I would like to take this opportunity to express some opinions on the enrollment of vocational education.

From township central schools, junior high school principals to enrollment personnel, they all attach great importance to the full implementation of the enrollment task, focusing on the first level and the implementation at all levels, implementing the enrollment target responsibility system, linking with the annual target assessment, and strictly rewarding and punishing. Second, Qi Xin made concerted efforts and made solid publicity. Publicize the principles and policies of the state to vigorously develop vocational education and the needs of economic and social development for vocational education, publicize the benefits of attending vocational schools, let students and their parents know more comprehensively the direction and characteristics of running vocational schools, and enhance their confidence in attending vocational schools. Third, county secondary vocational schools use various opportunities to enter schools and classes for publicity and distribute publicity materials, which has achieved good publicity results. It is particularly worth mentioning that Liu Shan Town has attached great importance to the enrollment of vocational education in the past few years. When the school started in spring, President Zhang Xinke led relevant school leaders to investigate the situation in county secondary vocational schools, and formulated a series of measures to transport secondary vocational students. The method they adopt is to send a student to school after finishing his homework. The enrollment work is done early and effective. Xiaodian town? The achievements are worthy of recognition, and we should also clearly see the outstanding problems and shortcomings in the enrollment work. Mainly manifested in; Each township and junior high school have different degrees of attention and unbalanced work. Some central school leaders and junior high school principals have not yet taken the matter of secondary vocational enrollment into their hands and taken it to heart, thinking that this is not their own job. What is more noteworthy is that few faculty members, driven by interests, use the relationship between teachers and students to send students to vocational schools outside the county for remuneration, which seriously interferes with the enrollment of secondary vocational schools in our county, disrupts the enrollment order, causes adverse effects in society and damages the good image of education in our county.
Second, change ideas and fully understand the significance of vigorously developing vocational education.
Vigorously developing vocational education is to better meet the urgent needs of economic and social development for technical and skilled talents. At present, there is no shortage of research talents in China, but professionals with practical skills. In some high school quality schools, graduates are in short supply. As far as our county is concerned, students who cannot enter ordinary high schools after graduating from junior high schools account for one-third of the total number of graduates every year. These students urgently need to enter secondary vocational schools to learn skills, so as to open up a successful road for their future life and meet the needs of economic and social development. Vigorously developing vocational education can better meet the diverse learning needs of junior high school graduates. For a long time, general education has expanded, with thousands of troops climbing to high schools and squeezing wooden bridges, regardless of cost and their own foundation; Vocational education has been neglected. In fact, junior high school graduates who receive vocational education can also achieve a brilliant life. Through the development of vocational education, we should guide more students to receive vocational education, accelerate the popularization of high school education, and realize that everyone has knowledge and skills.
Third, unify thinking, raise awareness, and fight the tough battle of secondary vocational school enrollment in autumn.
Mobilizing junior high school graduates to continue to receive senior high school education, appropriately diverting junior high school graduates and ensuring that the enrollment of ordinary occupations is roughly the same are the starting points for developing vocational education. In order to achieve the goal of enrolling 800 students in secondary vocational schools in the county, we need your joint efforts. In the next few months, comrades should mobilize urgently, emancipate their minds, reform and innovate, cheer up, work hard and resolutely accomplish this important task. Efforts should be made to do the following work:
First, strengthen overall leadership and clarify responsibilities. According to the requirements of the Notice of Henan Province on Coordinating the Enrollment of High School Education Schools, this year's secondary vocational enrollment, the county education bureau will effectively play the role of the competent department, first of all, do a good job in enrollment planning and leave enough room for secondary vocational enrollment. All township central schools, junior middle schools and county secondary vocational schools should set up secondary vocational enrollment leading groups and special groups. The principal of each student source unit is the first responsible person for secondary vocational school enrollment, and the vice principal in charge of teaching is the specific responsible person to ensure the smooth enrollment this year.
Second, strengthen management by objectives. The County Education Bureau divides the enrollment targets of secondary vocational schools this year into county secondary vocational schools and schools of origin, which ensures the implementation of enrollment in county secondary vocational schools on the one hand and the provision of students in junior high school on the other. To achieve the goal of decomposing tasks at different levels, all schools should have tasks, everyone should carry indicators on their shoulders, and all staff should recruit students and promote implementation. During the enrollment work, all township central schools and vocational schools should regularly report the enrollment progress to the Adult Education Unit of the County Bureau. For schools with slow progress, we will implement special supervision and special notification.
Third, we should strengthen the enrollment order. Enrollment is a very serious job. All units should effectively regulate enrollment behavior and strictly enroll students from the perspective of maintaining school stability and educating their own image. First, we should standardize enrollment propaganda. Teachers in county secondary vocational schools and Shengyuan schools should strictly enforce the enrollment discipline, seek truth from facts, be objective and fair. Second, it is strictly forbidden to enroll students or buy or sell students. Those who violate the enrollment policy of secondary vocational schools and disrupt the enrollment order shall be investigated for the responsibility of the relevant parties and leaders once verified. If the circumstances are particularly serious, resulting in significant adverse effects and consequences, a heavier punishment shall be given as soon as possible.
Fourth, we should strengthen publicity and mobilization. County-level secondary vocational schools and schools with different students should give full play to their respective advantages, increase the publicity of secondary vocational enrollment, vigorously publicize the important role of vocational education in economic and social development, publicize the school-running characteristics of vocational schools, publicize the generous policies of the state, provinces and cities to develop vocational education, constantly create glorious labor and valuable skills, create a great fashion of the times, and form a good atmosphere of "emphasizing skills, not just academic qualifications" in the whole society.
Fifth, strengthen the self-construction of county secondary vocational schools. County secondary vocational schools should establish quality consciousness, strengthen quality internally, cultivate image externally, strive to improve school conditions, strengthen internal management and comprehensively improve the quality of education and teaching. It is necessary to constantly innovate the mode of running schools, broaden the channels for secondary vocational graduates to enter higher schools, do a good job in postgraduate education and employment, realize a virtuous circle of enrollment and employment in secondary vocational education, and enhance their attractiveness and competitiveness.
Comrades, enrollment in vocational schools is the key to the development of vocational education, and it is also related to the overall development of education. Education is the first priority of people's livelihood. Without the modernization of education, the grand goal of a well-off society cannot be fully realized. To this end, the theme of my speech is "improving quality, casting brands, and laying a solid foundation for accelerating educational modernization." Around this theme, I mainly talk about three aspects for your reference.
I. Looking back and summing up, new achievements have been made in education under the new normal.

In the 20xx school year, the county has always adhered to the strategic position of giving priority to the development of education, with the goal of building a strong education county in the province and the direction of running a satisfactory education for the people, deepening the reform in key areas, accelerating diversified education, improving the quality of education and teaching, paying attention to the all-round development of students, and reaching a new level in education, showing a good situation of "a hundred flowers blossom and fruitful results".
"Let a hundred flowers blossom" means that all kinds of education have developed in an all-round way and made great progress. The one-year education rate and three-year admission rate of preschool children in the county reached 92.6% and 64.2%, respectively, up by 2.6 and 10.4 percentage points year-on-year. The enrollment rate of school-age children in primary and junior high schools remained at 1.000%, and the consolidation rate of nine-year compulsory education reached 92.64%. The number of special education students is 165, accounting for 9 1.6% of the total number of "three disabled" children. There are 479 industrial and trade technical secondary school graduates, accounting for 57.6% of the graduates, and the employment rate of other students is 98%. At present, there are 2600 students in school. In July last year, it was rated as a national secondary vocational model school by the Ministry of Education and other three ministries.
"Fruitful" mainly refers to the college entrance examination. There were 2,829 college entrance examinations in the county, an increase of 1 13 over last year, with an online rate of 42.99%, an increase of 3.69 percentage points over last year, higher than the city average of 12.99 percentage points, ranking first in the city for 17 consecutive years. Among them, there are 1638 people who have launched more than two books this year, with an online rate of 37.33%, which is higher than the city's 1.4 percentage points; There were 764 people online, and the online rate was 17.4%, which was 6.3 percentage points higher than that of the whole city. There are 36 people with more than 600 points in arts and sciences, accounting for 43.37% of the city's 83 people; Seven people entered the province before 100, and four people entered the top 20 in the province. Seven people were admitted to Tsinghua, and 1 person was admitted to Peking University. The county party committee and government highly affirmed the achievements made in education, and students and parents were satisfied, which was fully recognized by all sectors of society. Specifically, it is mainly manifested as "six innovations".
First, the conditions for running schools have been improved. 20xx? In the 20xx school year, the county implemented a total of six campus school building projects 1 16, with a total investment of 280 million yuan and a cumulative investment of 205 million yuan, accounting for 73.2% of the total investment. Second, education equity has achieved new results. Based on narrowing the gap between schools, we actively implemented the "sunshine enrollment" project, demarcated enrollment areas and source schools for 2 15 compulsory education schools, implemented the nearest dicing enrollment, and strictly controlled the class size, effectively alleviating the phenomenon of "school selection fever" and "large class size"; Accelerate the enrollment reform of senior high school entrance examination, and decompose 20% and 534 students in the 20xx enrollment plan of demonstration high schools in three provinces and cities of No.1 Middle School, No.2 Middle School and Wenfeng Middle School into 36 rural source schools, an increase of 22 1 student over the 20xx year. Third, diversified development has taken new steps. On the basis of continuously consolidating and improving the teaching quality of nine-year compulsory education and high school education, combined with the implementation of the major strategy of precision poverty alleviation and the actual demand of talents in the market, we actively and steadily developed preschool education and vigorously developed modern vocational education, initially forming a good pattern of multi-wheel drive. Scientifically formulate a new three-year development plan for preschool education, establish a joint conference system for preschool education, incorporate the construction and transformation of urban and rural kindergartens into the plans for urban construction, new rural construction and the transformation of weak schools, and achieve full coverage of 17 township central kindergartens before entering school this fall. In particular, the number of private kindergartens has grown to 26, with 3,492 students, accounting for 40% of the total number of the county. Jinhua, Huasheng and other private kindergartens are in the forefront of the city with advanced school conditions and distinctive teaching characteristics. The county-wide conference on modern vocational education was held for the first time, and the Implementation Plan for Accelerating the Development of Modern Vocational Education was formulated and issued. The development of modern vocational education has been systematically planned, top-level designed and fully deployed. Shouyang Middle School and Tong 'an Middle School infiltrated into the teaching of Chinese herbal medicine planting and processing, agriculture, forestry and animal husbandry production and management respectively, and the Eastern Suburb School was transferred to Dingxi Industrial and Trade Secondary School as a whole, and the cultivation and processing of Chinese herbal medicine and e-commerce were added to the accounting major. This year, 48 students and 40 students were enrolled respectively. At the same time, relying on vocational education resources such as industry and trade secondary schools, we will effectively increase vocational skills training. Fourth, the connotation promotion has reached a new level. With the goal of promoting students' all-round development, we attach great importance to the selection and allocation of principals, the construction of teachers' team and characteristic education and teaching, and have made important progress in quality education. We have established a mechanism for adjusting the rank of principals. Six vice-presidents and principals of county-level schools were newly promoted, and the vice-presidents and principals of county-level schools were adjusted and selected 1 1, and 59 vice-presidents and principals of schools in each school district and jurisdiction were optimized. At present, the average age of principals in the county is 37.8 years old, and the proportion of people with college education or above is 95.3%. Recently, initiated by Fan Yuxuan, chairman of Zhongheng Real Estate Company, more than 40 enterprises, including Jinlong Trading Company and Haohan Culture Group, responded positively and established Longxi County Love Education Federation. Comrades! These achievements have benefited from the continuous refining and excavation of Longxi's educational spirit throughout the county, as well as the vigorous promotion and inheritance. The fine tradition of "respecting education" formed in the long-term accumulation of humanistic history is the core and essence of the sustained and healthy development of education in our county. Taking this as an extension, in recent years, the "Orchid Spirit" with the love of school as the home and students as the main connotation has emerged and formed, and the "three-person education" with the construction of famous schools, famous teachers and famous students as the main content has become a valuable asset for the development of education in this county. In my opinion, at present, these spirits are embodied in four levels, forming a new feature of "one heart and four honors" education in Longxi, with "respecting and valuing education" as the core, the party and government are proud of educational development, teachers are proud of students' success, students are proud of social recognition, and society is proud of teaching assistants. These four aspects are an organic unity, with the party and government as the strong backing, teachers as the key, students as the core and society as the peripheral guarantee. The main thread running through the four aspects is the word "capacity", which embodies the value orientation. The goal of the county party committee and government is to promote the sustained and healthy development of education in the county. Teachers' achievement lies in caring for and cultivating more students to grow into talents. The pursuit of students lies in their own value being recognized by the society and creating wealth for the society. Social responsibility is embodied in how to better serve the development of education. It can be said that the word "Rong" has penetrated into the hearts of teachers, students and the masses in the county. Speaking of Longxi's education, everyone in Longxi is sincerely proud!

Second, scientific judgment, education is facing new problems under the new situation.
While fully affirming the achievements, we should also clearly see that there are still some difficult problems in the county's education work, such as weak basic conditions, insufficient optimization of teachers' structure, and insufficient outstanding school-running characteristics. Especially when the current economic development has entered a new normal and education is facing a new situation, some new problems have emerged, and the old and new problems are intertwined, which requires us to analyze them carefully, face them correctly and try our best to solve them.
First, there is a new bottleneck in educational equity. On the one hand, the basic conditions for running a school are still in arrears, especially in rural areas. At present, there are still 26 primary schools without science laboratories, 167 primary and secondary schools without reading rooms, and 143 primary and secondary schools without computer classrooms, which is far from the development of modern education. On the other hand, with the improvement of parents' emphasis on education, more and more people try their best to send students to the urban areas to receive relatively high-quality educational resources. Among the 3 1 10,000 primary school students in the county, 45.3% are studying in urban planning areas, which leads to the decrease of rural students year by year, and some schools gradually become "sparrow schools". If these schools are not reformed, existing students will not be able to enjoy better educational resources; If the reform is carried out in accordance with the standards, it will inevitably lead to a waste of resources. Moreover, due to the small number of students, most teachers are burdened by multiple courses, and it is difficult to fully equip teachers specializing in music, physical education and beauty. Multiple factors are superimposed, and the gap between urban and rural areas and between schools is still large. How to further realize the sharing of high-quality education resources between urban and rural areas, especially to ensure the schooling needs of students in remote rural areas, is an urgent problem that must be seriously considered and faced in the current education work.
Second, there is new pressure on capital investment. According to the requirements of "three growth and two proportions" of education funds in recent three years ("three growth": the growth of education financial allocation is higher than the growth of local recurrent income, the per capita education funds of school students are increasing year by year, the teachers' salary and per capita public funds are increasing year by year, and "two proportions": the proportion of education financial allocation to GDP is above 4%, and the proportion of budgeted education funds to fiscal expenditure is increasing year by year), the county's education investment in 20xx years. There are two main pressures to pay off debts in full. On the one hand, the introduction and implementation of the new "Budget Law" has made strict regulations on fiscal budget expenditure, and all funds not included in the budget at the beginning of the year will not be charged, which has caused a "barrier" in fiscal management policy to make up for debts. On the other hand, due to the continuous impact of the downward pressure on the economy, the income of aluminum smelting and processing, electricity, real estate and other industries as the backbone tax sources is not ideal, and the fiscal revenue has experienced negative growth for the first time in many years. By the end of August, a total of 589 million yuan of large-caliber public finance revenue was realized, down 5.95% year-on-year, especially the national tax department only realized 654.38+0.9 billion yuan, down as much as 37.26% year-on-year. If there is no obvious change in the second half of the year, the task of "guaranteeing wages" will be very arduous. "Three increases and two ratios" is an important reference index for the supervision and evaluation of the balanced development of compulsory education and a political task that we must complete. Because of this, this year, the education funds undertaken by the county are under great pressure.
Third, diversified development highlights new topics. From the perspective of high school education, compared with the surrounding counties and districts, it is relatively in a leading position in recent years. In the praise of the society, there will inevitably be some tendency to be complacent, the idea of catching up with others has slackened, and the momentum of Excellence has loosened. In addition, in recent years, the momentum of catching up with each other in neighboring counties and districts has been growing, which has weakened our advantages and even fallen behind in some aspects. From the perspective of compulsory education, the biggest task at present is to meet the supervision, evaluation and acceptance of balanced development. Compared with the provincial evaluation index, the comprehensive compliance rate of the basic standards for compulsory primary schools and junior high schools in the county is 60.43% and 77.78% respectively, which is far from the compliance requirement of 1.000%. The comprehensive difference coefficient of compulsory education in primary schools is 0.79, which is 0. 14 lower than the national standard of 0.65, and the comprehensive difference coefficient of junior high schools is 0.52. Although it is within the range of the national standard of 0.55, the difference coefficient of the average sports field area, the number of computers per 100 students and the value of teaching instruments per student is obviously large. From the perspective of preschool education, there are still seven administrative villages with more than 2,000 people in the county without kindergartens or preschool classes, especially the shortage of kindergarten teachers. From the perspective of vocational education, compared with the new requirements for the development of modern vocational education in the situation of accelerating economic transformation and upgrading, promoting mass innovation and mass entrepreneurship, there is still a shortage of "double-qualified" teachers in vocational education in our county, and the "double-qualified" teachers in Dingxi Industry and Trade Secondary School only account for 26.4%, which is lower than the provincial level 13 percentage points; Some parents and students need to further improve their sense of identity with vocational education. This year, there are 763 students enrolled in industrial and trade secondary schools, accounting for only 32.8% of the junior high school graduates in the county who have not been admitted to high school or other ways to further their studies. About 1400 people enter the society prematurely. The joint school-enterprise running mechanism is not perfect, the breadth and depth of cooperation are still insufficient, and the problem of "hot" schools and "cold" enterprises is more prominent, which has become the key point to accelerate the development of modern vocational education.
