Zhumadian City Education Bureau is the working department of the municipal government, and it is the director-level and administrative institution of Zhumadian City. According to the Notice of Zhumadian Municipal People's Government of Zhumadian Municipal Committee of the Communist Party of China on Printing and Distributing (Zhu Fa [2018] No.23), these Provisions are formulated.
The secretary of the Education Leading Group of Zhumadian Municipal Committee of the Communist Party of China is located in the Municipal Education Bureau. Accept the direct leadership of the leading group, undertake the specific work of the leading group, organize research and implementation of the principles and policies of party building and ideological and political construction in the field of education, strategic planning for educational development, and major reform programs, and coordinate and supervise the implementation of various decisions, work arrangements and requirements of the leading group. Set up the secretarial section of the municipal education leading group to handle the daily affairs of the leading group.
The internal organs of the Municipal Education Bureau shall undertake the relevant work of the leading group secretary group according to the work needs, and accept the overall coordination of the leading group secretary group. Zhumadian Education Bureau implements the principles, policies and decision-making arrangements of the CPC Central Committee on education, and adheres to and strengthens the centralized and unified leadership of the Party on education in the process of performing its duties. In May, 20021year, it was commended by the Henan Provincial Party Committee and the provincial government as "the advanced collective of poverty alleviation in Henan Province".
Main responsibilities:
1, implement the party and state's educational guidelines, policies and relevant laws and regulations, formulate education-related policies and supervise their implementation; Responsible for the research and publicity of educational theory.
2, responsible for the overall planning and coordinated management of all kinds of education at all levels in the city; To formulate the city's education reform and development plan; Responsible for the comprehensive reform and management of education; To guide the education and teaching reform in schools of all levels and types; Responsible for the statistics, analysis and release of the city's basic education information.
3, responsible for the overall management of education funds in this department; Participate in the formulation of education fund raising, distribution and infrastructure investment policies; Responsible for the statistics of the city's education expenditure and the internal audit of the education system.
4, responsible for promoting the balanced development of compulsory education in the city, and promoting education equity; Responsible for the macro guidance and coordination of compulsory education; To guide ordinary senior high school education, preschool education and special education; Implement quality education in an all-round way, implement the basic requirements of basic education and teaching, and organize the research and guidance of primary and secondary education and teaching; To guide the city's education supervision, and organize the supervision, inspection, evaluation and acceptance of secondary and below secondary education; Responsible for testing the development level and quality of basic education.
5, to guide the development and reform of vocational education in the city, responsible for the overall planning, comprehensive coordination and macro management of vocational education; Organize and carry out employment guidance and service for college graduates before leaving school.
6, participate in the management of all kinds of higher education in the city, responsible for the development planning of colleges and universities and the bidding work of colleges and universities; Responsible for the annual inspection of the school license of the higher-level non-academic education schools (institutions).
7, responsible for the comprehensive coordination of private education; Do a good job in attracting investment from private schools.
8, responsible for the ideological and political work of the city's education system, guiding moral education, sports, health, art education, labor education and national defense education in schools at all levels; Responsible for the safety and stability of the education system and the work of letters and visits.
9, in charge of the city's teachers; Responsible for the implementation of the qualification system for teachers in all kinds of schools at all levels in the city; Responsible for the recognition and reward of the education system; To manage the continuing education of teachers and educational administrators; Cooperate with relevant departments to study and put forward the establishment standards of various schools at all levels; Guide the reform of internal personnel and distribution system in schools of all levels and types; Guide the construction of talent team in the education system.
10, draw up the enrollment plan and enrollment examination policy for secondary schools in the city; Participate in the formulation of employment policies for college graduates; Guide colleges and universities to carry out graduate employment and entrepreneurship.
