Regulations of Xuzhou Municipality on the Promotion of Basic Education
Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the Education Law of the People's Republic of China, the Compulsory Education Law of People's Republic of China (PRC) and other laws and regulations in combination with the actual situation of this Municipality in order to guarantee and promote the high-quality development of basic education and improve the level of educating people. Article 2 These Regulations shall apply to the promotion of basic education within the administrative area of this Municipality.

The basic education mentioned in these Regulations includes preschool education, compulsory education, ordinary high school education and special education. Article 3 To develop basic education, we should adhere to the leadership of China and the socialist orientation of running schools, and cultivate socialist builders and successors with all-round development in morality, intelligence, physique, beauty and labor. Fourth basic education by the Municipal People's government to co-ordinate the implementation of the county (city), the district people's government as the main management system.

City, county (city) and District People's governments shall incorporate basic education into the national economic and social development plan, and give priority to ensuring and satisfying basic education in terms of financial capital investment and public resource allocation. Article 5 The municipal, county (city) and district education departments shall be responsible for the comprehensive coordination and organization of the promotion of basic education within their respective administrative areas.

Institutions, development and reform, public security, finance, human resources and social security, natural resources and planning, housing and urban and rural construction, civil affairs, taxation, emergency management, market supervision and management and other relevant units shall, according to their respective responsibilities, do a good job in promoting basic education. Article 7 State organs, social organizations, enterprises, institutions and social organizations shall support the development of basic education. Radio, television, newspapers, Internet and other news media should adhere to the correct direction of public opinion, do a good job in publicizing and reporting the party's educational policy, scientific education concept and advanced models and experiences, and create an atmosphere and social ecology in which the whole society respects teachers and values education.

City, county (city) and District People's governments shall commend and reward organizations and individuals that have made outstanding contributions to promoting basic education in accordance with relevant regulations. Chapter II Supply and Guarantee of Resources Article 8 The people's governments of cities, counties (cities) and districts shall establish a unified mechanism for ensuring the funds for basic education in urban and rural areas, so as to ensure that the education expenditure in the general public budget of finance will increase year by year, and the education expenditure in the general public budget will increase year by year according to the average number of students in school.

The tax authorities shall collect the education surcharge and local education surcharge in full according to law, which shall be managed by the competent education department as a whole and used exclusively for the development of education, mainly for compulsory education, with emphasis on ensuring rural compulsory education.

The financial departments of cities, counties (cities) and districts shall, jointly with the education authorities, formulate the per capita public funds standards for primary and secondary schools (kindergartens) that are higher than the national benchmark quota, and establish a dynamic adjustment mechanism according to the per capita training costs of students, price changes, development needs and other factors. Ninth city, county (city), district education departments should establish an early warning mechanism for educational resources, in conjunction with the natural resources and planning departments to prepare a special plan for the layout of primary and secondary schools (kindergartens), submitted to the people's government at the same level for approval, and incorporated into the national spatial planning; City, county (city), district education departments in conjunction with the natural resources and planning departments, according to the primary and secondary schools (kindergartens) layout special planning and degree requirements for the preparation of the annual construction plan, submitted to the people's government at the same level for approval and implementation, and announced to the public.

City, county (city) and district education departments shall organize or participate in the design and completion acceptance of newly built, rebuilt and expanded primary and secondary schools (kindergartens).

Primary and secondary schools (kindergartens) supporting the construction of construction projects shall be planned, constructed, accepted and delivered simultaneously with the first phase of the project, and no unit or individual may change the nature and purpose of use without authorization. Article 10 The municipal, county (city) and district people's governments shall ensure the supply of land for basic education. Primary and secondary school (kindergarten) construction land is clearly planned as the nature of educational land in the land and space planning, and it conforms to the catalogue of allocated land, and it shall be allocated separately.

The location of primary and secondary schools (kindergartens) shall conform to the standards set by the school, and the land and its surrounding areas that are susceptible to pollution and geological disasters shall not be used as educational land. Eleventh primary and secondary schools (kindergartens) should be equipped with laboratory, music, sports, art and other functional classrooms, maker space and indoor and outdoor student activity venues and other educational and teaching facilities in accordance with the standards. Primary and secondary schools (kindergartens) that receive disabled children and adolescents should be equipped with classrooms that integrate educational resources in accordance with standards.

Primary and secondary schools should strengthen the construction of smart campus, improve smart teaching facilities, and build online learning space for teachers and students in primary and secondary schools.

Primary and secondary schools (kindergartens) classrooms should be equipped with air conditioners, multimedia equipment, environmentally friendly desks and chairs and lighting systems that meet the technical specifications of classroom lighting in this province. Article 12 The municipal, county (city) and district people's governments shall strengthen the construction of high-quality basic education resources, and ensure that the coverage rate of inclusive kindergartens and high-quality kindergartens, the achievement rate of high-quality and balanced development of county compulsory education, the coverage rate of three-star and four-star high schools, and the coverage rate of special education integration education reach the provincial standards.

City, county (city), district education authorities and primary and secondary schools (kindergartens) can adopt the methods of running schools in groups, group trusteeship, pairing assistance and informatization to promote the balanced development of regional education.
