On the basis that 96.8% of counties (districts) in China have achieved basically balanced development, the high-quality and balanced development of compulsory education will be comprehensively promoted during the Tenth Five-Year Plan period: the Opinions on Building a High-quality and Balanced Basic Public Education Service System will be formulated and implemented, the compulsory education policy guarantee system will be improved, and the gap between regional, urban and rural, inter-school and group education will be quickly narrowed.
2. Promote the establishment of a basic public education service supply mechanism that is coordinated with the change of permanent population, realize the allocation of educational resources according to the actual service population, guide all localities to improve the allocation standard of compulsory education degrees, and ensure the adequate supply of public school degrees; Coordinate the implementation of compulsory education school construction related projects.
3. Accelerate the standardization of schools, comprehensively improve the conditions for running schools, accelerate the expansion of urban schools according to local conditions, and effectively run small-scale rural schools and township boarding schools; Promote the orderly exchange and rotation of principals and teachers in the county, and realize the balanced allocation of outstanding backbone teachers between schools.
Third, vigorously improve the overall quality of county ordinary high schools.
1. As the leader of county-level basic education, county-level ordinary high schools play an important role in promoting the high-quality and balanced development of compulsory education, promoting rural revitalization and cultivating and transporting outstanding talents. To promote the overall development of the county, the plan has made clear arrangements: on the one hand, we must strictly implement citizen recruitment and territorial enrollment, and resolutely curb the excessive loss of high-quality students.
2. It is strictly forbidden for schools in developed areas and urban areas to rob and dig outstanding principals and teachers in weak areas and counties. On the other hand, it is necessary to strengthen the construction of basic capacity, actively promote the standardization construction of counties, implement planning and deployment, and increase assistance to counties.
