Legal analysis: In-service teachers are full-time teachers employed by schools. It is forbidden to set up private cram schools to collect tuition fees. According to the seriousness of the private cram school, they are given criticism and education, admonishing conversation, ordering inspection, informed criticism and even corresponding administrative sanctions. If the circumstances are serious, causing great social repercussions and damaging the reputation of the school and the professional quality of teachers, the school should be dismissed, and the Education Bureau will intervene in the review according to the seriousness of the circumstances, revoke the teacher's qualification certificate and expel the teacher.

Legal basis: Article 55 of the Compulsory Education Law of People's Republic of China (PRC). Schools and teachers who violate the provisions of the Education Law and the Teachers Law in the compulsory education stage shall be punished in accordance with the relevant provisions of the Education Law and the Teachers Law.
