(a) to implement the educational principles, policies, laws and regulations of the party and the state; To study and formulate the city's education development plan, and guide, coordinate and supervise its implementation.
(two) comprehensive management of the city's preschool education, primary and secondary education, vocational and technical education, normal education, adult education, higher education and illiteracy eradication; The implementation of education supervision and evaluation, centralized management of the city's social forces to run schools.
(three) to guide the education and teaching reform of all kinds of schools at all levels of primary and secondary education in the city.
(four) to coordinate and promote the implementation of the city's education funds and investment; Responsible for the preparation of the budget and final accounts of the Municipal Education Bureau and the schools directly under it; To be responsible for putting forward the plan for the use of special funds for education at the city level and additional education fees, which shall be jointly issued with the consent of the Municipal Finance Bureau; Responsible for the management and financial management of education funds, infrastructure plans and infrastructure investments of directly affiliated units, as well as the supervision and management of state-owned assets; To guide and coordinate the development and reform of education in all kinds of educational institutions at all levels in the city.
(five) to manage and guide the work of teachers in the city and implement the teacher qualification system; Cooperate with relevant departments to do a good job in the evaluation and appointment of professional and technical positions of teachers in the city's education system; Responsible for the staffing management of schools and institutions directly under the municipal government, planning and guiding the construction of teachers in the city; Formulate the training and continuing education plan for primary and secondary school teachers in the city and organize their implementation.
(six) to coordinate the preparation and report to the municipal colleges and higher vocational enrollment plans, formulate secondary specialized schools and high school enrollment plans and organize their implementation; Planning, guiding and managing the general college entrance examination, self-study examination, adult college entrance examination and other work, in conjunction with relevant departments, responsible for the employment guidance of graduates from normal colleges and ordinary secondary specialized schools.
(seven) overall management of the city's education system and foreign exchanges and cooperation between Hong Kong, Macao and Taiwan; Coordinate the work of teachers studying abroad, foreign teachers and foreign aid education in municipal schools.
(eight) responsible for the statistics, analysis and release of basic education information.
(nine) to undertake the specific work of the Education Supervision Office of the Municipal People's Government.
(ten) to undertake the specific work of the Municipal Language Working Committee.
(eleven) to undertake other tasks assigned by the municipal party committee, the municipal government and the provincial education department. The Municipal Education Bureau has 30 administrative staff. Among them, director 1 person, 3 deputy directors and 2 county-level inspectors; Deputy Chief (Director) 14 (including full-time trade union chairman 1 person).
There are 3 staff members in the office, which are managed by the full financial budget.
