Hefei Declaration puts forward ten characteristics of research universities from the aspects of pursuing excellence in an all-round way, carrying out major scientific research with depth and breadth, continuously exporting respected graduates, adhering to the highest standards of scientific research integrity and related moral standards, exercising academic freedom responsibly, and supporting regional and national development to contribute to the healthy development of the world.

Qu Zhenyuan said that since the 18th National Congress, the development of modern education with China characteristics and world level has become a new requirement of the Party and the state for education reform and development. The first nine universities supported by the "985 Project" are the vanguard and leading geese of universities, which have obvious advantages in discipline construction and human resources. Jason reviewed the development of China University Presidents Association, and paid tribute to the presidents of China University who constantly struggled and innovated for the cause of higher education in China. Lin Huiqing said in the invited report that how to build a first-class university in the popularization stage of higher education is an important topic that we must answer well in this specific national condition and development stage, and we must study, explore and create our own road model. Lin Huiqing focused on the overall consideration, construction objectives, key tasks and mechanism deployment of promoting the construction of world-class universities, the tasks proposed by the new round of national first-class university examination enrollment system reform plan, and the contents of strengthening innovation and entrepreneurship education in colleges and universities, establishing innovation and entrepreneurship education concepts, and building and encouraging innovation and entrepreneurship culture.
Leaders of participating universities made special speeches on three sub-themes: classified management of universities and positioning of research universities, social equity and responsibility of universities under the new college entrance examination scheme, innovation-driven development of universities and innovation and entrepreneurship education.

At the same time, research universities should think more deeply about their respective advantages and characteristics, stick to their core values, explore reform and innovation models suitable for their own development with an open mind, take the initiative to assume social responsibilities, and fully reflect educational equity in the process of running schools.
