In the national education system, high school is a special stage. It is not only an important link between nine-year compulsory education and higher education, but also a critical period for students' personality formation and independent development, and it is also a basic project to improve the overall quality of the people and build a strong country with human resources.

The Fifth Plenary Session of the 18th CPC Central Committee and the 13th Five-Year Plan clearly stated that high school education should be popularized by 2020. The data shows that the gross enrollment rate of senior high school education in China reached 87.5% in 20 16. For example, although great changes have taken place in Guangxi in recent years, compared with the national average, the gap is still not small: ordinary high schools are short of degrees, with large classes accounting for 50.6%, of which super-large classes account for 28.9%; The development of general education is not harmonious, and the ratio of general education to general education is 7 ∶ 3; The fund guarantee mechanism is not perfect, and the debt balance of ordinary high schools is 2 billion yuan; The total number of teachers is insufficient, and the number of teachers is about 1.3 million. ...

Lv Yugang, director of the Department of Basic Education of the Ministry of Education, said, "At present, the gross enrollment rate of high school education in most provinces in China is over 90%, and only nine provinces have a gross enrollment rate below 90%, mainly in the central and western regions, and three of them are below 85%, belonging to western minority areas." "Therefore, the Plan is the basic support for senior high school education in poverty-stricken areas, ethnic areas, remote areas and old revolutionary areas in the central and western regions."

Du Xiaoli of Shanghai Academy of Educational Sciences believes that, on the one hand, the problem of "learning" should be solved. The state and local governments should support these areas to expand educational resources and improve school conditions through the implementation of a number of major engineering projects, such as continuing to implement the "ordinary high school construction project in counties with weak educational foundation" and the "ordinary high school reconstruction plan", and supporting poor areas to rebuild and expand school buildings, allocate books and teaching instruments and equipment, and build ancillary facilities such as sports fields. On the other hand, it is necessary to solve the problem of "affordability" and improve the level of students' accurate funding. We will implement the policy of exempting students from tuition and miscellaneous fees from families with financial difficulties, such as setting up a file in ordinary high schools, gradually promote the exemption of tuition and miscellaneous fees from secondary vocational education, and raise the national subsidy standard for secondary vocational education to prevent a student from dropping out of school because of family financial difficulties.

The popularization of high school education is not only reflected in quantity, but also in quality.

It is a major drawback of high school education in China that the school has a thousand schools, lacks connotation and has a single mode of running a school, which can not meet the development of students' personality.

In view of these problems, the plan takes improving quality as one of the key points, and proposes to deepen curriculum reform, strengthen the construction of elective courses, and enhance the selectivity and applicability of courses; Establish a guidance system for students' development and strengthen the guidance for students' course selection, further studies and employment; Promote the reform of comprehensive evaluation of school education quality, change the tendency of evaluating education quality only by the enrollment rate, and give full play to the guiding role of correct evaluation in educating people.
