Family education as mentioned in these Regulations refers to the positive guidance and influence of parents or other guardians on minors. Article 3 Family education should adhere to the principle of educating people as the foundation and educating people for the country, follow the law of physical and mental development of minors, respect their personal dignity and protect their legitimate rights and interests.
The main contents of family education include:
(1) Education of ideals and beliefs;
(2) Education of world outlook, outlook on life and values;
(3) Excellent Chinese traditional culture, revolutionary culture, advanced socialist culture and excellent cultural education in Hunan;
(four) social morality, family virtue and personal moral education;
(five) life safety education, mental health education and sex education;
(six) life knowledge education, etiquette education, popular science education and rule of law education;
(seven) education in labor consciousness and skills, innovation consciousness and ability, behavior habits, etc. ;
(eight) other education that is conducive to the all-round development of minors. Article 4 Promoting the development of family education is the common responsibility of the government, schools, society and families. Fifth people's governments at or above the county level shall incorporate the promotion of family education into the national economic and social development plan, and build a family education guidance service system covering urban and rural areas.
The people's governments at or above the county level shall include family education funds in the fiscal budget at the same level. Township people's governments and sub-district offices shall arrange necessary family education funds.
The people's governments at or above the county level shall incorporate family education guidance services into the urban and rural public service system. Township people's governments and sub-district offices should incorporate family education into the grassroots social governance system. Article 6 People's governments at all levels shall lead family education work and establish a joint conference system for family education work.
The Women and Children Working Committee of the people's government at or above the county level is responsible for organizing, coordinating, guiding and urging the relevant departments and units to do a good job in family education.
The education, civil affairs, public security, culture and tourism, health, judicial administration, radio and television and other relevant departments of the people's governments at or above the county level shall do a good job in family education within their respective functions and duties. Seventh collectives and individuals who have made outstanding contributions to the development of family education shall be commended and rewarded in accordance with the relevant provisions. Chapter II Implementation of Family Education Article 8 Parents or other guardians are the direct responsible subjects of family education, and perform guardianship duties and upbringing and education obligations for minors according to law. Other family members help with family education.
Parents or other guardians should take the initiative to receive family education and training, learn family education knowledge, master scientific family education concepts and methods, and influence minors with healthy thoughts and good conduct education.
Family members should attach importance to family construction and personal cultivation, create democratic, civilized, harmonious and stable family relations, inherit excellent family style, build a positive and healthy family culture, and create a good family environment for the healthy growth of minors. Article 9 Parents should give full play to their positive roles in the process of family education, pay attention to the physical, psychological and intellectual development of minors, and carry out family education step by step.
Parents or other guardians should set an example, teach students in accordance with their aptitude, communicate on an equal footing, strictly control love, rationally help minors determine their growth goals, prevent and stop their bad behaviors, and guide them to form good values, temperament, personality, living habits and behavior patterns.
Parents or other guardians should participate in parent-child companion activities such as parent-child reading, physical exercise, labor practice and voluntary service, and strengthen ideological communication and emotional exchange with minors through family meetings, heart-to-heart talks and correspondence.
Family education should not be spoiled, threatened, confined and other inappropriate ways. Domestic violence is prohibited. Article 10 If parents cannot live with their minor children because of going out to work or other reasons, they shall entrust other adults with guardianship to take care of them, and inform schools, villagers' committees and residents' committees of the entrusted guardianship, the place of going out and contact information.
Parents should keep in touch with their minor children who don't live together, keep abreast of their physical and mental health, life and study, and carry out targeted family education through regular reunion, telephone calls, letters and new media. Article 11 If a minor's parents divorce, both parties shall continue to fulfill their obligations of family education for minor children. When one party performs the obligation of family education, the other party shall cooperate.
Adoptive parents and stepparents who have formed a relationship of upbringing and education with their stepchildren shall fulfill their obligations of family education for underage foster children and stepchildren according to law. Chapter III Family Education Guidance Service
