Interim Regulations of Qinghai Province on Eliminating Illiteracy
Article 1 In order to meet the needs of the construction of socialist material civilization and spiritual civilization in our province, improve the ideological and moral, scientific and cultural qualities of all ethnic groups, and ensure the smooth development of the work of eliminating illiteracy, these Regulations are formulated in accordance with the relevant provisions of the Constitution and the actual situation in our province. Second urban and rural citizens in the province 12 to 40 years old illiterate and semi-illiterate, except those who have lost their learning ability due to illness or mental retardation, are all literacy targets and should participate in literacy learning. Article 3 The focus of illiteracy eradication is rural and pastoral areas; The main target is illiterate and semi-illiterate youth aged 65-438.

The task of eliminating illiteracy and semi-illiteracy between the ages of 65-438+02 and 65-438+05 has been accomplished through universal primary education.

Encourage illiterate and semi-illiterate people over the age of 40 to voluntarily participate in literacy learning. Article 4 Personal literacy standards:

1. Cadres, workers and urban residents know 2000 commonly used Chinese characters, consult dictionaries, read popular books and newspapers, keep simple accounts and write commonly used practical articles.

2. Farmers and herdsmen know 1500 commonly used Chinese characters, consult dictionaries, read simple and popular books and newspapers, keep simple accounts and write commonly used notes.

3. Farmers, herdsmen and urban residents who use the spoken and written languages of ethnic minorities can memorize and write all the letters of the spoken and written languages of their own nationalities, master pinyin, look up the dictionary of the spoken and written languages of their own nationalities, understand simple and popular books and newspapers, keep simple accounts and write simple notes. Article 5 Standards for basic illiteracy eradication in units: more than 85% of units within their jurisdiction basically popularize primary education; /kloc-among the population aged 0/2 ~ 40, the non-illiteracy rate reached over 85% in cities and towns and over 80% in rural areas, which basically controlled the phenomenon of heavy blindness. Article 6 The people's governments at all levels shall lead and organize the implementation of the work of eliminating illiteracy, and the administrative department of education shall comprehensively manage it, and implement the three-level responsibility system at the county (city, district), township (town) and village levels. All government departments, people's organizations, enterprises and institutions, government agencies, schools and armed forces have the obligation to undertake the task of eliminating illiteracy. Article 7 The eradication of illiteracy should be planned and implemented simultaneously with the popularization of primary education. Places that have basically popularized primary education should complete the task of basically eliminating illiteracy before the end of 1990. Where primary education has not been popularized, the task of basically eliminating illiteracy should be completed while popularizing primary education; Where conditions are difficult, the task of basically eliminating illiteracy should be completed within two to three years after universal primary education. Eighth literacy funds are raised by the combination of state subsidies, collective self-financing and individual self-financing.

First, financial departments at all levels should include the funds needed for literacy education in the budget when arranging education funds.

Second, related expenses such as literacy, teacher training, textbook compilation, teaching and research activities, experience exchange and commendation and awards are paid by education departments at all levels from education funds.

Three, the township (town), the village from the rural education surcharge to extract a certain proportion of funds and through collective self-financing, tuition fees, literacy teaching facilities, teachers' remuneration and other expenses.

Four, enterprises and institutions of literacy funds from the staff education funds charged. Ninth township (town) people's government should be equipped with full-time or part-time adult education cadres, responsible for literacy management and continuing education after literacy.

Encourage literacy teachers to serve as national staff and school teachers in addition to being employed by school-running units from educated youth and retirees. Article 10 The principle of seeking truth from facts, applying what you have learned and stressing practical results should be adhered to in eliminating illiteracy. The forms can be flexible and diverse according to local conditions, so as to combine learning culture with learning scientific and technological knowledge, and literacy with poverty alleviation. Eleventh units that have completed the task of literacy should organize inspection and acceptance in time. The acceptance work should be combined with the acceptance of universal primary education and organized and implemented by the people's governments at all levels.

Literacy students shall be examined by the local people's governments at the township level (units), and if they reach the literacy standard, they shall be issued with a Literacy Certificate.

Villages, townships (towns) and counties that basically eliminate illiteracy shall be accepted by the people's government at the next higher level, and those who pass the examination shall be issued with certificates of basic illiteracy eradication units, which shall be reported to the people's government at the next higher level for the record by the acceptance and certification unit. Twelfth individuals and units that have basically eliminated illiteracy on schedule and achieved remarkable results shall be commended and rewarded.

If the literacy object does not participate in literacy learning without justifiable reasons, it shall criticize the education to participate in learning within a time limit; Those who fail to become literate within the time limit after the education reform will be required to become literate within the time limit, in addition to paying the literacy expenses paid by individuals who participated in literacy studies during the same period.

Units that fail to complete the literacy task on schedule should be criticized and ordered to complete it within a time limit, except those that have not been rated as advanced units of spiritual civilization. Thirteenth units that basically eliminate illiteracy should consolidate the achievements of literacy, carry out various kinds of cultural and technical education focusing on cultural education and vocational and technical education, and constantly improve the cultural and technical level of workers. Fourteenth state, city and county (city, district) people's governments may, in accordance with these regulations, formulate implementation measures in light of local conditions. Fifteenth these Regulations shall be interpreted by the Provincial Department of Education. Article 16 These Regulations shall come into force as of1June 987+1 year1October.
