Education is the cornerstone of national rejuvenation, and educational equity is an important foundation of social equity. It is the unshirkable responsibility of the party and the government to ensure people have the opportunity to receive a good education, and it is also an objective requirement to promote social fairness and justice and build a harmonious socialist society.

Since the 16th National Congress of the Communist Party of China, China's education has made great achievements, made important contributions to building a harmonious socialist society, and has become an important way and an effective means to improve people's livelihood.

The connotation of educational equity can be divided into three levels:

1. Ensure that everyone enjoys equal rights and obligations to education.

2. Provide educational opportunities and conditions in relatively equal.

3. The chances of educational success and educational effect are relatively equal, that is, every student can reach a basic standard after receiving the same level of education, including the substantive fairness of students' academic achievements, the fairness of educational quality and the equality at the target level. Among them, "ensuring everyone has the opportunity to receive education" is the premise and foundation, "providing relatively equal with the opportunity to receive education" is the further requirement, and it is also the premise of "educational success opportunity" and "educational effect relatively equal".
