The term "educational supervision" as mentioned in these Provisions refers to the supervision, inspection, evaluation and guidance of the municipal, district and county (city) people's governments on education and related work under their jurisdiction according to law. Article 3 The objects of educational supervision are the relevant departments of the people's governments at the same level, the people's governments at lower levels and their relevant departments, schools at all levels below the secondary level and other educational institutions. Article 4 Educational supervision shall adhere to the principles of administering education according to law, seeking truth from facts, objectivity and fairness. Article 5 The municipal, district and county (city) people's governments shall strengthen their leadership over education supervision, establish and improve education supervision institutions and education supervision systems, and equip education supervision institutions with corresponding education supervision personnel according to the scale of education under their jurisdiction to ensure necessary working conditions. Education supervision funds included in the fiscal budget at the same level. Chapter II Educational Supervision Institutions Article 6 The municipal, district and county (city) educational supervision institutions are specialized institutions of the people's government at the same level to exercise educational supervision functions, and are responsible for educational supervision within their respective administrative areas on behalf of the people's government at the same level, and accept the guidance of educational supervision institutions at higher levels. Seventh educational supervision institutions of the people's governments at or above the county level shall exercise the following duties:
(a) to supervise, inspect and guide the implementation of relevant education laws, regulations, rules and policies;
(two) to supervise, inspect and guide the relevant departments of the people's government at the same level and the people's governments at lower levels and their relevant departments to perform their educational duties;
(three) according to the division of responsibilities, to guide, inspect, supervise and evaluate the running of secondary schools and other educational institutions;
(four) to inspect, evaluate and guide the running of secondary schools and other educational institutions under their jurisdiction and the implementation of quality education;
(five) in conjunction with the education administrative departments at the same level to organize major education inspection and evaluation work;
(six) to participate in the evaluation of advanced collectives and individuals in education, and to put forward suggestions and opinions to the people's government at the corresponding level, and the government shall commend and reward the units and individuals that have made outstanding achievements in the education supervision work of the whole city;
(seven) to investigate and study major issues in education, report and reflect the situation to the people's government at the corresponding level, and put forward opinions and suggestions;
(eight) to undertake other tasks assigned by the people's government at the same level and the higher education supervision institutions.
The education supervision institutions of the Municipal People's Government shall, in addition to exercising the duties prescribed in the preceding paragraph, make overall plans, organize and implement the education supervision work of the whole city, formulate the working system of the education supervision institutions of the whole city, and guide the work of lower education institutions; Organize the training of educational supervisors in the whole city and carry out scientific research on educational supervision. Eighth education supervision institutions are composed of responsible persons, inspectors and other staff. Inspectors are divided into full-time inspectors, part-time inspectors and invited inspectors.
The person in charge of the education supervision institution shall be appointed and removed by the people's government at the same level.
Full-time inspectors are appointed and dismissed according to the cadre management authority and procedures. Part-time inspectors and invited inspectors shall be appointed by the people's government at the same level for a term of 3 years.
The "inspector certificate" is issued by the people's government at the same level. Ninth inspectors are personnel who perform the duties of educational supervision, and shall meet the following conditions:
(a) loyal to the cause of socialist education;
(two) familiar with education laws, regulations, rules and policies, with a high level of policy;
(3) Having a bachelor's degree or above or the title of senior teacher in primary school (middle school), having been engaged in education and teaching or education management for more than 7 years, and being familiar with the education and teaching business; Invited inspectors outside the education system should have a bachelor's degree or above or an intermediate title, and be familiar with education-related work;
(four) abide by the law, adhere to the principles, contact with the masses, good conduct, fair;
(5) good health.
Full-time supervisors shall meet other conditions stipulated by the state in addition to the conditions stipulated in the preceding paragraph. Tenth inspectors should receive professional training in education-related laws, regulations and rules, as well as education management and education supervision.
If a person with the title of teacher is employed as an inspector or transferred to the staff of the supervision office, the original title of teacher will still be retained and enjoy the same treatment.
Part-time inspectors and invited inspectors enjoy the same authority as full-time inspectors when carrying out supervision work. Chapter III Contents of Educational Supervision Article 11 Educational supervision institutions shall supervise the following educational developments:
Popularize nine-year compulsory education and eliminate illiteracy among young and middle-aged people, and gradually popularize high school education and three-year preschool education;
(two) according to the standards of secondary specialized schools and kindergartens, rationally adjust the educational structure and school layout;
(3) comprehensively promote quality education, improve the quality of education, promote the all-round development of students, and cultivate students' specialties. Twelfth education supervision institutions shall supervise the following situations of education funds and education fees:
(a) the proportion of fiscal education funds to GDP, the proportion of budgetary education funds to fiscal expenditure, the proportion of education funds in transfer payments, the per capita public funds and the additional collection of education fees;
(two) the management and use of education funds;
(3) education fee.
