Regulations of Xinjiang Uygur Autonomous Region on Continuing Education of Professional and Technical Personnel
Article 1 In order to strengthen the continuing education of professional and technical personnel, improve the comprehensive quality and innovation ability of professional and technical personnel, and promote the economic and social development and scientific and technological progress of the autonomous region, these Regulations are formulated in accordance with relevant laws and regulations and in light of the actual situation of the autonomous region. Article 2 These Regulations shall apply to the continuing education of in-service professional and technical personnel and professional and technical civil servants in enterprises, institutions and social organizations within the administrative area of the autonomous region. Article 3 The continuing education of professional and technical personnel mentioned in these Regulations (hereinafter referred to as continuing education) refers to the training and education of professional and technical personnel for the purpose of supplementing, updating, expanding and perfecting relevant professional knowledge, improving professional technology and management level, and enhancing innovation ability. Article 4 Continuing education shall implement unified planning, classified and graded management, and adhere to the principles of integrating theory with practice, teaching according to needs, paying attention to practical results, and innovating and improving. Article 5 People's governments at or above the county level shall incorporate continuing education into the national economic and social development plan, increase investment in continuing education year by year, support the development of continuing education in key areas and industries, and support professional and technical personnel in poverty-stricken areas and remote agricultural and pastoral areas to receive continuing education. Article 6 The personnel administrative department of the people's government at or above the county level shall be responsible for the unified planning, management, guidance, coordination, supervision and inspection of continuing education within its administrative area; Relevant industry departments and social organizations shall be responsible for the management of continuing education in this industry according to their respective responsibilities.

The continuing education of primary and secondary school teachers shall be planned, organized, implemented, examined and evaluated, and certified by the education administrative department at or above the county level.

The continuing education management of the employing units without administrative departments shall be organized and implemented by the personnel service agencies of the personnel administrative departments of the local people's governments. Article 7 The personnel administrative department of the People's Government of the Autonomous Region shall, jointly with the relevant departments in charge of industry and social organizations, formulate the overall plan and professional guide for continuing education, set up common disciplines, determine the professional training plan, and guide the implementation of continuing education institutions in the whole region; Formulate the evaluation standard of continuing education quality, establish and improve the continuing education service system and distance continuing education network. Article 8 The units where professional and technical personnel work shall perform the following duties:

(a) to formulate the continuing education plan of the unit and organize its implementation;

(two) to ensure the time for professional and technical personnel to participate in continuing education, and to ensure the wages, welfare and social insurance during continuing education;

(three) truthfully count the number, time, credits, content and other basic information of continuing education, and submit it to the local personnel administrative department;

(four) accept the guidance and supervision of the personnel administrative department and the relevant industry departments. Article 9 Professional and technical personnel receiving continuing education shall enjoy the following rights:

(a) to participate in continuing education in accordance with the hours and credits prescribed by the state;

(two) professional and technical personnel are appointed by their units to receive continuing education and study, and their wages, benefits, social insurance and other benefits are the same as when they are on the job;

(three) professional and technical personnel for continuing education and learning and the unit in dispute, you can appeal to the higher authorities, or bring an arbitration or lawsuit according to law. Tenth professional and technical personnel receiving continuing education shall perform the following obligations:

(a) abide by the laws and regulations of continuing education;

(two) according to the arrangement of the unit, complete the training task;

(three) accept the evaluation, registration and inspection of the unit, and participate in continuing education and training;

(four) after receiving continuing education, it shall return to the original unit, unless otherwise agreed with the unit. Eleventh continuing education learning content should reflect the new theories, new technologies, new information and new methods of related majors, and be determined by the unit where the professional and technical personnel work according to the needs of the unit and the professional and technical personnel in accordance with the principles of continuing education and professional discipline guidelines. Twelfth professional and technical personnel to receive continuing education and full-time study time, the annual cumulative not less than 12 days (72 hours). The implementation cycle of continuing education is consistent with the appointment cycle of professional and technical posts, and the study time in a cycle can be used centrally or dispersed. Where the state implements the credit system for continuing education, its provisions shall prevail. Thirteenth professional and technical personnel can receive continuing education through the following forms:

Advanced courses, training courses and seminars;

(two) working in teaching, scientific research and production units;

(3) Attending academic conferences and lectures at home and abroad;

(4) Going abroad for further study and training;

(five) the self-study training and assessment of this unit, this system and this industry organization;

(6) Distance education;

(seven) to participate in the counterpart support of relevant provincial and municipal units;

(eight) other forms of continuing education. Fourteenth professional and technical personnel in the continuing education cycle to participate in academic education or study for a degree, can be regarded as participating in continuing education. Fifteenth professional and technical personnel to complete continuing education, with the certificate of study or proof of study, to their units or talent service institutions for their personnel files for continuing education certificate registration. Basic information such as learning time, credits, contents and assessment results of continuing education for professional and technical personnel is one of the important contents of the assessment of professional and technical personnel, and it is also a condition for the evaluation and appointment of professional and technical positions.

The certificate of continuing education shall be uniformly produced by the personnel administrative department of the people's government of the autonomous region.
