Article 3 The protection and management of aquatic organisms in the Yangtze River Basin shall adhere to overall coordination and scientific planning, and implement systematic management focusing on natural restoration and combining natural restoration with artificial restoration. Article 4 The Ministry of Agriculture and Rural Affairs is in charge of the protection and management of aquatic organisms in the Yangtze River Basin.
The Ministry of Agriculture and Rural Affairs established the Yangtze River Aquatic Biological Science Committee to carry out professional consultation, evaluation and demonstration on major policies, plans and measures for the protection and management of aquatic organisms in the Yangtze River.
The competent agricultural and rural departments of the local people's governments at or above the county level in the Yangtze River Basin shall be responsible for the protection and management of aquatic organisms within their respective administrative areas. Article 5 The competent agricultural and rural departments of the local people's governments at or above the county level in the Yangtze River Basin shall make overall use of relevant ecological compensation funds in accordance with regulations, and strengthen the protection and restoration of aquatic organisms and their habitats, publicity and education, and popular science training.
Support units and individuals to participate in the protection of aquatic organisms and their habitats in the Yangtze River basin, and encourage supervision and reporting of acts that destroy aquatic biological resources and the ecological environment of water areas. Sixth units or individuals that have made outstanding contributions to the protection and management of aquatic organisms in the Yangtze River shall be commended and rewarded in accordance with relevant regulations.
The Ministry of Agriculture and Rural Affairs and the competent department of agriculture and rural affairs of the people's government at the provincial level in the Yangtze River Basin shall, in accordance with the law, interview the main persons in charge of the local people's governments at or above the county level and their relevant departments in areas where the protection and management of aquatic organisms in the Yangtze River are ineffective, the problems are outstanding and the masses are concentrated, and ask them to take measures to rectify them in time. Chapter II Monitoring and Investigation Article 7 The Ministry of Agriculture and Rural Affairs shall formulate technical standards and procedural specifications for the investigation and monitoring of aquatic organisms and their habitats in the Yangtze River, improve the monitoring network system of aquatic organisms in the Yangtze River basin, and establish a sharing platform for investigation and monitoring information.
The competent agricultural and rural departments of the people's governments at the provincial level in the Yangtze River Basin shall regularly investigate and monitor the distribution area, population number, structure and habitat ecological status of aquatic organisms within their respective administrative areas, and report the investigation and monitoring information to the Ministry of Agriculture and Rural Affairs in a timely manner. Article 8 The Ministry of Agriculture and Rural Affairs shall organize a general survey of aquatic wild animals and their habitats in the Yangtze River every ten years, organize special investigations as needed, establish archives of aquatic wild animal resources, and publicize the aquatic wild animal resources in the Yangtze River basin to the public. Article 9 The Ministry of Agriculture and Rural Affairs shall organize and carry out special investigation and monitoring on aquatic wild animals and their habitats protected at the national level, such as Chinese sturgeon, Yangtze sturgeon and Yangtze finless porpoise. Special investigation and monitoring of other key protected aquatic wild animals and their habitats shall be organized and implemented by the competent agricultural and rural departments of the people's governments at the provincial level in the Yangtze River Basin. Article 10 The competent agricultural and rural departments of the local people's governments at or above the county level in the Yangtze River Basin shall, jointly with the relevant departments of the people's governments at the same level, conduct regular biodiversity surveys on important habitats such as spawning grounds, feeding grounds, wintering grounds and migration routes for aquatic organisms. The catch monitored during the closed fishing period and the closed fishing area shall not be traded or deducted in the market. Article 12 In the event of fishery water pollution, alien species invasion and other incidents, which have caused or may cause serious damage to aquatic organisms and their habitats in the Yangtze River basin, the competent agricultural and rural authorities of the local people's government at the place where the incident occurred or where the damage occurred shall promptly carry out emergency investigation, early warning monitoring and evaluation, and report to the people's government at the same level or the competent agricultural and rural authorities at a higher level in accordance with relevant regulations. Article 13 The Ministry of Agriculture and Rural Affairs shall, jointly with the relevant departments of the State Council and the people's governments at the provincial level in the Yangtze River Basin, establish an evaluation system for the integrity index of aquatic organisms in the Yangtze River Basin, organize the evaluation work, and take the results as an important basis for evaluating the overall situation of the ecosystem in the Yangtze River Basin and implementing the responsibility for the protection of aquatic organisms. The integrity index of aquatic organisms in the Yangtze River basin should be connected with the water environment quality standards in the Yangtze River basin.
The competent agricultural and rural departments of the people's governments at the provincial level in the Yangtze River Basin shall, according to the evaluation system of aquatic organism integrity index in the Yangtze River Basin, carry out the evaluation of aquatic organism integrity index in combination with the actual situation. Chapter III Protection Measures Article 14 The Ministry of Agriculture and Rural Affairs shall formulate a protection plan for rare and endangered aquatic wildlife in the Yangtze River basin, giving priority to the protection of rare and endangered aquatic wildlife in the Yangtze River basin.
Encourage qualified units to carry out research on finless porpoise, baiji, ACIPENSER sinensis, ACIPENSER sinensis, ACIPENSER sinensis, carp, ACIPENSER sinensis, tong yu, ACIPENSER squamata, herring and perch in the Yangtze River basin.
