High-level talents are divided into six categories, namely: provincial super class, class A, class B, class C, class D and class E in the city.

Three, high-level talents to declare that conditions:
(1) Basic conditions:
Provincial high-level talents (super class C): 1. Should the talents employed by enterprises and institutions in Fujian Province be signed with the employing units? 3? At least years, working time in Fujian is not less than? 6? For a one-month labor (employment) contract, the institution shall also have the title of subtropical high or above or a doctorate; 2. The talents who set up (lead) an enterprise in Fujian Province must be the legal representative, chairman, president, partner or one of the chief technology officers of the enterprise, and their own funds (including technology shares) account for the venture capital? More than 30% or follow-up venture capital accounts for venture capital? More than 30%, the enterprise has part of the funds needed for project research and development and achievement transformation (not less than? 50? 10,000 yuan) and an innovative talent team composed of technology research and development, production management and market development talents.
City High-level Talents (D-E): Employ and start businesses in South China, sign labor (employment) contracts with employers for more than 3 years, and work in South China for at least 6 months every year.
(2) qualifications:
Special grade: academician of the two academies, director of the national laboratory, and outstanding talent project of the national "10,000-person plan"; Provincial talents introduce the "Hundred Talents Program" special talent project.
Class A: National "Ten Thousand Talents Program", Fujian Special Reserve Talents Program, Director of National Technology Innovation Center, Director of Fujian Innovation Laboratory, First Prize of National Innovation, Project Leader of National Science Fund for Distinguished Young Scholars, etc.
Class B: Top-notch young talents program of the National "Ten Thousand Talents Program", those who enjoy the special government allowance of the State Council, national candidates for the "Hundred Million Talents Project" in the new century, "National High-end Accounting Talents (National Leading Accountant Talents)" of the Ministry of Finance, "Hundred Talents Program" of Fujian Province, advanced workers in the national education system, outstanding people's teachers in Fujian Province, and "young and middle-aged experts with outstanding contributions" in the national health system.
Class C: Pilot Project of Primary and Secondary School Principals under the National Training Program of the Ministry of Education, Double Hundred Talents Program of Fujian Province, Top-notch Young Talents Program of Fujian Qingying Program, Innovative Star Talents Program of Fujian Province, Hundred Talents Program for Foreign Students in Fujian Province, Candidates for the Million Talents Project in Fujian Province, Young and middle-aged experts with outstanding contributions to Fujian's health system, directors of provincial and ministerial key laboratories,
Class D: talents in Taiwan Province Province who have been employed and started businesses in enterprises in our city and have the title of associate high school or above or full-time doctoral degree; Persons who are employed by enterprises and scientific research institutes and have obtained the qualifications of full-time and senior professional and technical posts; Employed in education, medical and health units, in addition to obtaining the qualifications for full-time and senior professional and technical positions, they also need to obtain the titles of "Nanping famous doctor" and "Nanping famous teacher and principal"; In recent 3 years, he served as the head of Fujian Skills Master Studio; Nanping doctoral postdoctoral research center; The top 50 full-time doctors of Normal University and National Medical University directly under the Ministry of Education; There are 36 majors in "World-class University Construction University" (Class A) and "World-class Discipline Construction", and full-time doctoral students from famous overseas universities (referring to the latest and top 200 overseas universities among the three internationally recognized universities).
Class E: Nanping "Star of Entrepreneurship" and "Star of Innovation"; Top-notch young talents in Nanping; In the past five years, he won the second prize of provincial-level funded excellent entrepreneurial projects and the first prize of municipal level; "Famous Teacher and Principal of Nanping City" and "Famous Doctor of Nanping City" in recent three years; "Nanping Skills Master" and "Nanping Skills Master Studio Leader" approved in recent 3 years; 36 full-time doctors or full-time masters majoring in "World-class University Construction University" (Class A) and "World-class Discipline Construction", as well as famous overseas universities (internationally recognized overseas universities with the latest and top 200 rankings in the world); Normal University directly under the Ministry of Education and National Medical University rank in the top 50.
Fourth, high-level talent policy support:
It is recognized as a provincial and municipal high-level talent. Those who are imported talents are given support in the form of "work and living allowance+housing security+promotion honor reward+health security+key plan support", and can enjoy10-7 million yuan of resettlement subsidies and 60- 120 square meters of talent incentive rooms at different levels. Those who belong to the existing talents will be supported by the way of "promotion honor award+health insurance+key plan support".
