First, from entering normal university to returning to basic education

From 65438 to 0957, with sincere education and yearning for Beijing Normal University, Bin Liu, a senior student from a poor family, was admitted to the Chinese Department of Beijing Normal University from a small mountain village in Pingxiang, Jiangxi. During his four-year study career, on the one hand, he lost many valuable learning opportunities because of the development of various political movements, but on the other hand, he lived and worked with young teachers in the process of participating in these movements, and gained strong self-study ability, practical ability and ability to analyze and solve problems. He has written literary essays such as Lu Xun's Anti-imperialist Struggle Spirit, Random Talk on Duality, Love to See, Hospitality, Litchi Honey, etc., which have been published in Journal of Beijing Normal University, News Business, Beijing Literature and Art, etc.

At the same time, he also participated in the compilation of the History of Folk Literature with his teachers and classmates, and participated in the enthusiastic educational reform activities at that time, such as compiling the first set of nine-year textbooks in China. From 1960 to 196 1, Bin Liu, a senior, took part in the teaching reform experiment of Jingshan School, participated in the collective preparation of lessons by school teachers and studied the teaching of textbooks for nine years. 196 1 graduated, and stayed in school to teach because of his excellent academic performance and good performance in school.

After teaching in Beijing Normal University for eight years, 1969, because of the great impact of the Cultural Revolution on the Chinese Department and the difficult living conditions of the separation of husband and wife, Bin Liu, a senior, resolutely decided to transfer from Beijing Normal University to his hometown Pingxiang No.2 Middle School to teach. However, it was his twelve years in Normal University that laid a solid foundation for his future career development.

Second, from fighting in the front line to education management.

From 65438 to 0969, Bin Liu, who was transferred back to his hometown to teach, began his hard work in the front line of basic education. Because of his good education in Beijing Normal University and excellent personal quality, he was highly valued by the local education department after returning to China. In a few short years, he quickly grew from an ordinary Chinese teacher to the director of the Chinese teaching and research section, and then to the instructor of the grade group, and was quickly promoted to vice president. The outstanding achievements in Chinese teaching in Bin Liu Senior High School have been recognized by all the teachers and students.

From 65438 to 0974, the whole country began to resume classes and engage in revolution, but suffered from the lack of teaching materials, so a large number of teachers were transferred to participate in the compilation of teaching materials. Bin Liu, a senior three student, was also transferred to Pingxiang Middle School as the team leader to undertake the task of compiling Jiangxi Chinese textbooks. Bin Liu, a senior, participated in the compilation of teaching materials when she was studying in Beijing Normal University, which was very handy. At the same time, he also trained local teachers and gave them classes to restore the education and teaching order destroyed by the Cultural Revolution. The formulation of these measures led to the emergence of Bin Liu, a senior in Pingxiang education. When the college entrance examination resumed on 1977, Pingxiang Education Director approached Bin Liu, asking about the examination organization and examination paper marking. It is also the experience of working in Normal University for eight years to participate in marking the college entrance examination, which helped him become the host of Pingxiang's first resumption of the college entrance examination after the Cultural Revolution.

This time, the college entrance examination marking experience has almost become a turning point in Bin Liu's senior three career. In the process of marking papers, Bin Liu, a senior student, carefully checked the students' answers and found the serious consequences caused by the catastrophe of the Cultural Revolution for ten years to the education front. He spent a lot of time recording typical problems and sorting out thick materials. Finally, he gave a four-hour report on the problem cases on the answer sheet, effectively criticizing the ignorance and mistakes of the Gang of Four in belittling talents and knowledge. The report shocked the whole city. The four-hour report was packed and the audience's attention was highly concentrated. Therefore, it was praised and recognized by the municipal government and the Education Bureau, and was quickly promoted to deputy director of the Education Bureau, and later promoted to director. Faced with the educational mess left by the impact of the Cultural Revolution for ten years, Liu Bin's senior students got up early to deal with a lot of complicated government affairs, such as a large number of key teachers asking for retirement, letting their children replace their jobs, and resuming salary adjustment for the first time after 20 years of salary freeze. However, only 40% of the people can compete fiercely in the competition, rehabilitate false and wrongful cases, correct mistakes = win over the Rightists and other major and complicated issues, and so on. During that time, almost as soon as I got up in the morning, there was a long queue waiting for him to go to work outside. No matter on the road, in the office, or before and after meals, old Bin Liu works hard for all kinds of urgent affairs all the time. The hard days also made his body go from bad to worse and almost collapsed.

1982, exhausted, Bin Liu met the opportunity of "four modernizations" of national cadres. Because he meets the requirements of "revolutionization, youthfulness, knowledge and specialization", he was elected as the deputy mayor of Pingxiang City. At the same time, it also gave him the opportunity to study at the Central Party School. During that half year, counselor Li Jie asked her to write an article about her views on education. Therefore, senior Bin Liu summed up his 20-year experience in education, and made a simple discussion on how to reform and improve China's education and teaching system and improve the quality and efficiency of education, combined with his report when he participated in marking the college entrance examination at 1977.

It is precisely because of Bin Liu's meticulous personal qualities in his daily work that after studying at the Central Party School for half a year, he was appointed as the vice governor of Jiangxi Province at the beginning of 1983, in charge of science, education, culture, health and sports. Only two years later, Bin Liu Sr was appointed as the deputy director of the newly established State Education Commission. Bin Liu, a senior student, said, "My experience in Jiangxi has laid a solid foundation for my future work. In such a relatively poor province, I visited many schools in counties, townships and villages, and I was deeply touched by the poor conditions of running schools, the low salaries of teachers and the lack of education funds. "

Third, from developing basic education to promoting educational legislation.

Senior Bin Liu, who was transferred from the grass-roots post to the deputy director of the State Education Commission, not only did he not forget the suffering of basic education in his new post, but also actively campaigned for it. With regard to the difficulties faced by basic education, after investigation and research, Mr. Bin Liu and his colleagues put forward "three increases" in finance, and made efforts to write them into national laws, namely: 1. Government funds for compulsory education should be increased year by year; 2. The growth ratio of education funds should be higher than that of fiscal revenue; 3. Per capita education funds and public funds should be increased year by year. At the same time, it also puts forward the method of raising funds through "finance, taxation, fees, production, society and foundation", and strives for the State Council to introduce important policies such as raising funds for education and adding education fees.

Such efforts, senior Bin Liu has continued until now, and with the continuous development of the situation, he is constantly thinking about new reform methods. In recent years, faced with the shortage of funds for compulsory education in rural areas after the reform of taxes and fees, he has been constantly investigating and actively thinking about ways to solve the problem, and has repeatedly put forward ideas and methods to solve this problem to the central authorities and relevant departments in the State Council. They proposed that the funds for rural compulsory education should be shared by the central government, provinces, cities, prefectures and counties, with the central and provincial governments as the mainstay. The new mechanism of overall planning by provincial governments was recognized by the central government, which eventually led to 65,438 in 2005.

Old Bin Liu himself expressed satisfaction with this achievement: "Since I became the deputy director of the State Education Commission, under the leadership of the Party Group of the State Education Commission, I have presided over the formulation of the Compulsory Education Law (1986) and the Teachers Law, and strived for the government to introduce many policies and measures to raise education funds, managed to increase education funds, and strived for the introduction of many policies to improve teachers' treatment and strengthen the construction of teachers, thus safeguarding the long-term stability of the country.

In addition to paying attention to the education funds, Bin Liu Sr. also made great contributions to the realization of the national goal of "two basics". In the early 1990s, the state proposed to basically popularize compulsory education and basically eliminate illiteracy among young people by the end of the 20th century. During this period, Bin Liu was in charge of national basic education. Under the leadership of the State Council and the State Education Commission, he worked hard. Through specific steps such as zoning planning, step-by-step implementation, phased evaluation and acceptance, and through the joint efforts of the whole country, this grand "two basics" goal was finally realized as scheduled. By 2000, basic education had been popularized in 85% of China's population areas, the illiteracy rate and semi-illiteracy rate had dropped below 5%, and the average education level of China people had increased from 4.3 years to 8. 1 year, which laid a solid foundation for reform, opening up and rapid economic development.

While further promoting basic education, Bin Liu Sr also paid close attention to the issue of "quality education". As early as 1987, he put forward the slogan of "national quality education" when talking about the nature of compulsory education. Since then, he has written dozens of articles on this issue and published two monographs, Reflections on Quality Education and Bin Liu's Talk on Quality Education. Thanks to the unremitting efforts of the State Education Commission and himself, quality education has finally been accepted by people. 1999, the State Council and the Central Committee of the Communist Party of China made the Decision on Deepening Education Reform and Promoting Quality Education in an All-round Way, which made quality education an important guiding ideology of education in China.

In addition to persisting in and making efforts to formulate various policies, Bin Liu Sr. also actively promoted education legislation. He has served as the leader of the leading group of three draft laws: the compulsory education law, the teacher law and the law on the protection of minors, and organized and participated in the drafting of these laws. At the same time, he presided over the formulation of the Detailed Rules for the Implementation of Compulsory Education, and also participated in the formulation of the Education Law, the Private Education Promotion Law and the National Common Language Law. A lot of work has been done to put the principles of quality education, funding mechanism, balanced development and ensuring fairness and justice of compulsory education into law, which has ensured the good development of compulsory education from the system and changed the situation that compulsory education relies on the people to rely on government investment.

Old Bin Liu has always attached great importance to the construction of teaching staff. Under the leadership of the Party Group of the State Education Commission, he led the drafting group to draft the Teacher Law to protect the basic rights and interests of teachers by legislative means. Second, starting with improving teachers' treatment and stabilizing the teaching staff, we will raise funds through the China Primary and Secondary School Teachers' Award Foundation and vigorously carry out outstanding teachers' commendation activities. The third is to focus on the construction of the post system for primary and secondary school teachers and the work of reaching the standard of primary and secondary school teachers' academic qualifications. After several years' efforts, nearly 10 million primary and secondary school teachers in China have reached the qualified academic qualifications stipulated by the state, laying the foundation for the rapid development of basic education in China. Fourth, vigorously grasp the housing problem of primary and secondary school teachers, raise hundreds of billions of funds, and let the state, schools and teachers jointly contribute to solve the housing problem, so that they can live and work in peace and contentment.

At the same time, faced with the historical legacy of more than three million private teachers' unequal pay for equal work, senior Bin Liu thinks the situation is very grim. At his suggestion, the State Education Commission, together with the State Planning Commission, the Ministry of Finance, the Ministry of Labor and Personnel and other departments, conducted field research in various provinces and cities across the country, visited the situation of private teachers, and deeply realized that solving the problem of private teachers was a top priority. Finally, three "one-third" solutions are proposed. First, the state has come up with indicators to turn qualified private teachers into regular teachers; Second, one third of the education system is solved by recruiting students and training teaching assistants in normal colleges; Third, those who reach retirement age should be given appropriate resettlement fees to ensure their basic livelihood. The State Council began to solve this problem in 1987, but these policies were frustrated once in the process of implementation. After being shelved for many years, it was again adopted by the State Council in 1994. After many difficulties, the problem of millions of private teachers was finally solved satisfactorily in 2000.

Education is a long-term undertaking with a century-long plan. Seeking quick success and instant benefit, striving for fame and profit, encouraging young people and business speculation are harmful to educating people. Looking forward to the current educational situation, scores carry too many expectations; The study pressure is too great; Childhood bears a heavy burden. In many places, learning activities are often far away from the real life of learners; The unified learning task deviates from learners' interests, hobbies, autonomy and ability differences; The requirements of learning activities often violate the laws of learners' physical and mental development. Bin Liu believes that the key to solving the problem of quick success in education lies in: first, reforming the personnel training and management system; Second, we should change the educational concept and reform the educational model; Third, form a social and cultural environment conducive to a large number of talents to stand out; Fourth, establish a labor and personnel system that respects knowledge, talents and talents.

These achievements are obvious to all. Under the leadership of the party and the government, the broad masses of cadres and people worked hard with one heart and one mind. However, this is inseparable from the spirit that Bin Liu and his colleagues are loyal to the national education, love the apricot altar, take educating people as the purpose, and work day and night. After in-depth investigation and study, they concentrated the wisdom of the masses and formed various practical policies and measures, which led the reform and development of basic education in the past 20 years. These efforts have also won the respect and love of educators all over the world for old Bin Liu. They have written to Mr. Bin Liu to express their reverence, praised his originality and courage, and solved the problems in education in China in a pragmatic way. His work is resolute and down-to-earth, and he is known as the spokesman of education, leaving a glorious page in the history of education in China.

Bin Liu, a senior, is very modest about these high comments. He said that he only did what he should do under the leadership of the party and government and the State Education Commission. Although he will soon retire from his post in the National People's Congress Standing Committee (NPCSC), he will continue to pay attention to the reform and development of education. Today, Senior Bin Liu, as the president of China International Education Exchange Association, continues to do a lot of work to expand the international influence of China's education and promote the exchange between China's education and other countries' education, and works tirelessly and silently for China's education.
