When did the country pass the law to stipulate that college students can get married?
Decree No.21of the Ministry of Education of People's Republic of China (PRC)

"Regulations on the Management of Students in Colleges and Universities" has been discussed and passed at the ministerial office meeting on February 4, 2005, and is hereby promulgated and shall come into force as of September 1 2005. Minister of Education Zhou Ji March 2005

The Regulations on the Administration of Students in Colleges and Universities revoked the original provision that students who get married privately during their study in school and fail to go through the formalities of dropping out of school shall be treated as dropping out of school.

The law does not stipulate that college students can get married, but it does not prohibit college students from getting married, which also maintains the institutional consistency with the marriage law. As long as they are old enough, of course they can get married.
