Xiangshui Open University is a secondary specialized school. Secondary specialized schools, referred to as technical secondary schools for short, refer to vocational schools established with the approval of relevant government departments and implementing full-time secondary education, including public and private general technical secondary schools, adult technical secondary schools and technical secondary schools affiliated to institutions of higher learning. According to the classification of schools, secondary specialized schools are divided into ordinary middle schools and adult middle schools. According to "Vocational Education Law" and the current "Three Fixed Plans" in the State Council, general secondary schools and adult secondary schools are managed by the education department. Xiangshui Vocational Education Center School was founded in 1985, passed the acceptance of provincial key vocational schools on 1994, and Xiangshui Open University and Xiangshui Secondary Vocational School in Jiangsu Province were officially listed, which is of great significance to the development of secondary vocational education and adult education, and is conducive to providing re-education and lifelong education for the citizens of the county.
