Article 1 These Measures are formulated in accordance with the Education Law of the People's Republic of China, the Law of People's Republic of China (PRC) on the Protection of Minors, the Law of People's Republic of China (PRC) on Teachers and the Law of People's Republic of China (PRC) on the Promotion of Private Education in order to comprehensively strengthen the management of employees in off-campus training institutions, standardize the education, enrollment and recruitment of employees, improve the quality of training and ensure the healthy growth of teenagers.

Article 2 The term "off-campus training institutions" as mentioned in these Measures refers to the institutions in the administrative area of this Municipality where social organizations or individuals other than state institutions use non-state financial funds to implement quality education through organized paid training activities.

Article 3 Employees of off-campus training institutions should support the leadership of our country, adhere to the socialist direction of running schools, implement the Party's educational policy, love education, abide by the law, have good moral quality, and have professional knowledge and teaching ability.

Article 4 Off-campus training institutions shall protect the legitimate rights and interests of employees according to law, and establish management systems such as employment, assessment and remuneration of employees that meet the requirements of relevant laws and regulations of the state and this Municipality.

Fifth off-campus training institutions shall select qualified employees in accordance with the proportion stipulated by the state and this Municipality, and shall not employ in-service teachers in primary and secondary schools. Principals and teachers of primary and secondary schools shall not participate in the education and teaching related work of off-campus training institutions.

Article 6 Teaching staff engaged in knowledge training in Chinese, mathematics, English, physics, chemistry, biology and other disciplines shall have corresponding teacher qualifications or corresponding professional and technical positions. Non-disciplinary education trainees should have the required academic qualifications and work experience. Trainers engaged in art, music and other skills training should have professional skills and related teaching and training background or professional teaching qualification certificate. Admissions consultants should have certain basic knowledge of education and language communication skills.

Seventh off-campus training institutions should strictly implement the requirements of professional title evaluation and teacher qualification, and the educational and teaching ability of trainers should be adapted to the corresponding teacher qualification level declared, so as to ensure the effective implementation of various teaching safety responsibilities according to law. Have an adequate and scientific curriculum system, curriculum requirements and teaching content system for the reported courses, and organize and implement the whole process of curriculum service.
