The object of continuing education for land appraisers is all those who have obtained the qualification of land appraisers, including the training of practicing land appraisers, the training of non-practicing land appraisers and the training of practical evaluation. Article 4

According to the knowledge and skills system that land appraisers must possess in practice, the content of continuing education for appraisers is mainly divided into six aspects:

(1) professional ethics and norms;

(2) laws, regulations and policies;

(3) Technical standards and specifications;

(4) Valuation theory and practice;

(5) Relevant knowledge and practice;

(6) Institutional management and industry development.

Article 5

The depth of continuing education is set at three levels: basic level, application level and research level, and different continuing education objects receive different levels of education. These include:

(1) Basic level, focusing on the basic concepts, theories, principles and methods of different knowledge.

(2) The application level focuses on the practical application of valuation knowledge and related experience and information.

(3) The research level focuses on the dynamic and forward-looking trend of knowledge development, research, situation analysis and judgment.

Article 6

The objects of continuing education are divided into five basic types according to whether they practice or not and the length of practice, which are adapted to different learning contents and depths:

(1) 1-5 years (inclusive) appraiser;

(2) Appraisers who have been practicing for 6- 10 years (including 10 years);

(3) Appraisers who have been practicing 10 years or more;

(4) Appraisers during the internship period refer to those who apply for practice but are still in the internship period;

(5) Non-practicing appraisers refer to those who have obtained appraiser qualification certificates and are not engaged in land appraisal practice.

An appraiser who has been registered to practice but has not actually practiced is regarded as a registered appraiser.

Article 7

Continuing education adopts the following three basic forms:

(1) Training and seminar: Participate in special training courses (including lectures), seminars (including forums), study tours, online courses, etc.

(2) School education: receiving accredited higher education (including academic education and specialized courses), and the specific accreditation measures shall be stipulated separately.

(3) Research and practice: writing related professional papers and works, participating in related professional research, participating in related professional and technical activities, and participating in related public welfare activities. The specific class hours shall be determined according to the Rules for Determining the Class Hours of Continuing Education of Land Appraisers.

Among them, table (1) must be included in the annual continuing education plan and organized and implemented by qualified units, table (2) must be undertaken by schools or institutions with entrusted relationships, and table (3) must conform to the scope and standards stipulated in the Rules for Determining Continuing Education Hours of Land Appraisers.

Various forms of continuing education are detailed in Annex 2.

Article 8

Continuing education can be divided into two modes: planned projects and optional projects. Among them, the table (1) in Article 7 is a planned item, and tables (2) and (3) are optional items.

The training of the planned project will be included in the annual continuing education and training plan for land appraisers issued by China Land Appraisers Association (hereinafter referred to as "China Appraisal Association"), and will be undertaken by the provincial land appraisal industry association and other continuing education contractors.

Article 9

The continuing education and training contractors should assess the examiners who participate in the training, including the assessment of training attendance and the assessment of training effect. Attendance assessment adopts the form of training students to sign in, and training effect assessment can take the form of written examination and paper examination according to the situation. According to the types of hours reported by appraisers, the evaluation of optional project hours shall be carried out in accordance with the Rules for the Recognition of Continuing Education Hours of Land Appraisers. The assessment results are one of the bases for approving and recognizing class hours. All original evaluation materials shall be kept by the continuing education undertaker for more than five years.

Article 10

After the land appraiser completes the continuing education project, the appraiser will report the class hours. After the planned project hours are approved by the continuing education organizer, they will be recognized by the China Evaluation Association; The hours of optional projects are determined by China Appraisal Association according to the relevant certification materials submitted by appraisers when reporting and the Rules for Determining the Hours of Continuing Education for Land Appraisers.

Article 11

Every year, examiners actively choose the content and form of study according to their own situation, and declare the hours of continuing education. The continuing education of appraisers must meet the following requirements:

(1) Total class hours: Generally speaking, the class hours of certified appraisers are not less than 100 every five years, the class hours of certified appraisers are not less than 20 every two years, and the class hours of unregistered appraisers are not less than 50 every five years.

(2) Class hours form requirements: The class hours obtained through planned projects and the class hours obtained through optional projects should meet the corresponding proportion requirements of different types of evaluators. See Table 3 for specific requirements.

(3) Requirements for annual allocation of class hours: Each appraiser shall determine that the class hours shall not exceed 35 per year, and shall not be absent for two consecutive years.

Article 12

The China Evaluation Association will develop a continuing education management system as a basic platform for continuing education policy propaganda, continuing education outline and annual plan release, continuing education activity release, evaluation personnel's application for continuing education hours, contractor audit and the hours recognized by the China Evaluation Association.

Article 13

China Appraisal Association has established a unified expert database of continuing education teachers for land appraisers, and formed a corresponding access mechanism. Instructors for training continuing education projects must be selected from the expert database, and other continuing education methods should be determined according to actual needs. The expert database of teachers' continuing education is produced by combining self-recommendation, recommendation and selection, and must meet one of the following conditions:

(1) Senior Land Appraiser;

(two) the staff of the land and resources management department or the relevant departments at or above the division level;

(3) Researchers with senior titles in land valuation related fields.

Article 14

The continuing education of land valuers is uniformly deployed by the Ministry of Land and Resources, organized and implemented by China Valuation Association, and specifically undertaken and implemented by provincial land administrative departments, land valuation industry associations, member units, relevant institutions of higher learning and training institutions recognized by China Valuation Association. The continuing education activities of land appraisers organized by any unit shall be included in the annual plan for continuing education of land appraisers approved and released by China Appraisal Association. The member units that carry out internal training on a pilot basis must have at least 30 A-level credit qualifications and have been practicing land appraisers and senior members for more than 5 years.

Article 15

China Appraisers Association will gradually select institutions of higher learning and appraisal institutions that have a certain foundation for appraisers' organization and training to set up continuing education and training bases. The training base shall be determined by unit application, expert review and on-the-spot investigation. Units applying for training base should have enough teachers, perfect organization and management, necessary training places, etc. Specific requirements shall be formulated separately by China Appraisal Association.

Article 16

At the end of each year, the China Evaluation Association will issue a guide to continuing education for the next year, and all provincial associations and relevant continuing education contractors will submit annual plans. China Evaluation Association will review and publish the annual continuing education plan. When submitting the annual plan, the organizers of continuing education should fully consider the training content to meet the training requirements of different levels and regions. The same training activity can include basic, applied and research class hours at the same time, and the class hours should be properly balanced.

Article 17

According to the needs, for a few areas that can't afford to undertake continuing education and training activities, the China Evaluation Association will provide continuing education assistance by holding special training courses and voluntary counseling by experts.

Article 18

The competent department of industry and China Evaluation Association are responsible for the supervision and inspection of all continuing education activities, and reward and punish the continuing education contractors or individuals according to the results of supervision and inspection. Specific reward and punishment measures shall be formulated separately.

Article 19

The China Appraisal Association shall be responsible for the interpretation of these Rules and shall come into force as of the date of promulgation.
