The relevant provinces, autonomous regions and municipalities directly under the central government (Education Bureau), Education Bureau of Xinjiang Production and Construction Corps:
In order to strengthen the training of rural teachers in the central and western regions, improve the quality of rural teachers and promote the balanced development of compulsory education, the Ministry decided to organize and implement the "Remote Training Plan for Rural Compulsory Education School Teachers in the Central and Western Regions" in the summer of 2008. According to the spirit of "Notice of the General Office of the Ministry of Education on Printing and Distributing the Training Plan for Primary and Secondary School Teachers in 2008" (No.2008/KLOC-0), relevant matters are hereby notified as follows:
I. Objectives and tasks
Give full play to the application benefits of the "Modern Distance Education Project in Rural Primary and Secondary Schools" and the role of the National Teacher Education Network Alliance, adopt a distance education mode with satellite TV as the main mode, and conduct a special training for teachers of relevant disciplines in rural compulsory education schools in the central and western regions in the summer of 2008 to help them solve practical problems in education and teaching, and promote the improvement of rural teachers' quality and rural education quality in the central and western regions.
Second, the training object
23 provinces in the central and western regions and Xinjiang Production and Construction Corps 150 "Modern Distance Education Project for Rural Primary and Secondary Schools" covers 200,000 teachers in rural compulsory education schools.
Three. Discipline and time of training
The training subjects are primary school Chinese, mathematics, physical education and junior high school Chinese, mathematics and physical education.
July 25 -30, Chinese and Mathematics, 6 days in total, 40 class hours. Among them, satellite TV training class 18 class hours, intensive training 12 class hours and self-study 10 class hours.
July 31-August 3, physical education class, totally 4 days, 25 class hours. Among them, satellite TV training course 12 class hours, 8 class hours of intensive training and 5 class hours of self-study.
Four. Contents and forms of training
Before the training began, the training contents and curriculum plans of various disciplines were published on the website of the National Educational Technology Capacity Building Plan for Primary and Secondary School Teachers (www.teta.com.cn, hereinafter referred to as the "Project Website").
All localities have set up training points in county-level teacher training institutions and conditional township schools, and have classes in different classes according to primary school Chinese, mathematics, physical education and junior middle school Chinese, mathematics and physical education, and organize students to watch training courses, organize discussions and complete related homework.
This training course will be broadcast regularly on July 25-30 and July 31-August 3 through Ku Channel of China Education Television. The specific broadcast plan will be released on the project website before July 20. On July 2 1 day, classes will be started through IP channels, and each project county will be responsible for receiving all the course contents and burning them into CD-ROMs for later use. Relevant course resources will be published on the project website before July 25th for teachers to download and study online.
Verb (abbreviation of verb) training organization and management
The Normal Education Department of the Ministry of Education is responsible for training implementation, the Central Audio-visual Education Center is responsible for specific implementation and related coordination, and China Education TV Station is responsible for broadcasting TV courses.
The relevant provincial education administrative departments are responsible for the implementation of projects in this province (autonomous regions and municipalities), formulate relevant policies, and be responsible for training organization, evaluation, assessment and feedback in conjunction with the audio-visual education departments and provincial teacher training institutions.
The education administrative department at the county level shall be responsible for coordinating the implementation of projects in this county. County-level teacher training institutions, together with audio-visual education and teaching and research departments, are responsible for setting up township (central school) training points, class management, technical and curriculum support services, organizing centralized discussions, training evaluation and feedback.
During the training period, the Teacher Education Department of the Ministry of Education will send experts and project managers to the site for guidance and inspection. All provinces, cities and counties should also organize expert groups to conduct on-site guidance at the training site. All localities can make their own assessment standards according to relevant requirements, and uniformly register training results and hours.
Learning support and service of intransitive verbs
The project website set up a column to provide information exchange platform for all localities. During the training period, the Central Audio-visual Education Center will receive training feedback from various training points in three ways and organize experts to answer questions.
1. Network interaction: Teachers are encouraged to participate in online learning when conditions permit. Teachers log on to the project website, download course resources, participate in BBS discussions and interact with course lecturers online.
2. SMS: Teachers ask questions through the SMS platform (138 10076778). Subject experts give answers on the network platform.
3. Voice telephone: The teacher reflects the problems in learning through voice telephone (0 10-66499999), and the subject experts will answer them on the network platform.
Seven. Related requirements
1. This training has a wide coverage, a large scale, a large number of people and tight time. All localities should attach great importance to it and do a good job in organization to ensure the smooth development of this training activity.
2. Before the training, all localities should make technical preparations for the training point to ensure the normal reception of Ku-band TV programs and IP resources. For technical support, please contact the Central Audio-visual Education Center.
3 all localities should strengthen the evaluation of the training process and results to ensure the quality of training. Each project county shall report the evaluation results and the list of qualified teachers to the provincial project authorities within 10 days after the training. After being reviewed and summarized by the competent departments of teacher training in various provinces (autonomous regions and municipalities), it shall be reported to the Central Audio-visual Education Center. The Central Audio-visual Education Center provides self-download service of qualified electronic certificates for teacher training through the project website, and the training hours and grades are included in its continuing education files.
4. All localities shall not charge any fees to the teachers who participate in this training activity. Our department will arrange special funds to give appropriate financial subsidies to the project counties. All provinces should ensure appropriate supporting funds.
