative examination and approval and administrative punishment. An entrustment agreement shall be signed, specifying the entrustment basis, entrustment authority, entrustment period and the rights and obligations of both parties, and shall be announced to the public in accordance with the regulations. Twelfth relevant departments of the municipal government shall conduct business guidance and supervision on the administrative acts implemented by the new district administrative committee, and ensure that the new district administrative committee is administered according to law. Thirteenth new district management committee can formulate specific implementation measures according to these provisions. Article 14 These Provisions shall come into force as of the date of promulgation, and the Interim Provisions on the Administration of Shenzhen Longhua New District and Dapeng New District (OrderNo. 237th of Shenzhen Municipal People's Government) shall be abolished at the same time.
