Measures for the administration of social art level examination and grade evaluation
Chapter I General Provisions Article 1 These Measures are formulated for the purpose of strengthening the management of social art level examination activities, promoting the standardization of social art level examination work, ensuring the quality of social art level examination work and promoting the healthy development of social art education. Article 2 The social art level examination (hereinafter referred to as the "art level examination") refers to the activities of the social art level examination institutions (hereinafter referred to as the "art level examination institutions") that have obtained qualifications in accordance with these Measures to evaluate the artistic level of amateur artists through examinations. Article 3 The art grade examination must aim at popularizing art education and improving the quality of the people, adhere to the principles of openness, justice, fairness and voluntary examination, and put social benefits first.

No department, school or social organization may mobilize, organize or force students to take the art test by administrative means or other means, and may not link the results of the art test with students' further studies. Chapter II Management Institutions Article 4 The Ministry of Culture is responsible for the planning, coordination, supervision and management of the national art examination, and performs the following duties:

(a) to organize the formulation and implementation of policies and regulations on art classification;

(two) to formulate the national art grading work plan and determine the total number, layout and structure of art grading institutions;

(3) Examining and approving art grading institutions that carry out art grading activities across provinces (autonomous regions and municipalities directly under the Central Government), and examining and approving art grading majors, art grading standards and art grading teaching syllabuses;

(four) to guide and supervise the annual inspection of art grading institutions;

(five) to coordinate the relevant departments to study and decide on major issues of art grading. Article 5 The cultural administrative departments of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government shall be responsible for the supervision and administration of the art grade examinations within their respective administrative areas and perform the following duties:

(a) the implementation of national policies and regulations on art classification;

(two) to examine and approve the art grading institutions that offer art grading activities within their respective administrative areas;

(three) to examine and approve the undertaking units entrusted by the art examination institutions within their respective administrative areas;

(four) the general rules for the examination and approval of art grading institutions that offer art grading activities within their respective administrative areas;

(five) responsible for the annual inspection of art grading institutions that offer art grading activities within their respective administrative areas. Article 6 The National Social Art Level Examination Center is an art examination service institution under the leadership of the Ministry of Culture, which performs the following functions:

(a) to publicize the policies and regulations of the art examination and release the information about the art examination;

(2) Examining the qualifications of examiners for art examinations and issuing the Qualification Certificate for Examiners for Social Art Level Examinations;

(three) producer "social art level examination certificate";

(4) Organizing the training of art test instructors;

(five) organize theoretical research, academic exchanges and exhibitions of art examination. Chapter III Art Grading Institutions and Examiners Article 7 Art grading institutions refer to art schools, organizations and units that have obtained the qualification to offer art grading activities in accordance with the provisions of these Measures. Article 8 The following art colleges, organizations and units may apply for the qualification to hold art grading examination activities:

(1) Ordinary full-time art colleges (including art vocational schools);

(2) Professional associations affiliated to the China Federation of Literary and Art Circles and the Federation of Literary and Art Circles of provinces, autonomous regions and municipalities directly under the Central Government;

(3) Art institutions and people's organizations affiliated to the people's governments at or above the provincial level. Article 9 An entity applying for holding art level examination activities shall meet the following conditions:

(1) Independent legal person qualification;

(two) the art examination major applied for is related to its main business and has a good artistic academic level and social reputation;

(3) Examiners who meet the needs of the art level examination;

(four) there are places and facilities to meet the needs of the art test;

(five) specialized working institutions and sound rules and regulations. Article 10 Art colleges directly under the Ministry of Education, art colleges jointly established by the Ministry of Culture and local people's governments, art associations affiliated to the China Federation of Literary and Art Circles, and art groups directly under the central and state organs shall apply for the qualification to hold art level examinations, and report to the Ministry of Culture for examination and approval after being approved by the competent department at a higher level; The qualification of other units to apply for holding art grading activities in the administrative areas of local provinces, autonomous regions and municipalities directly under the Central Government shall be examined and approved by the cultural administrative departments of the people's governments of local provinces, autonomous regions and municipalities directly under the Central Government and reported to the Ministry of Culture for the record. The examination and approval authority shall make a decision of approval or disapproval within 30 days from the date of accepting the application. Approved, issued a "social art level examination certificate"; If it is not approved, it shall explain the reasons. Article 11 The following materials shall be submitted to apply for the qualification of organizing art classification activities:

(1) application. The application shall specify the applicant, the art examination major to be offered, the scope of recruitment, the basic information of the examination institution and its person in charge, the quantity and source of the start-up funds, the charging items and standards, etc. The application is signed by the legal representative of the applicant;

(2) the applicant's legal person qualification certificate;

(3) documents certifying the legal source of the start-up funds;

(four) the composition and working rules of the grading work mechanism;

(five) certification documents of the main person in charge of the grading work organization;

(six) certification documents of the office location of the examination institution and the right to use the examination venue;

(seven) the materials of the art examination examiner;

(eight) other relevant materials required by the examination and approval department.
