Adhere to the combination of qualitative evaluation and quantitative evaluation, and comprehensively use various evaluation methods such as data consultation, on-site investigation, interview, questionnaire survey and statistical calculation to accurately grasp the balance of schools at the same level in the county.
(2) The principle of promoting construction by evaluation and combining evaluation with construction. Adhere to the improvement of the work mode of "supervising government" and "supervising schools" and combining self-evaluation with supervision and evaluation, organically integrate the whole evaluation process with guiding the assessed unit to implement its responsibilities, find problems, comprehensively rectify, improve the long-term mechanism, innovate and accelerate development, and comprehensively promote the balanced development of compulsory education.
(3) The principles of fairness, justice, practicality and effectiveness. Put the formulation of supervision scheme, the implementation of process evaluation, the disclosure of supervision information and the publicity of supervision results under strict social supervision, highlight the fairness, justice, openness and transparency of supervision, give full play to the guiding role of educational supervision and evaluation, and enhance the pertinence and effectiveness of promoting the balanced development of regional education.
(4) The principle of relative balance and development. Adhere to the use of advanced educational concepts and methods in the supervision and evaluation of the balanced development of compulsory education, and make a macro evaluation of the school balance according to the national compulsory education law, compulsory education regulations and other laws and regulations. In the process of evaluation, we should fully respect the objective differences of regional development, pay special attention to the progress and changes of work, sum up and popularize the experience of advanced schools, actively guide weak schools to accelerate their own development, strive to narrow the differences in a short time, and gradually realize the goal of high-level balanced development.
Third, the evaluation index system and grade
The supervision and evaluation of the balanced development of compulsory education is carried out under the guidance of the provincial supervision and evaluation plan for the balanced development of compulsory education and in accordance with the Implementation Plan for the Supervision and Evaluation of the Balanced Development of Compulsory Education. The school evaluation results are divided into four grades:
Excellent school standard: the rate of assessment elements reaching the standard is over 90%.
Good school standard: the standard rate of assessment elements is over 80%.
Standard of qualified schools: the rate of reaching the standard of assessment elements is over 70%.
Others are unqualified schools.
The evaluation level is subject to one-vote veto system: any school that evaluates the enrollment rate of school-age children in that year, whose consolidation rate does not reach 100%, has a major safety accident, and the teachers seriously violate professional ethics, is directly rated as unqualified (re-evaluated the following year). Self-rated unqualified projects can be rectified and qualified, but schools that fail to rectify and qualify on time shall not be rated as excellent.
Four. Evaluation object and time
(1) Appraisal object: schools in compulsory education stage.
(II) Evaluation time: Before the end of xx, xxxx, schools at all compulsory education stages should conduct self-evaluation. After the self-assessment, a standardized self-assessment report should be written, including the basic situation, the balanced situation of compulsory education indicators (written in blocks according to the first-level indicators), the main measures and achievements to promote the balanced development of compulsory education, the main problems and rectification measures, and the idea of balanced development of compulsory education. The self-assessment report is submitted to the education supervision office of the county government for the record in the form of paper and electronic documents; At the end of xxxx, the education supervision office of the county government will conduct a phased end evaluation. In xxxx year, evaluate the units that have not passed the phased end evaluation. At the same time, the supervision and evaluation of the balanced development of compulsory education will be changed to routine supervision and evaluation, and the education supervision office of the county government will conduct an evaluation every three years to promote the comprehensive, coordinated and high-level balanced development of education.
