Conditions for overseas students to settle in Beijing in 20021year

Those who have studied abroad for more than one year in China or at their own expense and have recently returned to China, and meet one of the following conditions, may apply for the introduction of overseas students:

1, obtained a master's degree or above abroad;

2, before going abroad to obtain a doctorate and have a senior title, after going abroad for postdoctoral research or further study.

Second, the process of international students settling in Beijing 202 1 year

The applicant declares to the Beijing Overseas Students Center, which accepts and examines the application, and the Beijing Municipal Bureau of Talent Management examines and approves it.

1. Overseas students log in to the Overseas Students Information Management System (password login), select "Apply for Imported Talents" in the "Apply for Imported Talents" menu, enter the main page of this function, click "Apply Now", fill in relevant information in detail and truthfully according to relevant requirements, and click "Save" after all the information is filled in.

2. The staff of the personnel department of the employer where the overseas students work log in to the information management system for overseas students introduction (login mode is password login), select "Application for Imported Talents" in the menu of "Review Employee Application", enter the main page of this function, find the information of overseas students to be processed through inquiry, truthfully select and fill in the audit results and opinions, and click "Save";

3. The staff of the personnel department of the unit shall submit the relevant materials to the Beijing Overseas Students Center for review.

4. After the examination and approval, the employer logs into the Information Management System for Overseas Students and prints the Approval Form for Overseas Students Introduction (in duplicate), and signs and seals it at the "Opinions of the Applicant"; The registration form of transferred personnel (in quadruplicate) shall be signed and sealed at the "seal of the organizer".

Three. Materials required for overseas students to settle in Beijing 202 1 year.

1. Report on the introduction of overseas students by the employer;

2. A copy of the employer's business license or the original and two copies of the legal person certificate;

3. The original and two copies of the valid labor contract signed with the employer, at least 6 months from the date of termination of the contract;

4. Certificate of returned overseas students;

5. Foreign academic degree certificates (including transcripts) and original and two copies of academic degree certificates before going abroad; For trainees, the original and two copies of the certificate of domestic senior professional title, the certificate of studying abroad and the degree certificate before going abroad shall be issued; Original and two copies of domestic doctoral degree, degree certificate and foreign postdoctoral research or further education certificate;

6. The original and two copies of China passport (including Hong Kong and Macao Pass or Mainland Residents Pass to and from Taiwan, including visa page) (the time of entry and exit during the master's study abroad is indicated in pencil on the copy), and the original and copy of the entry and exit record printed by the Exit and Entry Administration of Beijing Public Security Bureau 1 copy;

7. The original and two copies of the foreign academic degree certificate issued by the Study Abroad Service Center of the Ministry of Education (including the academic degree certificate of Hongkong and Macao Special Administrative Regions and the academic degree certificate of Taiwan Province Province);

8. The original and photocopy of the individual income tax payment certificate of the overseas students from the date of employment by the employer 1 copy (the tax payment certificate shall be stamped with the financial seal of the withholding unit, signed by the person in charge of the financial department, and marked with "continuous monthly payment" and the contact person, post and telephone number of the unit);

9. Original and photocopy of the social insurance personal rights and interests record (payment information of the insured, signed by the person in charge of the financial department and stamped with the financial seal of the unit) issued by the social security agency from the date of employment of the employer to the present 1 copy;

10. One original and one copy of the file acceptance letter issued by the overseas students at the file receiving place in Beijing;

12, the original 1 copy of the integrity statement and political examination form for imported materials of international students;

13, married students studying abroad must provide the original and two copies of the marriage certificate;

14. If the accompanying children give birth within the scope of the family planning policy in the place where they are registered, they must provide the birth medical certificates of their children (if they violate the family planning policy, they must provide the birth medical certificates of all accompanying children and other relevant materials that can prove that they have lineal relatives with the personnel transferred to Beijing; If the remarried person has children accompanying him, he must also provide the divorce certificate and divorce agreement or the original and two copies of the court judgment, and affix the certificate of the relevant department;

15. If the spouse of the overseas student moves with him, two originals and copies of the valid labor contract and social insurance personal rights and interests record (inside and outside Beijing) signed by the spouse and the work unit in Beijing shall be provided;

16. If the spouse of the overseas student moves with him, provide the original 1 copy and the copy 1 copy of the consent letter issued by the spouse at the file receiving place in Beijing;

17. If the spouse of the overseas student moves with him, provide the original and two copies of the spouse's household registration book and ID card (with home page);

18. If the spouse of the overseas student moves with him, provide the original and two copies of the spouse's domestic education and degree certificate;

19. If the spouses of overseas students move with them, provide the integrity statement on the imported materials of overseas students (signed by the person in charge of the employing unit of overseas students and stamped with the official seal of the unit) and the original political review form;

20. If the spouse of the overseas student is registered in Beijing, the original and two copies of the spouse's household registration book must be provided;

2 1. If the spouse of the overseas student is a foreigner, the original and two copies of the spouse's valid passport and the foreigner's residence permit must be provided;

22. After being approved by the preliminary examination organ, the Registration Form for Transferred Personnel shall be printed from the account of the system unit, signed by the legal person of the undertaking unit and stamped with the official seal;

23 "examination and approval form for the introduction of overseas students" shall be printed from the account of the system unit after being examined and approved by the preliminary examination organ, and signed and stamped with the official seal by the legal person of the applicant unit;

24. Other relevant certificates.

People's governments of all districts and counties, municipal government committees, offices, bureaus, corporations and universities: In order to further implement the spirit of the instructions of the CPC Central Committee and the State Council on doing a good job in studying abroad, attract more overseas students to work and serve in this city, and promote the economic construction and social development of the capital, the relevant policies for overseas students to work and serve in this city are hereby notified as follows, please follow them carefully.

1. Anyone who loves the motherland, is healthy and meets one of the following conditions can come to work in this city.

(a) the original permanent residence in all kinds of public schools in this city, at their own expense to study or study and obtain a college degree or above;

(two) I and my family members are not registered in this city, but I am a professional who is in urgent need of the following personnel in this city:

1, studying abroad at public expense and obtaining a master's degree or above;

2. All kinds of public and self-funded overseas students who have obtained master's degrees or above abroad as confirmed by relevant domestic departments;

3. Before going abroad to study, he has a domestic intermediate or above (including intermediate) professional and technical title. He has studied abroad for more than two years or less but has made outstanding achievements. He is generally under 45 years old.

Two, returned overseas students to work in Beijing, according to the following arrangements:

(a) to take two-way selection (that is, overseas students choose their own units, and employers choose their own overseas students) and the relevant departments to assist in the arrangement. Overseas students can work in state organs, enterprises and institutions owned by the whole people or collectively, private or joint-stock enterprises and foreign-invested enterprises in this Municipality, or work in institutions outside this Municipality or be employed as information clerks and salesmen outside this Municipality, or according to the provisions of the municipal government notice (191] No.70).

(2) If you have a clear work unit before studying abroad, you should return to your original work unit in principle. If it is not convenient to return to the original unit for various reasons, you can take a two-way choice and reschedule through various channels.

(three) the work unit has been implemented in this city, and it is required to be transferred, and it can be adjusted in two directions, which is not restricted by regions and departments. If a work contract has been signed, it shall be strictly performed.

(four) temporarily unwilling or difficult to determine the work unit, approved by the temporary arrangement to the designated (or agreed) units, but the work unit must be determined within two years.

Three, after going abroad, the overseas students who were removed from the original unit after the extension, who were employed by the original unit or the new unit and were originally national cadres, can be restored to their cadre status, and the length of service can be calculated according to different situations.

Four, the reception of returned overseas students, such as Beijing index, cadre establishment, planned employment index, professional and technical title index and total wages, etc., shall be reported to the relevant departments of the city by the receiving unit. The relevant departments of the city should help solve it in time.

5. The registered permanent residence of spouses and children under the age of 16 of returned overseas students who are approved to work in this city can be moved to Beijing and settled.

Six, the receiving unit should give priority to solving the housing problem of returned overseas students. If it is difficult for the unit to solve the problem, the municipal government can provide housing, and the employer can buy or pay rent to solve it. Encourage returned overseas students to buy commercial housing, and relevant departments will give priority to providing housing at preferential prices.

7. Returned overseas students with permanent residence in Beijing should apply for self-management or joint venture technology enterprises or joint-stock enterprises, and should give priority to examination and approval.

Eight, returned overseas students (including overseas students who are about to return to work) in scientific research to catch up with the world's advanced level or fill domestic gaps, as well as the development of new technologies and production of high-tech products, giving priority to the establishment of projects or providing preferential funds for scientific and technological activities, giving priority to the provision of scientific and technological development loans and production development funds.
