Section 1 Cultural and Educational Policies of the Qing Dynasty The rule of the Qing Dynasty was based on military conquest. In order to suppress the resistance of the Han people, all provinces in the mainland have the Eight Banners garrison, relying on military rule. Politically, a high-handed policy was implemented, and the Qing law was promulgated, forcing people to change their customs, shave their heads and braid their hair, and wear full clothes. At the same time, we should pay attention to both hard and soft ways to win over Han literati and ordinary intellectuals. Therefore, the environment and education of the Han people were greatly restricted at that time.
