In order to implement the Outline of Grass-roots Construction of the Communist Youth League of China (Trial) and further improve the relevant systems within the League, according to the Opinions of the Central Committee of the Communist Youth League on Developing League Members' Education Appraisal Activities and the Implementation Plan of the League Committee of the Autonomous Region on Developing League Members' Education Appraisal Activities in the whole region, combined with the reality of our school, the education appraisal system for members of Hetao College is formulated.

First, the purpose and significance of the evaluation of League members' education

The evaluation of League members' education is a positive measure to implement the Party's basic line and the guiding ideology of League members' work in the new period, adhere to the principle of "the League should manage the League", and comprehensively strengthen grassroots construction and improve the quality of League members in accordance with the requirements of comprehensive grassroots construction of the League. Through the evaluation activities of league members' education, we will set up advanced models, let the majority of league members learn from examples and catch up with goals, and constantly improve the ideological and political quality of league members, thus encouraging the majority of league members to play an exemplary role in their respective posts and social life. At the same time, through strict democratic appraisal and serious group discipline, a very small number of unqualified members will be organized and dealt with as necessary.

II. Contents, Methods and Steps of Activities

The evaluation of league members' education includes two aspects. First, carry out the education of League members' awareness, mainly by organizing League members to study documents and related materials, instilling correct education and theory into the majority of League members, and helping League members to enhance their awareness and clarify how to be a qualified League member through various and lively educational activities; Second, the democratic appraisal of league members is mainly through summing up personal thoughts, holding a democratic life meeting of the league to conduct mass appraisal, carrying out criticism and self-criticism, and helping league members to carry forward their achievements, overcome their shortcomings and make clear their goals. ?

Generally speaking, educational evaluation activities take the method of highlighting key points and taking into account the overall situation. The general branch of the Communist Youth League Committee of each branch should take a branch as a key unit in the evaluation to help them do a good job in education evaluation, and pay attention to constantly summing up experience and finding typical ones to promote in time. Educational appraisal work should be carried out in branches in stages, in a planned way and step by step. ?

Educational evaluation activities are generally carried out according to the following steps:

The first attachment: learning improvement?

Learning and education should focus on the education of league members' consciousness and strengthen their advanced and exemplary consciousness. The study contents mainly include the Central Committee of the Communist Party of China's notice on strengthening and improving the Party's leadership over the work of trade unions, the Communist Youth League and women's federations, the constitution of the Communist Youth League of China, the outline of grassroots construction of the Communist Youth League of China and the relevant rules and regulations formulated by the Youth League Committee. Carry out patriotism, collectivism and socialism education and the basic knowledge education of the youth league in a targeted manner. In the process of study and education, we should adhere to positive education, instill theories, help league members understand theoretically the importance and necessity of adhering to the Four Cardinal Principles, strengthen the belief that the socialist cause will win, enhance the sense of honor and responsibility of league members, clarify the basic conditions for being a qualified league member, and further play an exemplary and leading role in social life and all aspects. ?

The second stage: practical education?

League organizations at all levels in hospitals should, on the basis of learning and improving, focus on the central task of cultivating and bringing up builders and successors of the socialist cause, and extensively carry out educational activities with the theme of learning from Lei Feng and stressing dedication. It is necessary to expand the influence of the Communist Youth League by carrying out practical education activities, so that the majority of members can deepen their understanding of the national conditions, carry forward the spirit of dedication, enhance the awareness of members, play an exemplary role, and further consolidate the achievements of learning and education. ?

The third stage: democratic appraisal?

Democratic appraisal shall be conducted according to the following procedures:

1. First of all, the Youth League branch summarizes the work throughout the year and publishes the daily evaluation results of this branch.

2. Members should sum up their personal thoughts according to the articles of association and relevant regulations in the League, including: whether they can adhere to the basic line of "one center and two basics" and keep consistent with the CPC Central Committee politically, ideologically and practically; Can you stand on your own feet, work hard, study hard and actively participate in socialist modernization? Can we follow Lei Feng's example, carry forward socialist morality, resist the erosion of bourgeois decadent ideas and feudal ideas, and actively participate in the construction of socialist spiritual civilization? Whether you can abide by the laws, decrees and school rules of the state, dare to fight against all kinds of behaviors that harm the interests of the state and the people, complete the tasks assigned by the League organization, and give play to the exemplary role of the League members in social activities. ?

The summary of members' personal thoughts should be based on seeking truth from facts and self-evaluation. ?

3. Hold a league branch meeting or group meeting. Individual members read out the ideological summary, while other members carefully evaluate the five aspects of the summary according to the performance of the evaluated person, fully affirm the good aspects, and actively criticize and self-criticize the insufficient aspects, so that members can distinguish right from wrong, find out their own gaps and improve their ideological understanding.

4. By the League branch combined with the individual summary and consistent performance of the members, according to the democratic appraisal opinions of the League branch meeting or group, make a comprehensive evaluation of the members. The evaluation of league members is divided into four categories: (1) excellent league members with outstanding exemplary role in five aspects; (2) Those who basically meet the requirements of five aspects are qualified members; (3) Those who are far from the five requirements and are determined to overcome their shortcomings and catch up after democratic appraisal are qualified members; (4) Those who are usually lax, seriously violate the law and discipline, violate the relevant system in the League and lose the conditions of the Communist Youth League members are unqualified members. ?

The fourth stage: commend the advanced and organize treatment?

Youth League branches and grass-roots Communist Youth League committees and general youth league branches should select outstanding members of their own units, actively publicize their advanced deeds, educate the majority of members with examples around them, encourage the advanced and spur the backward. The identification of outstanding members needs to be discussed and recommended by the branch, reviewed by the general branch of the Communist Youth League and reported to the Youth League Committee for approval. For outstanding members who have made outstanding performance and actively requested to join the Party, the League organizations should be responsible for recommending them to the Party organizations as the development targets of the Party. ?

After the education appraisal, the general branch of each league should handle the annual registration formalities for outstanding members and qualified members in time according to the relevant provisions of the school Youth League Committee. For qualified members who have been helped to suspend their registration, the league organization should ask them to overcome their shortcomings, correct their mistakes, and register them after significant progress. The inspection time of these members is three to six months. For a very small number of unqualified members, if they still do not improve after education and help, the league organization should be removed; Those who commit serious mistakes shall be given disciplinary sanctions according to relevant regulations until they are expelled from the league. The handling and punishment of members should be carried out according to normal organizational procedures.

Third, the evaluation time and requirements

Every year, from 1 1 month to1February, members' education appraisal will be arranged in a unified way. The specific time shall be arranged by each unit according to the needs of education evaluation. 1at the end of February, report the work summary and appraisal results to the Youth League Committee. ?

The annual evaluation of league members' education is an important measure for the Communist Youth League to strengthen its own construction. Organizations at all levels should put this work on the important agenda, formulate feasible plans at all levels, and make detailed arrangements. In the work, we should conscientiously implement the tasks of each stage of educational evaluation activities to ensure the quality of educational evaluation. ?

The evaluation of league members' education is a work with strong policy. League organizations at all levels should take the initiative to report their work to party organizations at the same level and strive for leadership and support. Especially in the evaluation and organization of league members, we should ask the party organization to ensure the healthy development of educational evaluation. ?

After the end of the education evaluation of members, organizations at all levels should conscientiously sum up the effect of education evaluation. At the same time, the Communist Youth League Committee and the General Branch should carefully select the outstanding Communist Youth League branches of their own units in combination with the results of the annual evaluation, and after sorting out their deeds, report them to the Communist Youth League Committee for evaluation. After completing the above tasks, all grass-roots organizations can arrange the annual general election of grass-roots organizations.
