The Central Committee of the Communist Party of China and the State Council put forward in March 2005, insisting on the whole process of quality education.

The Ministry of Education has launched a pilot reform of "three rounds of education" in various regions and universities across the country. After application and selection, a total of 8 provinces or regions, 25 universities and 92 colleges (departments) were awarded the "three-round education" comprehensive reform pilot unit.
