1. Consolidate the type orientation of vocational education and take the type orientation as the logical starting point of planning vocational education, so as to consolidate and optimize vocational education.

2. Build a modern vocational education system, strengthen the basic position of vocational secondary education, develop vocational higher education with high quality and steadily develop vocational undergraduate education.

3. To build a skilled society, we need to accelerate the construction of a skilled society in which the state values skills, the society advocates skills and everyone enjoys skills, and encourage more workers, especially the younger generation, to become talents and serve the country with skills.

Deepening the integration of production and education is of great significance to comprehensively improve the quality of vocational education, expand employment and entrepreneurship, promote economic transformation and development, and cultivate new kinetic energy for economic development. We should take the initiative to adapt to the new situation of economic development and the new demand for technical and skilled talents to grow into talents, and improve the mechanism of integration of production and education and collaborative education.

Strengthen the infiltration and integration of general education and vocational education in different periods, implement vocational enlightenment education in ordinary primary and secondary schools, and promote mutual recognition of courses and credits between secondary vocational schools and ordinary high schools, higher vocational schools and applied universities. Formulate a national qualification framework and accelerate the construction of an education system that serves lifelong learning for all.

Improve the school-running system of integration of production and education from three aspects:

1. Optimize the supply structure of vocational education. We will promote the formation of a professional system that closely links the industrial chain with innovation chain, promote the Ministry and province to jointly build a highland for innovation and development of vocational education, continue to deepen the cooperation between the East and the West in vocational education, and launch a pilot project for the construction of a vocational education system in a local skill-based society.

2. Build a diversified school-running pattern with overall government management, active organization of industrial enterprises and deep participation of social forces. We will improve the systems of state-owned assets evaluation, property rights transfer, rights distribution and cadre and personnel management, encourage all kinds of enterprises to participate in organizing vocational education according to law, and encourage vocational schools to cooperate with social capital to build vocational education infrastructure and training bases.

3. Cooperate to promote the deep integration of production and education. Governments at all levels should incorporate the integration of production and education into economic and social development planning. We will build a number of pilot cities for the integration of production and education, build a number of benchmark industries that lead the integration of production and education, and cultivate a number of leading enterprises in the industry.
