China has more than 30,000 legal education bases for teenagers. In the Seventh Five-Year Plan to carry out publicity and education on the rule of law, it is clearly required to start with teenagers and bring legal education into the national education system to guide teenagers to master legal knowledge, establish awareness of the rule of law and form law-abiding habits from an early age.

During the "Sixth Five-Year Plan" period, the Ministry of Education, together with the Ministry of Justice and other departments, studied and formulated the outline of juvenile rule of law education, promoted the integration of rule of law education into the national education system, implemented the teaching materials, class hours, teachers and funds for rule of law education, and improved the trinity pattern of juvenile rule of law education among schools, families and society. At present, more than 96.5% of primary and secondary schools are equipped with legal counselors, and more than 30,000 legal education bases for teenagers have been built nationwide. The Ministry of Justice and the Central Committee of the Communist Youth League hold an online legal knowledge contest for teenagers every year, which has attracted more than 10 million teenagers to participate in the past five years.
