The promulgation of the Outline of Education Reform and Development in China marks the beginning of a new round of basic curriculum reform. Adhering to the strategic position of giving priority to education is a major change in the guiding ideology of China's modernization drive after the reform and opening up. The 14th National Congress of the Communist Party of China emphasized that education must be placed in a strategic position of giving priority to development, and efforts should be made to improve the ideological, moral, scientific and cultural level of the whole nation, which is the fundamental plan to realize China's modernization. In order to guide China's educational reform and development from the 1990s to the early 20th century, the Central Committee of the Communist Party of China and the State Council formulated and issued the Outline of Education Reform and Development in China (hereinafter referred to as the Outline) on February 1993, and determined that the overall goal of China's educational development is to improve the level of education for all by the end of the 20th century. The pre-service and post-service education of urban and rural workers has made great progress. The number of all kinds of professionals basically meets the needs of modernization. Form the basic framework of Socialism with Chinese characteristics's education system facing 2 1 century. After decades of efforts, we will establish a relatively mature and perfect socialist education system and realize the modernization of education. It can be said that the "Outline" is a blueprint to guide China's educational reform and development from the 1990s to the early 20th century, and a programmatic document to build Socialism with Chinese characteristics's education system. It has become a new starting point for promoting China's education system reform and education development in the new period.
