In recent years, with the development of education and the deepening of education reform, some new situations and problems have emerged in education, and some problems have appeared repeatedly, which has become the focus of attention from all walks of life. Therefore, I will talk about my personal understanding on several hot educational issues widely discussed in the society.
First, about exam-oriented education.
For many years, exam-oriented education has been one of the hot and difficult issues concerned by all walks of life. In this regard, we should think about whether the emergence of exam-oriented education is a problem of our educational guiding ideology or the whole society. Why do we always talk about quality education, but school education still revolves around the college entrance examination? From a deep analysis, this is a social problem, not just an education problem. For some people, they may be more concerned about whether their children can successfully enter a good school, find a good job and live a good life in the future. They may not care much about what quality education is, but they will calculate the input and income of children's education. They are full of longing for the future, but pay more attention to practical interests. This contradiction between thought and reality, between personal interests and the long-term interests of the country and the nation, is very difficult. This is precisely the problem that we are often troubled, confused, caught in a dilemma and criticized. Many people are willing to spend money, contribute and sweat on their children's education. What they want is that their children can stand on their own feet, develop and make a difference in the future. Their pursuit of "changing their destiny" is natural, reasonable and understandable. The education system of a city, a region or even a country revolves around the goal of "entering the college entrance examination", which is the sorrow of education and the disaster of the nation. The imperial examination system once appeared with the appearance of progress, but it was abolished with the appearance of many disadvantages, which brought profound lessons to the country and the nation and was worth learning. For ordinary people, if the investment in education is limited to the college entrance examination, it is bound to be more disappointing than hope, and the risks outweigh the benefits. If we agree with the basic purpose of education, then someone must stand on a higher level and think and plan the development of education from a strategic perspective; If we agree that education has the characteristics of long cycle and late effect, then education can not only consider the present, but also sacrifice tomorrow for today. The development of education is not one-way subordinate to social development, and education has the mission of promoting historical progress and leading social development. I always believe that unswervingly promoting quality education is the embodiment and realization of people's fundamental interests and long-term interests.
(B) on the issue of arbitrary charges in primary and secondary schools and high fees for "school-choosing students"
In recent years, in some places and primary and secondary schools, the phenomenon of "school-choosing students' arbitrary charges and high fees has been strongly reflected in society. In accordance with the overall arrangement and requirements of the CPC Central Committee and the State Council on correcting unhealthy tendencies in the industry, the State Education Commission has paid close attention to special governance work for two consecutive years, initially curbing the growing development momentum. However, due to the lack of unified understanding in all aspects and regions, the development of governance is uneven. There are many reasons for the problems in school fees, which should be analyzed in detail. We must resolutely overcome and punish corruption. But the news media should also be realistic when reporting this situation. Some people describe the education sector as a profiteering industry, which is biased, misleading and unrealistic. As far as rural schools are concerned, the investment is still insufficient. If you can't find the root cause, you can't prescribe the right medicine and achieve the goal of radical cure. To study the problem of school fees, we must first calculate the cost of education; The second is to determine the proportion of education costs shared by the government, society and the educated; The third is to formulate charging standards. In this way, there is a scientific basis for judging whether the school fees are chaotic or not. Transfer payment should not only depend on how much money is spent, but also on how much the school actually gets. In rural areas, we should not only reduce the burden on farmers, but also improve the conditions for running schools and improve the quality of education. Otherwise, children will not get a good education, which will harm the long-term interests of farmers.
It should be noted that the problem of unreasonable charges in primary and secondary schools and high fees for "school-choosing students" is essentially a comprehensive reflection of many social contradictions. Solving this problem requires the joint participation of the government and the whole society, comprehensive management, and it will take some time to fundamentally solve it. Thirdly, there are some homologous reasons between the problem of students' schoolwork burden and the phenomenon of school choice in reducing the excessive burden of primary and secondary school students. Although this is related to the institutional defects of education itself, in the final analysis, it is a reflection of social employment and survival competition in education. Learning itself is a hard activity, and students should bear a reasonable learning burden. Anyone who wants to succeed in something must work hard. We must tell the students this. Students should not be misled into thinking that learning is easy and easy. However, for a long time, students' academic burden and psychological burden are really heavy, which makes them feel exhausted physically and mentally to some extent. Therefore, it is necessary to take practical measures to reduce the burden on students. What "reducing the burden" needs to reduce is an excessive and unreasonable burden, not nothing. Students of different ages should have a learning burden roughly equivalent to their physical and mental development. I advocate pleasure in primary school, diligence in junior high school, hard work in senior high school and diligence in college. Talking about "reducing the burden" in a cage is easy to misunderstand. While "reducing the burden", we should also help students improve their ability to bear the learning burden. A person who can't bear the pressure of study at all may find it difficult to bear the pressure of society. I'm afraid this is not the blessing of the country and the nation. Fourth, the issue of protecting education investment according to law.
Education investment has been a key problem that has long plagued the development of education, and it is also a problem that the education sector and all walks of life are very concerned about. According to the national conditions, to support the huge education system of more than 200 million people with limited investment, China can only implement an education investment system that mainly focuses on financial allocation and raises education funds through multiple channels (namely, "finance, taxation, expenses, production, society and foundation"). In order to ensure investment in education, the Education Law clearly states that
The "two proportions" stipulated in the outline of China's educational reform and development (the proportion of national financial education funds to gross national product). Education funds account for the proportion of total financial expenditure at all levels) and "three growth" (the growth of financial education funds of governments at all levels is higher than the growth of recurrent fiscal revenue, and the per capita education funds of students are gradually increasing to ensure the gradual growth of teachers' salaries and per capita public funds of students); The collection and management of education surcharge, education donation and fund-raising have also been clearly defined.
It should be noted that in recent years, governments at all levels have made some efforts to ensure and continuously improve the main channels of education investment according to law. From the total or absolute value of education investment, there has been a great growth, and the growth rate is also relatively fast. However, due to the rising prices, the practical difficulties faced by China's education and the needs of career development, the level of China's education investment is still low, especially there are still many problems in ensuring education investment according to law: mainly, the provision in the Education Law that "the proportion of national fiscal education expenditure to GDP should be gradually increased with the development of national economy and the growth of fiscal revenue" is not in place; And it is getting farther and farther away from the requirement that the proportion should reach 4% by the end of this century clearly put forward in the Outline of Education Reform and Development in China.
In short, there are many social hot issues in the field of education at present, such as ideological and moral construction of minors, mental health of primary and secondary school students, family education, professional construction of teachers, curriculum reform, etc., which lack due social attention. These problems play a vital role in the growth of students. If the long-term management is not smooth, the measures are not effective, or a consensus cannot be reached, it will be very unfavorable to the healthy development of education and deepening reform.
