How to understand educational equity
Educational equity refers to the reasonable norms or principles for the state to allocate educational resources.

To achieve educational equity, we need to take the following measures:

1. Put rural education in the strategic position of "top priority", completely exempt tuition and miscellaneous fees for rural compulsory education, establish a new mechanism for ensuring funds for rural compulsory education, and promote the balanced development of compulsory education. Since the 16th National Congress of the Communist Party of China, the Party and the state have adhered to the strategic position of putting rural education in the first place, and adopted a series of major measures to accelerate the development of rural education and strive to narrow the gap between urban and rural areas and regions.

Since the National Conference on Rural Education in 2003, the state has always insisted that "the new education funds will be mainly used in rural areas". In 2006, it took the lead in implementing the policy of free tuition and miscellaneous fees for rural compulsory education in western China, and further extended it to rural compulsory education schools nationwide in 2007, benefiting 65.438+0.5 billion rural students.

3. Vigorously implement the "two basics" plan in the western region. In order to speed up the development of compulsory education in the western region, poverty-stricken areas, border areas and ethnic minority areas, in 2003, the state began to implement the "two basics" plan in the western region. At present, of the 4 10 counties in western China, 3 17 counties have achieved the "two basics".

The implementation of the "two basics" plan has effectively promoted the development of rural compulsory education in the western region, greatly improved the conditions and quality of running schools in rural areas. In the "Rural Boarding School Construction Project", the central government has invested a total of 654.38+000 billion yuan, which can meet the study and life needs of 2 million new boarders, so that they no longer have to climb mountains and travel long distances every day to go to school.

The Significance of Implementing Compulsory Education to Rural Education

1. This policy reduces the educational burden of farmers and allows more children to receive high-quality education. Due to the relatively poor economic conditions in rural areas, many families cannot afford their children's education. This policy has enabled more children to receive compulsory education and improved the overall education level in rural areas.

2. This policy has promoted education equity in rural areas. Under the past fee system, some children from poor families could not receive a good education because they could not afford the tuition. Now, all children can enjoy the same educational resources, thus improving the fairness of education.
