Safety education system
Article 1 factory education:
L, all new employees (including temporary workers) must receive three-level (company, workshop, team) safety education.
2. The reception unit is responsible for educating the personnel who have been in the factory for more than three days, such as agent training and outsourcing workers, according to the first-level safety education content.
3. The General Affairs Department is responsible for organizing company-level safety education, and the safety supervisor is responsible for education.
(1) Education on environmental protection knowledge, anti-virus, dust prevention, noise prevention and the use of protective equipment, with a time of 2 hours;
(2) Conduct fire prevention and extinguishing knowledge education and use fire extinguishing equipment for 2 class hours;
(3) Education on national safety production policies, safety production management system, production characteristics and typical accident lessons. It lasts for 2 class hours.
Anyone who has passed the company-level safety education and passed the examination must go to the workshop with the safety education card of the General Affairs Department to receive secondary and tertiary safety education.
4. Workshop-level safety education is organized by the deputy director in charge of production in the workshop, and implemented by the workshop safety officer. The contents of education include workshop production characteristics, safety technical regulations, safety production rules and regulations, accident lessons, precautions and requirements. Time is 36 class hours.
5. The safety team education is organized by the team leader and conducted by the team safety officer, including: post safety operation methods, accident cases and accident prevention measures, use methods of safety devices and appliances, personal protective equipment, etc. Time is 24 class hours.
6, the company's internal work transfer, job changes and leave for more than six months, to workshop, team level safety education, workshop internal work changes, security team education should be carried out.
7. After passing the three-level safety education and establishing the safety education file, you can enter the production post only after receiving the labor protection articles with the safety education notice.
Article 2 Education for special types of work:
1, engaged in electrical, boiler, welding, lifting, factory motor vehicle driving, blasting, gas cylinder inspection, filling and other special staff, must be organized by the competent department to carry out professional safety and technical education, and after passing the examination and obtaining the work permit, they can work.
2, for special types of personnel, the competent department should be in accordance with the provisions of the fixed number of years for training and re-examination, with professional safety technology and disaster accident cases as the main educational content.
3. Before new technologies, new processes, new equipment and new products are put into production, relevant personnel shall be educated in safety technology according to the new safety operation procedures, and they can only operate at their posts after passing the examination.
4, after a major accident and attempted malignant accident, the competent department should organize relevant personnel to carry out accident scene education, learn from experience and lessons.
Article 3 Daily education:
1, leaders at all levels should conduct regular safety education for employees, enhance their legal concept, observe rules and discipline, and ensure safety in production.
2, the general affairs department should use radio, closed-circuit television, billboards, accident site meetings and other forms, widely to the worker safety education.
3. The company regularly organizes safety activities.
4, production equipment maintenance, safety management department should cooperate with the relevant units for shutdown, maintenance and safety education before construction, to ensure safety.
5, for major dangerous operations, before the operation, the construction management department and the general affairs department must carry out safety education for construction personnel, otherwise they may not work.
Article 4 Safety technical assessment:
L, the general affairs department should organize a safety technical assessment every year, and the assessment results should be published and recorded on the employee's safety operation certificate.
2, middle-level cadres, engineering and technical personnel safety technical assessment, organized by the competent department of cadres and the general affairs department.
3, workers' safety technical assessment by the workshop director is responsible for the organization, workshop safety personnel specific implementation.
4, who did not pass the safety technical examination, but obtained the safety operation certificate, are not allowed to work independently, otherwise, shall be investigated for the responsibility of the accident related personnel.
