Article 2 These Measures shall apply to public and private full-time, boarding, half-day kindergartens and pre-schools affiliated to primary schools (hereinafter referred to as kindergartens) within the administrative area of this province.
Article 3 Preschool education belongs to non-compulsory education, and the charging items of kindergartens are managed by the provincial level and the charging standards are managed by the local authorities. Kindergartens can collect conservation education fees (hereinafter referred to as "education fees"), accommodation fees (boarding kindergartens only), service fees and agency fees.
Kindergartens shall not charge any fees other than those specified in the preceding paragraph.
Article 4 Education fees refer to the fees charged by kindergartens for providing protection education for young children.
Article 5 Accommodation fees refer to the fees charged by boarding kindergartens for providing accommodation services (excluding lunch breaks) to children in the park.
Article 6 Service fees refer to the expenses incurred by kindergartens in providing alternative services for children in the park. The service fee includes the following items:
(1) Meal fee: Meal fee refers to the fee charged by kindergartens for providing catering services for children in the park.
(2) Custody fee: Custody fee (only applicable to full-time kindergartens) refers to the fee charged by kindergartens for providing custody services for children during non-guaranteed teaching hours (not less than 8 hours per day on legal working days).
(3) School bus fee: The school bus fee refers to the cost of setting up or renting a vehicle for kindergarten to pick up and drop off children.
Article 7 Agency fees refer to the fees collected and managed by kindergartens for the convenience of children's education and life, including the fees for daily necessities collected from centralized purchase of bedding and toiletries, as well as the fees for going out for activities and garden clothes.
Eighth public kindergarten education fees, accommodation fees into the management of administrative fees. The service fees and agency fees of kindergartens, and the education fees and accommodation fees of private kindergartens are managed according to the operating service fees.
The specific charging standards may vary according to the type and location of kindergartens. Parents are advised to know the relevant local regulations when choosing kindergartens to avoid unnecessary financial burden.
