First, the scope of choice
1. The selection scope of outstanding teachers is full-time teachers in public ordinary primary and secondary schools, vocational middle schools and kindergartens in the county, or "double shoulders" (that is, administrative personnel engaged in teaching work), and faculty and staff with qualified academic qualifications and corresponding teacher qualifications employed by private schools in our county as of 20 17.
2. The selection scope of outstanding educators is the members of the leadership team or the staff engaged in logistics services of public ordinary middle schools, vocational middle schools, nine-year compulsory education schools, urban primary schools, township central primary schools and central kindergartens in the county, and the staff of the central school management school district. Those who have been commended at or above the county level in the past three years will no longer participate in the selection and commendation.
Second, commend the number of places.
1. The number of outstanding teachers in the county is calculated and distributed to all units according to the demand of teachers. All units shall make recommendations and declarations in strict accordance with the allocated places (see annex 1 for details).
2. Excellent educators in the county are selected and commended, and each unit recommends 1 candidate (not recommended). The county education bureau strictly controls the selection and commendation of outstanding educators.
3. All units should consider the recommended places and the proportion of teachers in different types of schools and different classes as a whole, and insist on leaning towards front-line teachers, especially teachers in schools with difficult conditions. Under the same conditions, teachers with teaching experience are given priority (teachers in the school district of the central school can be recommended by the sending school or aided school).
Third, the selection conditions
Abide by national laws and regulations, be loyal to the party's educational cause, be pragmatic, actively explore, be determined to reform, be pioneering and innovative, be conscientious, be brave in dedication, have noble professional ethics, strive to show the glorious image of people's teachers and educators in the new era, have been engaged in education and teaching for more than 5 years, and the annual assessment of staff in public institutions in the past three years has been "qualified". In addition, in the past three academic years, one of the following conditions must be met:
1. Fully implement the party's education policy, actively implement quality education, love students, promote their all-round development, teach and educate people, and make remarkable achievements in cultivating talents;
2. Accomplishing the task of education and teaching with high quality, making great efforts to carry out educational innovation, and making remarkable achievements in teaching reform, textbook construction, laboratory construction and improving the quality of education and teaching;
3. Creative achievements have been made in education and teaching research, scientific research and technology popularization, which have important scientific value or obvious social and economic benefits;

Four. Select and recommend procedures and requirements
1. Selection and recommendation must adhere to the principles of political firmness, outstanding deeds, public recognition, selecting the best among the best, openness, fairness and impartiality. Adhere to the political performance and work performance contribution as the measurement standard, and prevent the tendency to evaluate the work of teachers and educators simply by the enrollment rate.
2. The selection and recommendation should adopt the method of bottom-up and step-by-step selection and declaration. It is necessary to strictly implement the prescribed procedures, which shall be decided by the democratic recommendation of the unit and the collective research of the leading group. Before the recommendation at all levels is reported, the recommended object shall be publicized in the unit for 5 working days, including the name, unit and brief deeds of the candidate to be recommended.
3. All units should summarize the advanced deeds of the recommended candidates and form advanced deeds materials with no more than 3,000 words. It is necessary to intensify the propaganda of the advanced deeds of outstanding teachers and educators, and further create a good atmosphere of respecting teachers and attaching importance to teaching in the whole society.
