If the demand for talents can be basically met by expanding the enrollment of existing majors or broadening the direction of professional services, no new majors should be added. Article 4 The establishment and adjustment of majors in colleges and universities shall conform to the Catalogue of Undergraduate Majors in Colleges and Universities promulgated by the State Education Commission and its related requirements. Setting up a major outside the professional catalogue shall be handled according to the prescribed procedures. Chapter II Conditions for Specialty Setting Article 5 A newly established specialty in an ordinary institution of higher learning must meet the following conditions:
(a) in line with the school development plan approved by the school authorities, there is a stable forecast report on the demand for talents, and the enrollment scale is generally 60 people per year, not less than 30 people;
(two) there should be a teaching plan and other necessary teaching documents that meet the professional training objectives;

Chapter III Authority for Examination and Approval of Specialty Settings Article 7 The specialty settings of ordinary institutions of higher learning shall be examined and approved by institutions of higher learning, school authorities (referring to the education administrative departments of provinces, autonomous regions, municipalities directly under the Central Government and central ministries and commissions, the same below) and the State Education Commission for the record. Agricultural and forestry colleges set up or adjust non-agricultural majors;

Foreign language colleges set up or adjust non-foreign language and literature majors;
Financial colleges set up or adjust non-economics majors;

Art colleges set up or adjust non-art majors.
