Chapter I General Principles
Article 1 In order to strengthen the management of demonstration schools at all levels in our town, promote the comprehensive implementation of quality education in demonstration schools, and give full play to the exemplary role of demonstration schools in implementing quality education, these measures are formulated in accordance with the relevant policies and regulations and combined with the actual situation of our town.
Article 2 These Measures are applicable to ordinary primary and secondary schools that have reached the basic conditions and school-running level of various demonstration schools at or above the county level in our town, and have been approved by the higher education administrative department and evaluated and rewarded by the higher education, teaching, scientific research and other relevant functional departments. Schools recognized as county-level model schools, their original administrative affiliation and management subject remain unchanged.
Article 3 In the course of running a model school, we should play an exemplary role in the following aspects:
Strictly implement the national education policies and regulations, and do a good job in people's satisfaction education with characteristics, effective measures, remarkable results and good social impact.
Establish a "people-oriented, comprehensive, coordinated and sustainable development" Scientific Outlook on Development, do a good job in school development planning, establish a scientific leadership decision-making mechanism, actively promote the reform and innovation of school-running mode and management mode, improve the overall development level of the school, and reflect the school-running characteristics.
Actively promote and implement the curriculum reform of basic education and undertake the experimental work of education and teaching reform. Set up national courses, local courses and school-based courses, and organize students to carry out rich practical activities; Reform the traditional classroom teaching mode and examination evaluation mode, realize the fundamental transformation of teachers' teaching methods and students' learning methods, and comprehensively improve the quality of education and teaching.
Strengthen the construction of school teachers, strengthen school-based training and school-based research, build a learning organization, promote the professional growth of teachers, and vigorously cultivate excellent teachers with both ability and political integrity and reasonable structure and educational administrators.
Strengthen the internal management of schools, make remarkable achievements in the construction of school management system, the reform of teachers' personnel system and the reform of students' examination and evaluation system, and establish a perfect performance evaluation system.
Strengthen school education and scientific research, adhere to the guidance of education and scientific research, establish a school-based teaching and research system, and give play to the leading role of "research schools".
Accelerate the pace of educational informatization construction, strive to build a digital campus, strengthen the application of information technology in education and teaching, and realize resource sharing.
Actively provide support and help for local weak schools in teacher training, teaching research, curriculum resources and so on.
Chapter II Declaration and Confirmation
Article 4 To declare a model school at or above the county level, you must go through basic procedures such as declaration, inspection, evaluation and accreditation.
Fifth ordinary primary and secondary schools that meet the basic requirements for the construction of ordinary primary and secondary schools in Hubei Province may declare to the education supervision office of the county government. The evaluation of demonstration schools organized and implemented by other functional departments related to education business must obtain the consent of the competent education department.
Article 6 Town center schools should strengthen their professional guidance to the declared schools, help them correct their school-running ideas, establish modern educational concepts, establish an education and teaching management system that reflects the requirements of quality education, promote scientific management, promote teaching reform, and constantly improve the quality of education and the level of running schools.
The town center school shall, according to the needs, hire and organize an expert group to conduct on-site inspection and guidance on the declared schools. Inspection and guidance should objectively evaluate the current situation of the declared school, put forward specific guidance opinions on the construction and development of the school, and form a written inspection and guidance report.
Seventh according to the school rectification in place, the town center school to apply for an invitation to the superior expert group in accordance with the construction standards of various demonstration schools to conduct a comprehensive evaluation of the school. The evaluation is conducted by listening, watching, checking and visiting, and the opinions of school leaders, teachers, students, students and society are fully listened to.
The evaluation team should conscientiously perform their duties, and inform the school of the evaluation opinions after the evaluation. The evaluation opinions generally include three parts: the brief description of the evaluation work, the evaluation conclusions and basis, the main experience and suggestions.
The evaluation results of the eighth evaluation group shall be regarded as an important basis for the identification of the municipal education administrative department. Evaluation should adhere to standards, seek truth from facts, be fair and just, and not follow personal feelings.
Nine superior supervision institutions sent inspectors to pay a return visit to the school about half a year after the evaluation to check the implementation of the rectification work, and publicized it on Luotian Education Information Network for one week. If there is no problem, the superior supervision institution will issue a formal document to confirm and award the license.
Chapter III Inspection and Evaluation
Tenth in order to promote the sustainable development of schools, continuously improve the level and efficiency of running schools, and better play the role of demonstration radiation, the dynamic management of demonstration schools is implemented.
Eleventh town center schools shall, in accordance with the principles of "who is in charge and who is responsible" and "territorial management", regularly supervise and inspect all kinds of demonstration schools within their respective jurisdictions.
Supervision and inspection should focus on helping schools to fully implement the Party's education policy, sum up experience in running schools, standardize school-running behavior, promote quality education, and constantly improve the level of running schools.
Twelfth to establish a model school self-evaluation system. Improve the self-evaluation mechanism and strengthen the capacity building of self-evaluation, self-evaluation and self-improvement. The municipal demonstration school shall conduct a self-evaluation every time, and report the self-evaluation results to the Cultural and Educational Office of the Town People's Government.
Thirteenth to establish a model school re-evaluation system. Re-evaluate and re-identify the model schools every three to five years. The self-evaluation of the model school will serve as an important reference for the school to re-identify.
The results of re-examination and re-evaluation of demonstration schools are divided into retention, suspension and disqualification, and the results are announced to the public by the county-level education supervision department and the education administrative department.
Fourteenth demonstration schools re-evaluation and accreditation supervision and evaluation according to the following procedures:
In principle, all model schools must undergo comprehensive supervision and evaluation within four years.
All schools that accept comprehensive supervision and evaluation should carefully conduct self-examination according to the supervision and evaluation plan, and report the self-examination report to the county-level education supervision department.
County-level education supervision departments organize city inspectors and relevant experts to form a county-level demonstration school supervision and evaluation team to supervise and evaluate the school. The evaluation team submitted a re-evaluation report to the county education supervision department.
The county-level education supervision department comprehensively evaluates the situation, and informs the evaluated school and its competent department and the local government of the evaluation opinions and results, and publishes them in an appropriate way.
The county education supervision department issued a rectification notice on the problems existing in the evaluated school, and paid a return visit to the school rectification.
. Education supervision departments at the county level shall commend them according to the results of retrial and re-evaluation.
Chapter IV Reward and Punishment
Fifteenth the establishment of the reward and punishment mechanism of model schools is a means to promote the continuous improvement, development and improvement of model schools. In the process of running a school, a model school will be rewarded for its standardized behavior, outstanding performance and remarkable demonstration effect in implementing quality education. The suspended demonstration school will be instructed to make rectification within a time limit, and the title of demonstration school will be revoked if the rectification is still unqualified, and the city will be notified.
Sixteenth demonstration schools have one of the following acts, to give informed criticism, rectification within a time limit, rectification is not qualified, suspend the qualification of demonstration schools, rectification is still not qualified to cancel the qualification of municipal demonstration schools.
Building a campus beyond the local economic and social development level, or building, rebuilding or expanding a school with self-raised loans;
Hold or hold key classes in disguise;
Do not conscientiously implement the curriculum plan, increase or decrease the number of courses and class hours without authorization, or organize students to make up lessons on holidays in violation of regulations;
. Issue the index of entering a higher school, and assess and reward principals, teachers and students according to the completion of the index;
Publish students' exam rankings and use them to reward and punish teachers and students;
On-the-job teachers charge paid tutors, paid remedial classes or randomly distribute teaching materials to students in the current teaching section of our school;
Violation of policies and regulations, arbitrary charges;
Recruiting "school choice students" and borrowing students in violation of regulations;
In violation of regulations, arts and sciences are divided in advance;
The class size is too large, with an average class size of more than one person.
Seventeenth one of the following acts, cancel the qualification of municipal model schools:
The school held or disguised to hold repeat schools (repeat classes) or recruit repeat students;
Participating in major activities such as unified examination, competition, inspection and evaluation organized by the administrative department of education, and committing collective fraud or serious fraud in the school;
In violation of the policy of arbitrary charges, resulting in adverse effects;
Major safety accidents occur, and the school bears direct management responsibility;
In violation of the provisions of teachers' morality, corporal punishment, insult and blasphemy against students have caused serious consequences.
Eighteenth relying on private schools to hold county-level demonstration schools in violation of regulations, it should be dealt with severely according to the law and regulations, and the relevant responsibilities of county-level demonstration schools in private schools should be investigated.
Nineteenth schools that have been disqualified from county-level demonstration schools may reapply for county-level demonstration schools two days later.
Twentieth schools that suspend or cancel the qualification of county-level model schools will no longer implement the relevant policies of county-level model schools.
Article 21 These Measures shall come into force as of the date of promulgation.
