(1) Three Supports and One Support: Every year, an appropriate number of fresh college graduates are recruited in a planned way to engage in teaching, agriculture, medicine, water conservancy and poverty alleviation in rural areas, so as to provide talent support for promoting the development of social undertakings such as rural education, agriculture, health, water conservancy and poverty alleviation. The policy basis of this plan is document 1999 1 1. 16 Notice on Organizing College Graduates to Teach, Support Agriculture, Support Medicine and Help the Poor in Rural Grassroots Units issued by the Ministry of Personnel in 2006.
(2) Volunteers in the West: This project has been implemented since 2003. According to the methods of open recruitment, voluntary registration, organizational selection and centralized dispatch, a certain number of fresh graduates or graduate students from ordinary colleges and universities will be recruited every year to carry out voluntary services such as education, health, agricultural technology and poverty alleviation in the western grassroots, with a term of 1-3 years. All the graduates who participate in the western plan have a common name-volunteers for the western plan.

(1) Three Supports and One Support: organized and implemented by Ministry of Human Resources and Social Security.

(2) Volunteers in the West: The written test subjects include public foundation and volunteer service knowledge.
4. Different recruitment conditions
(1) three supports and one support: teaching graduates must hold primary school or above teacher qualification certificates, and medical graduates must be medical graduates.
(2) Volunteers in the west: they must be fresh graduates of full-time colleges or graduate students.
