In order to implement the Opinions of the General Office of the Central Military Commission of the General Office of the State Council on Deepening the Reform of Students' Military Training, the Notice of the Henan Provincial Department of Education on Doing a Good Job in Students' Military Training in 2022 (Yu Jiao Fa [2022] No.97) and the Military Training Program for Senior High School Students, we will further promote the military training in senior high schools in our city and implement it in a down-to-earth manner, so that students can master basic military skills and military theoretical knowledge, improve their physical fitness and enhance their national defense concept.
First, we attach great importance to military training.
Military training for students is an important carrier of national defense education for teenagers and an important way to enhance students' awareness of national defense, national security and hardship. Through military training, students' organization and discipline can be effectively enhanced, patriotism, collectivism and revolutionary heroism can be promoted, physical fitness can be improved, and will quality can be honed. All units should fully understand the importance of doing a good job in military training for students, incorporate students' national defense education into the important agenda and annual work plan of the school, strengthen organizational leadership, and establish leading institutions.
Second, strictly implement the requirements of military training
(a) the implementation of military training time and content. Strictly implement the requirements of the "Military Training Program for Senior High School Students", incorporate military skills and military theoretical knowledge into the school education and teaching plan, and achieve the "four implementations" of teaching content, time, personnel and effect. According to the syllabus of military training for senior high school students, the teaching time of military training for students is 7 to 14 days, with a total of not less than 7 days and 56 class hours. Among them, the military basic knowledge is 24 hours, including compulsory training 12 hours and elective training 12 hours; Basic military skills 88 hours, compulsory training 44 hours, elective training 44 hours. Complete the study and training of military theoretical knowledge and military skills.
(2) Strengthen training organization and assessment. All units should organize the implementation in strict accordance with the training plan, strengthen organizational leadership, scientifically plan and flexibly arrange the training content to ensure the training effect. Standardize the implementation methods of assessment organization and scientifically evaluate students' military training achievements. The examination of basic military knowledge is organized and implemented by the school. The scores are divided into four grades: excellent, good, passing and failing, and are comprehensively evaluated according to the test paper scores, usual homework, classroom performance and attendance. The assessment of basic military skills is jointly organized and implemented by military teachers and instructors who undertake training. The results are divided into four grades: excellent, good, passing and failing, and are comprehensively evaluated according to the attendance rate, training results and military skills of the trainees. The school has established a complete file of students' military training achievements, and incorporated the evaluation results into the file of students' comprehensive quality evaluation.
(3) Strengthen the construction of military teachers. In senior high school, schools should be equipped with part-time military teachers according to regulations, attach great importance to the selection and training of part-time military teachers, select teachers who love national defense education or have certain military literacy, strengthen the professional knowledge training and job training of part-time military teachers in schools, improve their professional knowledge level and working ability, and enhance their sense of responsibility. On the basis of actively coordinating military teachers to participate in the training organized by higher authorities, the Municipal Education Bureau organizes and arranges corresponding business training.
Third, strengthen the organization and implementation of military training. Education bureaus of counties (cities, districts) should actively coordinate with the local People's Armed Forces Department, fully negotiate, reasonably determine the time of military training, select outstanding militia cadres as military training instructors, strictly implement pre-job training and qualification certification, and ensure the quality of military training. Military training instructors in high schools directly under the Bureau are arranged by Anyang Military Division. All schools should actively communicate and cooperate with training units, organize closely, organize training scientifically and regularly, strengthen risk management and control in the whole process, and establish various plans for daily management, teaching and training, food safety, epidemic prevention and control, etc. to ensure the safe and smooth progress of military training.
